HURRICANE HERMINE...LOCATED ABOUT 40 MILES EAST OF APALACHICOLA
FLORIDA IS MOVING TOWARD THE NORTH NORTHEAST AT 14 MPH. ON THE
FORECAST TRACK...HERMINE WILL MAKE LANDFALL IN NORTHERN FLORIDA EARLY
FRIDAY MORNING. HERMINE IS THEN FORECAST TO BECOME A TROPICAL STORM ON
FRIDAY AS IT MOVES OVER THE SOUTHEASTERN STATES. THE STORM IS THEN
EXPECTED TO MOVE OFFSHORE OF NORTHEASTERN NORTH CAROLINA SATURDAY
MORNING WHILE REMAINING A TROPICAL STORM.
IMPACTS FROM HERMINE COULD BEGIN AS EARLY AS LATE FRIDAY AFTERNOON AND
EARLY FRIDAY EVENING IN THE FORM OF HEAVY RAIN. IMPACTS FROM WIND...
HIGH WAVES AND SURF...AND COASTAL FLOODING COULD SPREAD ACROSS THE
REGION BY LATE FRIDAY NIGHT...WITH IMPACTS CONTINUING THROUGH SATURDAY
NIGHT AS HERMINE MOVES OFFSHORE AND SLOWS DOWN.
THE MOST SIGNIFICANT IMPACTS FROM HERMINE WILL LIKELY INCLUDE POSSIBLE
FLASH FLOODING FROM 4 TO LOCALLY 8 INCHES OF RAINFALL. THE HIGHEST
AMOUNT OF RAINFALL IS EXPECTED ACROSS NORTHEAST NORTH CAROLINA THROUGH
THE TIDEWATER AREA. IN ADDITION...MODERATE TO NEAR MAJOR COASTAL
FLOODING IS EXPECTED AT TIMES OF HIGH TIDE THROUGH THE WEEKEND WITH
STORM SURGE VALUES OF 1 TO 3 FEET ABOVE GROUND LEVEL POSSIBLE.
IN ADDITION...WIND GUSTS AS HIGH AS 55 MPH ARE POSSIBLE ALONG THE
CHESAPEAKE BAY...THE ATLANTIC COAST...AND COASTAL WATERS OF MARYLAND...
VIRGINIA AND NORTHEAST NORTH CAROLINA LATE FRIDAY NIGHT INTO SATURDAY.
WIND GUSTS TO 35 MPH MAY AFFECT AREAS AS FAR WEST AS RICHMOND. THESE
STRONG WINDS WILL CREATE HIGH SURF...ALLOWING FOR BEACH EROSION AS
WELL AS DANGEROUS RIP CURRENTS.

PREPARE FOR DANGEROUS WIND HAVING POSSIBLE SIGNIFICANT IMPACTS ACROSS
NORTHEAST NORTH CAROLINA INTO THE TIDEWATER OF VIRGINIA TO THE
EASTERN SHORE. POTENTIAL IMPACTS IN THIS AREA INCLUDE:
- SOME DAMAGE TO ROOFING AND SIDING, ALONG WITH DAMAGE TO
PORCHES, AWNINGS, CARPORTS, AND SHEDS. A FEW BUILDINGS
EXPERIENCING WINDOW, DOOR, AND GARAGE DOOR FAILURES. MOBILE
HOMES DAMAGED, ESPECIALLY IF UNANCHORED. UNSECURED LIGHTWEIGHT
OBJECTS BECOME DANGEROUS PROJECTILES.
- LARGE TREES SNAPPED OR UPROOTED, MORE WIDESPREAD IN AREAS WHERE
SOILS ARE SATURATED. SOME FENCES AND ROADWAY SIGNS BLOWN OVER.
- SOME ROADS IMPASSABLE FROM LARGE DEBRIS, AND MORE WITHIN URBAN
OR HEAVILY WOODED AREAS. A FEW BRIDGES, CAUSEWAYS, AND ACCESS
ROUTES IMPASSABLE.
- SCATTERED TO WIDESPREAD POWER AND COMMUNICATIONS OUTAGES.
ALSO, PREPARE FOR HAZARDOUS WIND HAVING POSSIBLE LIMITED IMPACTS
NEAR THE CHESAPEAKE BAY AND NEAR THE JAMES...RAPPAHANNOCK AND YORK RIVERS.

PREPARE FOR LOCALLY HAZARDOUS SURGE HAVING POSSIBLE LIMITED IMPACTS
FOR AREAS ADJACENT TO THE OCEAN...BAYS AND TIDAL RIVERS
ACROSS CENTRAL AND EASTERN VIRGINIA...NORTHEAST NORTH
CAROLINA...AND THE LOWER MARYLAND EASTERN SHORE. POTENTIAL
IMPACTS IN THIS AREA INCLUDE:
- LOCALIZED INUNDATION WITH STORM SURGE FLOODING MAINLY ALONG
IMMEDIATE SHORELINES, AND IN LOW-LYING SPOTS.
- SECTIONS OF NEAR-SHORE ROADS AND PARKING LOTS BECOME OVERSPREAD
WITH SURGE WATER. DRIVING CONDITIONS DANGEROUS IN PLACES WHERE
SURGE WATER COVERS THE ROAD.
- MODERATE BEACH EROSION. HEAVY SURF POSSIBLY BREACHING DUNES,
MAINLY IN USUALLY VULNERABLE LOCATIONS. STRONG RIP CURRENTS.
- MINOR TO LOCALLY MODERATE DAMAGE TO MARINAS, DOCKS, BOARDWALKS,
AND PIERS. A FEW SMALL CRAFT BROKEN AWAY FROM MOORINGS.
* FLOODING RAIN:
PREPARE FOR DANGEROUS RAINFALL FLOODING HAVING POSSIBLE SIGNIFICANT
IMPACTS ACROSS NORTHEAST NORTH CAROLINA INTO THE TIDEWATER OF VIRGINIA.
POTENTIAL IMPACTS INCLUDE:
- FLOODING FROM HEAVY RAINFALL MAY PROMPT EVACUATIONS AND RESCUES
- RIVERS AND TRIBUTARIES MAY QUICKLY BECOME SWOLLEN, WITH SWIFT
CURRENTS, AND OVERSPILL THEIR BANKS IN A FEW PLACES. SMALL
STREAMS, CREEKS, AND DITCHES OVERFLOW.
- FLOOD WATERS CAN ENTER SOME STRUCTURES AND/OR WEAKEN
FOUNDATIONS. SOME AREAS MAY EXPERIENCE AREAS OF RAPID
INUNDATION AT UNDERPASSES, LOW-LYING SPOTS, AND POOR DRAINAGE
AREAS. SOME STREETS AND PARKING LOTS TAKE ON MOVING WATER AS
STORM DRAINS AND RETENTION PONDS OVERFLOW. DRIVING CONDITIONS
BECOME HAZARDOUS. SOME ROAD AND BRIDGE CLOSURES.
PREPARE FOR LOCALLY HAZARDOUS RAINFALL FLOODING HAVING POSSIBLE
LIMITED IMPACTS FOR THE REST OF SOUTHEAST VIRGINIA AND THE VIRGINIA
EASTERN SHORE.
ELSEWHERE ACROSS CENTRAL AND EASTERN VIRGINIA...NORTHEAST NORTH
CAROLINA...AND THE LOWER MARYLAND EASTERN SHORE, LITTLE TO NO IMPACT
IS ANTICIPATED.
* TORNADOES:
PREPARE FOR A TORNADO EVENT HAVING POSSIBLE LIMITED IMPACTS ACROSS
NORTHEAST NORTH CAROLINA INTO THE TIDEWATER OF VIRGINIA. POTENTIAL
IMPACTS INCLUDE:
- ISOLATED TORNADOES ARE EXPECTED. AS A RESULT, EXECUTION OF
EMERGENCY PLANS COULD BE HINDERED IN AFFECTED AREAS.
- A FEW PLACES MAY EXPERIENCE TORNADO DAMAGE, ALONG WITH POWER
AND COMMUNICATIONS DISRUPTIONS.
- ROOFS PEELED OFF SOME BUILDINGS. A FEW CHIMNEYS ARE TOPPLED,
WITH MOBILE HOMES PUSHED OFF FOUNDATIONS OR OVERTURNED. LARGE
TREE TOPS AND BRANCHES SNAPPED OFF, WITH SOME TREES KNOCKED
OVER. A FEW VEHICLES BLOWN OFF ROADS.
ELSEWHERE ACROSS CENTRAL AND EASTERN VIRGINIA...NORTHEAST NORTH
CAROLINA...AND THE LOWER MARYLAND EASTERN SHORE, LITTLE TO NO IMPACT
IS ANTICIPATED.
