SITUATION OVERVIEW
------------------
HURRICANE HERMINE HAS MADE LANDFALL OVER THE FLORIDA BIG BEND REGION
EARLY THIS MORNING. HERMINE IS EXPECTED TO BECOME A TROPICAL STORM
LATER THIS MORNING AS IT TRACKS NORTHEAST ACROSS SOUTHEAST GEORGIA
AND SOUTHEAST SOUTH CAROLINA TODAY AND TONIGHT.
SOME IMPACTS FROM HERMINE HAVE ALREADY BEGUN OVER THE SOUTHERN MOST
PORTION OF THE AREA IN THE FORM OF NUMEROUS SHOWERS AND ISOLATED
THUNDERSTORMS AND GUSTY WINDS 30 TO 35 MPH. IMPACTS WILL SPREAD
TOWARD THE NORTH AND EAST INTO SOUTHEAST SOUTH CAROLINA AND THE
ADJACENT COASTAL WATERS LATER THIS MORNING AND PERSIST INTO
EARLY TONIGHT.
WIDESPREAD TROPICAL STORM FORCE WINDS...ESPECIALLY WIND GUSTS...
ARE EXPECTED. SUSTAINED WINDS COULD REACH AS HIGH AS 30 TO 40 MPH INLAND
AND TO 40 TO 50 MPH NEAR THE COAST. WINDS GUSTS OF 45 TO 55 MPH WILL BE
POSSIBLE...HIGHEST CLOSER TO THE COAST. AT ANY GIVEN LOCATION...
TROPICAL STORM FORCE WINDS OR WIND GUSTS COULD PERSIST FOR 8 TO 12 HOURS.
HERMINE WILL ALSO PRODUCE HEAVY RAINFALL AMOUNTS OF GENERALLY 4 TO 6 INCHES...
WITH ISOLATED HIGHER AMOUNTS...ESPECIALLY INLAND. THIS HEAVY RAIN COULD
PRODUCE LOCALIZED FLASH FLOODING.
THERE IS A SLIGHT RISK FOR TORNADOES THROUGH MUCH OF TODAY. THE THREAT
AREA WILL SHIFT FROM GEORGIA EARLY THIS MORNING...NORTHWARD INTO SOUTHEAST
SOUTH CAROLINA LATER TODAY. THE HIGHEST THREAT FOR ISOLATED TORNADOES
IS EXPECTED TO BE ALONG AND EAST OF THE CENTER OF THE STORM.
FINALLY...DANGEROUS RIP CURRENTS WILL CONTINUE. BEACH EROSION AND
MINOR SALT WATER FLOODING ARE ALSO POSSIBLE ESPECIALLY AROUND THE
TIMES OF THE MORNING AND EVENING HIGH TIDES TODAY.
POTENTIAL IMPACTS
-----------------
* WIND:
PROTECT AGAINST DANGEROUS WIND HAVING POSSIBLE SIGNIFICANT IMPACTS
ACROSS SOUTHEAST SOUTH CAROLINA AND SOUTHEAST GEORGIA. POTENTIAL
IMPACTS INCLUDE:
- SOME DAMAGE TO ROOFING AND SIDING MATERIALS, ALONG WITH DAMAGE
TO PORCHES, AWNINGS, CARPORTS, AND SHEDS. A FEW BUILDINGS
EXPERIENCING WINDOW, DOOR, AND GARAGE DOOR FAILURES. MOBILE
HOMES DAMAGED, ESPECIALLY IF UNANCHORED. UNSECURED LIGHTWEIGHT
OBJECTS BECOME DANGEROUS PROJECTILES.
- SEVERAL LARGE TREES SNAPPED OR UPROOTED, BUT WITH GREATER
NUMBERS IN PLACES WHERE TREES ARE SHALLOW ROOTED. SEVERAL
FENCES AND ROADWAY SIGNS BLOWN OVER.
- SOME ROADS IMPASSABLE FROM LARGE DEBRIS, AND MORE WITHIN URBAN
OR HEAVILY WOODED PLACES. A FEW BRIDGES AND ACCESS ROUTES
IMPASSABLE.
- TRAVEL BY VEHICLE OR ON FOOT INCREASINGLY DIFFICULT. INCREASING
DANGER OF DEATH OR INJURY FROM FALLING OBJECTS SUCH AS TREES OR
ELECTRIC WIRES OUTSIDE.
- SCATTERED POWER AND COMMUNICATIONS OUTAGES, BUT MORE PREVALENT
IN AREAS WITH ABOVE GROUND LINES, WHICH COULD PERSIST FOR HOURS
OR DAYS.
- SOME POORLY SECURED SMALL CRAFT COULD BREAK LOOSE FROM THEIR
MOORINGS.
* FLOODING RAIN:
PROTECT AGAINST DANGEROUS RAINFALL FLOODING HAVING POSSIBLE
SIGNIFICANT IMPACTS ACROSS SOUTHEAST SOUTH CAROLINA AND SOUTHEAST
GEORGIA. POTENTIAL IMPACTS INCLUDE:
- MODERATE RAINFALL FLOODING MAY PROMPT SOME EVACUATIONS AND
RESCUES.
- RIVERS AND TRIBUTARIES MAY QUICKLY BECOME SWOLLEN WITH SWIFTER
CURRENTS AND OVERSPILL THEIR BANKS IN A FEW PLACES, ESPECIALLY
IN NORMALLY VULNERABLE SPOTS. SMALL STREAMS, CREEKS, CANALS,
AND DITCHES OVERFLOW.
- FLOOD WATERS CAN ENTER SOME STRUCTURES OR WEAKEN FOUNDATIONS.
SEVERAL PLACES MAY EXPERIENCE EXPANDED AREAS OF RAPID
INUNDATION AT UNDERPASSES, LOW-LYING SPOTS, AND POOR DRAINAGE
AREAS. SOME STREETS AND PARKING LOTS TAKE ON MOVING WATER AS
STORM DRAINS AND RETENTION PONDS OVERFLOW. DRIVING CONDITIONS
BECOME HAZARDOUS. SOME ROAD AND BRIDGE CLOSURES.
* TORNADOES:
PROTECT AGAINST A TORNADO EVENT HAVING POSSIBLE LIMITED IMPACTS
ACROSS SOUTHEAST SOUTH CAROLINA AND SOUTHEAST GEORGIA. POTENTIAL
IMPACTS INCLUDE:
- ISOLATED TORNADOES CAN HINDER THE EXECUTION OF EMERGENCY PLANS.
- ISOLATED LOCATIONS COULD EXPERIENCE TORNADO DAMAGE, ALONG WITH
POWER AND COMMUNICATIONS DISRUPTIONS.

* SURGE:
PROTECT AGAINST LOCALLY HAZARDOUS SURGE HAVING POSSIBLE LIMITED
IMPACTS ACROSS SOUTHEAST SOUTH CAROLINA AND SOUTHEAST GEORGIA.
POTENTIAL IMPACTS IN THIS AREA INCLUDE:
- LOCALIZED INUNDATION OF SALTWATER MAINLY ALONG IMMEDIATE
SHORELINES AND IN LOW-LYING SPOTS FARTHER INLAND NEAR RIVERS
AND CREEKS.
- SECTIONS OF NEAR-SHORE ROADS AND PARKING LOTS BECOME OVERSPREAD
WITH SURGE WATER. DRIVING CONDITIONS HAZARDOUS IN PLACES WHERE
SURGE WATER COVERS THE ROAD.
- MINOR TO MODERATE BEACH EROSION. HEAVY SURF POSSIBLY BREACHING
DUNES, MAINLY IN NORMALLY VULNERABLE LOCATIONS. STRONG RIP
CURRENTS.
- MINOR TO LOCALLY MODERATE DAMAGE TO MARINAS, DOCKS, BOARDWALKS,
AND PIERS. A FEW SMALL CRAFT BROKEN AWAY FROM MOORINGS.
ELSEWHERE ACROSS SOUTHEAST SOUTH CAROLINA AND SOUTHEAST GEORGIA,
LITTLE TO NO IMPACT IS ANTICIPATED.
