- THE TROPICAL STORM WARNING HAS BEEN CANCELLED FOR ALLEN,
AVOYELLES, BEAUREGARD, EVANGELINE, NORTHERN JASPER, NORTHERN
NEWTON, RAPIDES, ST. LANDRY, TYLER, AND VERNON
* CURRENT WATCHES AND WARNINGS:
- A TROPICAL STORM WARNING IS IN EFFECT FOR ACADIA, CALCASIEU,
EAST CAMERON, HARDIN, IBERIA, JEFFERSON, JEFFERSON DAVIS,
LAFAYETTE, LOWER ST. MARTIN, ORANGE, SOUTHERN JASPER, SOUTHERN
NEWTON, ST. MARY, UPPER ST. MARTIN, VERMILION, AND WEST CAMERON
* STORM INFORMATION:
- ABOUT 110 MILES SOUTH OF CAMERON LA OR ABOUT 150 MILES

- MOVEMENT NORTHWEST OR 315 DEGREES AT 9 MPH
SITUATION OVERVIEW

AS OF 5 PM CDT, THE STRENGTH OF TROPICAL STORM CINDY HAS REMAINED
UNCHANGED WITH MAXIMUM WINDS OF 50 MPH. CINDY IS FORECAST TO MOVE TOWARDS
THE SOUTHEAST TEXAS AND SOUTHWEST LOUISIANA COASTS LATER TONIGHT AND
INTO EARLY HOURS ON THURSDAY.
AREAS OF RAIN WITH EMBEDDED HEAVIER RAIN BANDS WILL CONTINUE TO SPREAD
WESTWARD THROUGHOUT EVENING INTO THE OVERNIGHT HOURS. THE PRIMARY RISKS
WITH THESE RAINBANDS WILL BE HEAVY RAINFALL AND LOCALIZED FLOODING, AS WELL
AS A FEW ISOLATED TORNADOES.
WINDS GUSTING TO TROPICAL STORM FORCE ARE ALREADY OCCURRING OVER THE
SOUTH CENTRAL LOUISIANA COASTAL WATERS AND SOUTHEASTERN ACADIANA.
SUSTAINED WINDS ARE EXPECTED TO INCREASE TO TROPICAL STORM FORCE
LATER THIS EVENING FOR LOCATIONS SOUTH OF I-10 CORRIDOR.
THE ONSHORE FLOW EAST OF THE CENTER OF CIRCULATION COULD RESULT IN
1 TO 3 FEET OF INUNDATION LATE WEDNESDAY INTO THURSDAY ALONG THE
LOUISIANA COAST.
POTENTIAL IMPACTS

* WIND:
PROTECT AGAINST DANGEROUS WIND HAVING POSSIBLE SIGNIFICANT IMPACTS
ACROSS SOUTHEAST TEXAS AND SOUTHERN LOUISIANA. POTENTIAL IMPACTS IN
THIS AREA INCLUDE:
- SOME DAMAGE TO ROOFING AND SIDING MATERIALS, ALONG WITH DAMAGE
TO PORCHES, AWNINGS, CARPORTS, AND SHEDS. A FEW BUILDINGS
EXPERIENCING WINDOW, DOOR, AND GARAGE DOOR FAILURES. MOBILE
HOMES DAMAGED, ESPECIALLY IF UNANCHORED. UNSECURED LIGHTWEIGHT
OBJECTS BECOME DANGEROUS PROJECTILES.
- SEVERAL LARGE TREES SNAPPED OR UPROOTED, BUT WITH GREATER
NUMBERS IN PLACES WHERE TREES ARE SHALLOW ROOTED. SEVERAL
FENCES AND ROADWAY SIGNS BLOWN OVER.
- SOME ROADS IMPASSABLE FROM LARGE DEBRIS, AND MORE WITHIN URBAN
OR HEAVILY WOODED PLACES. A FEW BRIDGES AND ACCESS ROUTES
IMPASSABLE.
- SCATTERED POWER AND COMMUNICATIONS OUTAGES, BUT MORE PREVALENT
IN AREAS WITH ABOVE GROUND LINES.
ALSO, PROTECT AGAINST HAZARDOUS WIND HAVING POSSIBLE LIMITED IMPACTS
ACROSS SOUTHEAST TEXAS AND SOUTHERN LOUISIANA.
* FLOODING RAIN:
PROTECT AGAINST LOCALLY HAZARDOUS RAINFALL FLOODING HAVING POSSIBLE
LIMITED IMPACTS ACROSS SOUTHWEST LOUISIANA AND SOUTHEAST TEXAS.
POTENTIAL IMPACTS INCLUDE:
- LOCALIZED RAINFALL FLOODING MAY PROMPT A FEW EVACUATIONS.
- RIVERS AND TRIBUTARIES MAY QUICKLY RISE WITH SWIFTER CURRENTS.
SMALL STREAMS, CREEKS, CANALS, AND DITCHES MAY BECOME SWOLLEN
AND OVERFLOW IN SPOTS.
- FLOOD WATERS CAN ENTER A FEW STRUCTURES, ESPECIALLY IN USUALLY
VULNERABLE SPOTS. A FEW PLACES WHERE RAPID PONDING OF WATER
OCCURS AT UNDERPASSES, LOW-LYING SPOTS, AND POOR DRAINAGE
AREAS. SEVERAL STORM DRAINS AND RETENTION PONDS BECOME
NEAR-FULL AND BEGIN TO OVERFLOW. SOME BRIEF ROAD AND BRIDGE
CLOSURES.
* SURGE:
PROTECT AGAINST LOCALLY HAZARDOUS SURGE HAVING POSSIBLE LIMITED
IMPACTS ACROSS COASTAL SOUTHEAST TEXAS AND SOUTHERN LOUISIANA. POTENTIAL
IMPACTS IN THIS AREA INCLUDE:
- LOCALIZED INUNDATION WITH STORM SURGE FLOODING MAINLY ALONG
IMMEDIATE SHORELINES AND IN LOW-LYING SPOTS, OR IN AREAS
FARTHER INLAND ALONG RIVERS AND BAYOUS THAT DRAIN INTO THE GULF.
- SECTIONS OF ROADS AND PARKING LOTS NEAR BODIES OF WATER MAY
BECOME OVERSPREAD WITH SURGE WATER. DRIVING CONDITIONS
DANGEROUS IN PLACES WHERE SURGE WATER COVERS THE ROAD.
- MODERATE BEACH EROSION. HEAVY SURF ALSO BREACHING DUNES, MAINLY
IN USUALLY VULNERABLE LOCATIONS. STRONG RIP CURRENTS.
- MINOR TO LOCALLY MODERATE DAMAGE TO MARINAS, DOCKS, AND PIERS.
A FEW SMALL CRAFT BROKEN AWAY FROM MOORINGS.
ELSEWHERE ACROSS SOUTHWEST LOUISIANA AND SOUTHEAST TEXAS, LITTLE TO
NO IMPACT IS ANTICIPATED.
* TORNADOES:
PROTECT AGAINST A TORNADO EVENT HAVING POSSIBLE LIMITED IMPACTS
ACROSS SOUTHWEST LOUISIANA AND SOUTHEAST TEXAS. POTENTIAL IMPACTS
INCLUDE:
- THE OCCURRENCE OF ISOLATED TORNADOES CAN HINDER THE EXECUTION
OF EMERGENCY PLANS DURING TROPICAL EVENTS.
- A FEW PLACES MAY EXPERIENCE TORNADO DAMAGE, ALONG WITH POWER
AND COMMUNICATIONS DISRUPTIONS.
- LOCATIONS COULD REALIZE ROOFS PEELED OFF BUILDINGS, CHIMNEYS
TOPPLED, MOBILE HOMES PUSHED OFF FOUNDATIONS OR OVERTURNED,
LARGE TREE TOPS AND BRANCHES SNAPPED OFF, SHALLOW-ROOTED TREES
KNOCKED OVER, MOVING VEHICLES BLOWN OFF ROADS, AND SMALL BOATS
PULLED FROM MOORINGS.
