SITUATION OVERVIEW

TROPICAL STORM HERMINE, LOCATED JUST SOUTH OF NORFOLK ALONG THE
NORTH CAROLINA OUTER BANKS, IS MOVING TOWARD THE NORTHEAST AT AROUND
20 MPH. HERMINE WILL TRACK NORTHEAST ACROSS NORTHEAST NORTH CAROLINA
TODAY, BEFORE EMERGING OFF THE MID-ATLANTIC COAST LATE TODAY AND
MOVING SLOWLY NORTHEAST JUST OFFSHORE OF THE MID ATLANTIC AND DELMARVA
COAST FOR THE LATTER HALF OF THE HOLIDAY WEEKEND INTO THE MIDDLE OF
NEXT WEEK.
HERMINE WILL CONTINUE TO SPREAD HEAVY RAIN ACROSS NORTHEAST NORTH
CAROLINA INTO SOUTHEAST VIRGINIA OVERNIGHT. ADDITIONAL IMPACTS FROM
HERMINE, INCLUDE POSSIBLE FLASH FLOODING, TROPICAL STORM FORCE WINDS,
HIGH WAVES AND SURF, AND COASTAL FLOODING WILL SPREAD ACROSS THE
ENTIRE REGION BY LATE TONIGHT...WITH IMPACTS CONTINUING THROUGH
SATURDAY NIGHT AS HERMINE MOVES OFFSHORE AND SLOWS DOWN.
HEAVY RAINFALL POTENTIALLY RESULTING IN FLASH FLOODING WILL BE A
SIGNIFICANT IMPACT ACROSS THE AREA. STORM TOTAL RAINFALL OF BETWEEN
4 TO LOCALLY 8 INCHES IS EXPECTED ACROSS NORTHEAST NORTH CAROLINA
THROUGH THE VIRGINIA TIDEWATER AREA, AND WILL CONTINUE THROUGH THIS EVENING.
WIND GUSTS OF BETWEEN 50 AND 60 MPH ARE POSSIBLE ALONG THE CHESAPEAKE
BAY...THE ATLANTIC COAST...AND COASTAL WATERS OF MARYLAND...VIRGINIA
AND NORTHEAST NORTH CAROLINA LATE TONIGHT INTO SATURDAY. WIND GUSTS TO
25 TO 35 MPH WILL IMPACT AREAS AS FAR WEST AS RICHMOND. THESE STRONG
WINDS WILL CREATE HIGH SURF AND DANGEROUS RIP CURRENTS...WHILE ALSO
ALLOWING FOR SIGNIFICANT TO LOCALLY MAJOR BEACH EROSION.
ANOTHER SIGNIFICANT IMPACT WILL BE MODERATE TO LOCALLY MAJOR COASTAL
FLOODING AT TIMES OF HIGH TIDE THROUGH THE WEEKEND. STORM SURGE VALUES
OF 2 TO 4 FEET ABOVE GROUND LEVEL ARE EXPECTED...WITH LOCALLY 3 TO
5 FEET ABOVE GROUND LEVEL ACROSS SOUTHSIDE HAMPTON ROADS.
POTENTIAL IMPACTS

* SURGE:
POTENTIAL IMPACTS FROM THE MAIN SURGE EVENT ARE NOW UNFOLDING ACROSS
THE LOWER CHESAPEAKE BAY INCLUDING THE HAMPTON ROADS AREA. REMAIN WELL
AWAY FROM LIFE-THREATENING SURGE HAVING SIGNIFICANT IMPACTS. IF
REALIZED, THESE IMPACTS INCLUDE:
- AREAS OF INUNDATION WITH STORM SURGE FLOODING ACCENTUATED BY
WAVES. SOME DAMAGE TO BUILDINGS, MAINLY NEAR THE COAST, WHERE
THE IMPACT OF WAVES IS GREATEST.
- SECTIONS OF NEAR-SHORE ESCAPE ROUTES AND SECONDARY ROADS BECOME
WEAKENED OR WASHED OUT, ESPECIALLY IN VULNERABLE LOW SPOTS.
- MAJOR BEACH EROSION WITH HEAVY SURF POSSIBLY BREACHING DUNES.
NUMEROUS STRONG RIP CURRENTS.
- DAMAGE TO MARINAS, DOCKS, BOARDWALKS, AND PIERS. SMALL CRAFT
BROKEN AWAY FROM MOORINGS, ESPECIALLY IN UNPROTECTED MARINAS
AND DOCKS.
* WIND:
PREPARE FOR DANGEROUS WIND HAVING POSSIBLE SIGNIFICANT IMPACTS ACROSS
COASTAL NORTHEAST NORTH CAROLINA AND THE TIDEWATER OF EASTERN VIRGINIA.
POTENTIAL IMPACTS IN THIS AREA INCLUDE:
- SOME DAMAGE TO ROOFING AND SIDING, ALONG WITH DAMAGE TO
PORCHES, AWNINGS, CARPORTS, AND SHEDS. A FEW BUILDINGS
EXPERIENCING WINDOW, DOOR, AND GARAGE DOOR FAILURES. MOBILE
HOMES DAMAGED, ESPECIALLY IF UNANCHORED. UNSECURED LIGHTWEIGHT
OBJECTS BECOME DANGEROUS PROJECTILES.
- LARGE TREES SNAPPED OR UPROOTED, MORE WIDESPREAD IN AREAS WHERE
SOILS ARE SATURATED. SOME FENCES AND ROADWAY SIGNS BLOWN OVER.
- SOME ROADS IMPASSABLE FROM LARGE DEBRIS, AND MORE WITHIN URBAN
OR HEAVILY WOODED AREAS. A FEW BRIDGES, CAUSEWAYS, AND ACCESS
ROUTES IMPASSABLE.
- SCATTERED TO WIDESPREAD POWER AND COMMUNICATIONS OUTAGES.
* FLOODING RAIN:
POTENTIAL IMPACTS FROM THE FLOODING RAIN ARE STILL UNFOLDING ACROSS
NORTHEAST NORTH CAROLINA INTO THE TIDEWATER OF VIRGINIA. REMAIN
WELL-GUARDED AGAINST DANGEROUS FLOOD WATERS HAVING POSSIBLE SIGNIFICANT
IMPACTS.
IF REALIZED, THESE IMPACTS INCLUDE:
- FLOODING FROM HEAVY RAINFALL MAY PROMPT EVACUATIONS AND RESCUES
- RIVERS AND TRIBUTARIES MAY QUICKLY BECOME SWOLLEN, WITH SWIFT
CURRENTS, AND OVERSPILL THEIR BANKS IN A FEW PLACES. SMALL
STREAMS, CREEKS, AND DITCHES OVERFLOW.
- FLOOD WATERS CAN ENTER SOME STRUCTURES AND/OR WEAKEN
FOUNDATIONS. SOME AREAS MAY EXPERIENCE AREAS OF RAPID
INUNDATION AT UNDERPASSES, LOW-LYING SPOTS, AND POOR DRAINAGE
AREAS. SOME STREETS AND PARKING LOTS TAKE ON MOVING WATER AS
STORM DRAINS AND RETENTION PONDS OVERFLOW. DRIVING CONDITIONS
BECOME HAZARDOUS. SOME ROAD AND BRIDGE CLOSURES.
