SITUATION OVERVIEW

TROPICAL STORM HERMINE, LOCATED 360 MILES SOUTHWEST OF NORFOLK, IS
MOVING TOWARD THE NORTHEAST NEAR 20 MPH. HERMINE WILL TRACK ACROSS
EASTERN NORTH CAROLINA TONIGHT AND SATURDAY...THEN STALLS OFF THE
DELMARVA COAST BY EARLY NEXT WEEK.
HERMINE WILL CONTINUE TO SPREAD HEAVY RAIN ACROSS NORTHEAST NORTH
CAROLINA THIS EVENING. ADDITIONAL IMPACTS FROM HERMINE, INCLUDING
POSSIBLE FLASH FLOODING, TROPICAL STORM FORCE WINDS, HIGH WAVES AND
SURF, AND COASTAL FLOODING WILL SPREAD ACROSS THE ENTIRE REGION BY
LATE TONIGHT...WITH IMPACTS CONTINUING THROUGH SATURDAY NIGHT AS
HERMINE MOVES OFFSHORE AND SLOWS DOWN.
HEAVY RAINFALL AND FLASH FLOODING IS THE MOST SIGNIFICANT IMPACT
EXPECTED ACROSS THE AREA, WITH BETWEEN 4 TO LOCALLY 8 INCHES OF
RAINFALL OCCURRING. THE HIGHEST RAIN AMOUNTS ARE EXPECTED ACROSS
NORTHEAST NORTH CAROLINA THROUGH THE VIRGINIA TIDEWATER AREA, AND WILL
OCCUR LATE TONIGHT INTO SATURDAY.
WIND GUSTS OF BETWEEN 55 AND 65 MPH ARE POSSIBLE ALONG THE CHESAPEAKE
BAY...THE ATLANTIC COAST...AND COASTAL WATERS OF MARYLAND...VIRGINIA
AND NORTHEAST NORTH CAROLINA LATE TONIGHT INTO SATURDAY. WIND GUSTS TO
40 MPH MAY AFFECT AREAS AS FAR WEST AS RICHMOND. THESE STRONG WINDS
WILL CREATE HIGH SURF...WHILE ALSO ALLOWING FOR BEACH EROSION AS WELL
AS DANGEROUS RIP CURRENTS ALONG THE IMMEDIATE COAST.
IN ADDITION...MODERATE TO MAJOR COASTAL FLOODING IS EXPECTED
AT TIMES OF HIGH TIDE THROUGH THE WEEKEND WITH STORM SURGE VALUES OF
2 TO 4 FEET ABOVE GROUND LEVEL...EXCEPT LOCALLY 3 TO 5 ABOVE GROUND
LEVEL ACROSS SOUTHSIDE HAMPTON ROADS.
POTENTIAL IMPACTS

* SURGE:
PREPARE FOR LIFE-THREATENING SURGE HAVING POSSIBLE SIGNIFICANT
IMPACTS ACROSS THE LOWER CHESAPEAKE BAY INCLUDING THE HAMPTON ROADS AREA.
POTENTIAL IMPACTS IN THIS AREA INCLUDE:
- AREAS OF INUNDATION WITH STORM SURGE FLOODING ACCENTUATED BY
WAVES. SOME DAMAGE TO BUILDINGS, MAINLY NEAR THE COAST, WHERE
THE IMPACT OF WAVES IS GREATEST.
- SECTIONS OF NEAR-SHORE ESCAPE ROUTES AND SECONDARY ROADS BECOME
WEAKENED OR WASHED OUT, ESPECIALLY IN VULNERABLE LOW SPOTS.
- MAJOR BEACH EROSION WITH HEAVY SURF POSSIBLY BREACHING DUNES.
NUMEROUS STRONG RIP CURRENTS.
- DAMAGE TO MARINAS, DOCKS, BOARDWALKS, AND PIERS. SMALL CRAFT
BROKEN AWAY FROM MOORINGS, ESPECIALLY IN UNPROTECTED MARINAS
AND DOCKS.
FOR THE REMAINDER OF THE REGION ADJACENT TO THE OCEAN, CHESAPEAKE BAY,
CURRITUCK SOUND AND TIDAL RIVERS, SIGNIFICANT COASTAL FLOODING IS
POSSIBLE SATURDAY WITH SOME LOCATIONS SEEING MAJOR COASTAL FLOODING.
* FLOODING RAIN:
PREPARE FOR DANGEROUS RAINFALL FLOODING HAVING POSSIBLE SIGNIFICANT
IMPACTS, ESPECIALLY ACROSS NORTHEAST NORTH CAROLINA INTO THE TIDEWATER
OF VIRGINIA.
POTENTIAL IMPACTS INCLUDE:
- FLOODING FROM HEAVY RAINFALL MAY PROMPT EVACUATIONS AND RESCUES
- RIVERS AND TRIBUTARIES MAY QUICKLY BECOME SWOLLEN, WITH SWIFT
CURRENTS, AND OVERSPILL THEIR BANKS IN A FEW PLACES. SMALL
STREAMS, CREEKS, AND DITCHES OVERFLOW.
- FLOOD WATERS CAN ENTER SOME STRUCTURES AND/OR WEAKEN
FOUNDATIONS. SOME AREAS MAY EXPERIENCE AREAS OF RAPID
INUNDATION AT UNDERPASSES, LOW-LYING SPOTS, AND POOR DRAINAGE
AREAS. SOME STREETS AND PARKING LOTS TAKE ON MOVING WATER AS
STORM DRAINS AND RETENTION PONDS OVERFLOW. DRIVING CONDITIONS
BECOME HAZARDOUS. SOME ROAD AND BRIDGE CLOSURES.
* WIND:
PREPARE FOR DANGEROUS WIND HAVING POSSIBLE SIGNIFICANT IMPACTS ACROSS
COASTAL NORTHEAST NORTH CAROLINA AND THE TIDEWATER OF EASTERN VIRGINIA.
POTENTIAL IMPACTS IN THIS AREA INCLUDE:
- SOME DAMAGE TO ROOFING AND SIDING, ALONG WITH DAMAGE TO
PORCHES, AWNINGS, CARPORTS, AND SHEDS. A FEW BUILDINGS
EXPERIENCING WINDOW, DOOR, AND GARAGE DOOR FAILURES. MOBILE
HOMES DAMAGED, ESPECIALLY IF UNANCHORED. UNSECURED LIGHTWEIGHT
OBJECTS BECOME DANGEROUS PROJECTILES.
- LARGE TREES SNAPPED OR UPROOTED, MORE WIDESPREAD IN AREAS WHERE
SOILS ARE SATURATED. SOME FENCES AND ROADWAY SIGNS BLOWN OVER.
- SOME ROADS IMPASSABLE FROM LARGE DEBRIS, AND MORE WITHIN URBAN
OR HEAVILY WOODED AREAS. A FEW BRIDGES, CAUSEWAYS, AND ACCESS
ROUTES IMPASSABLE.
- SCATTERED TO WIDESPREAD POWER AND COMMUNICATIONS OUTAGES.
* TORNADOES:
PREPARE FOR A TORNADO EVENT HAVING POSSIBLE LIMITED IMPACTS ACROSS
NORTHEAST NORTH CAROLINA.
POTENTIAL IMPACTS INCLUDE:
- ISOLATED TORNADOES ARE EXPECTED. AS A RESULT, EXECUTION OF
EMERGENCY PLANS COULD BE HINDERED IN AFFECTED AREAS.
- A FEW PLACES MAY EXPERIENCE TORNADO DAMAGE, ALONG WITH POWER
AND COMMUNICATIONS DISRUPTIONS.
- ROOFS PEELED OFF SOME BUILDINGS. A FEW CHIMNEYS ARE TOPPLED,
WITH MOBILE HOMES PUSHED OFF FOUNDATIONS OR OVERTURNED. LARGE
TREE TOPS AND BRANCHES SNAPPED OFF, WITH SOME TREES KNOCKED
OVER. A FEW VEHICLES BLOWN OFF ROADS.

NEAR THE OCEAN, BAY, SOUND, A LOW LYING OR POOR DRAINAGE AREA, OR
NEAR AN ALREADY SWOLLEN RIVER, PLAN TO MOVE TO SAFE SHELTER ON HIGHER
GROUND.
HEED THE ADVICE OF LOCAL OFFICIALS AND COMPLY WITH ANY EVACUATION
