SITUATION OVERVIEW
------------------
TROPICAL STORM HERMINE...LOCATED ABOUT 170 MILES SOUTH SOUTHWEST
OF APALACHICOLA, IS MOVING TOWARD THE NORTH-NORTHEAST NEAR 14 MPH.
ON THE FORECAST TRACK, HERMINE WILL MAKE LANDFALL IN NORTHERN
FLORIDA LATE THIS EVENING, THEN INCREASE ITS FORWARD MOTION AND
TRACK NORTHEASTWARD ACROSS EASTERN NC FRIDAY NIGHT INTO SATURDAY
MORNING.
A VARIETY OF IMPACTS FROM HERMINE ARE EXPECTED ACROSS EASTERN NC,
INCLUDING POSSIBLE FLASH FLOODING, TROPICAL STORM FORCE WINDS,
ISOLATED TORNADOES, AND MOSTLY MINOR STORM SURGE INUNDATION AND
BEACH EROSION.
HEAVY RAINFALL AND FLASH FLOODING IS THE MOST SIGNIFICANT EXPECTED
IMPACT ACROSS THE AREA. RAIN OF 5 TO 8 INCHES, WITH ISOLATED
AMOUNTS APPROACHING 10 INCHES WILL LEAD A GREAT DEAL OF FLOODING
IN LOW LYING AREAS AND POSSIBLE FLASH FLOODING THAT CAUSES ROAD
CLOSURES FROM SIGNIFICANTLY DEEP WATER AMOUNTS. THE HEAVY RAIN
WILL BEGIN AS EARLY AS FRIDAY MORNING AND LINGER THROUGH SATURDAY.
TROPICAL STORM FORCE WINDS WILL BE POSSIBLE ACROSS THE ENTIRE
AREA, WITH WINDS OF 30 TO 40 MPH AND GUSTS UP TO 50 MPH INLAND AND
35 TO 45 MPH WITH GUSTS OF 55 TO 60 MPH ALONG THE COAST. THIS
COMBINED WITH THE HEAVY RAINS COULD RESULT IN DOWNED TREES AND
SCATTERED POWER OUTAGES.
MINOR STORM SURGE FLOODING OF UP TO 1 FOOT ABOVE GROUND LEVEL IS
LIKELY BEGINNING FRIDAY EVENING AND LASTING THROUGH SATURDAY. A
FEW SPOTS COULD RECEIVE MORE MODERATE FLOODING TO 2 FEET ABOVE
GROUND LEVEL.
ISOLATED TORNADOES ARE POSSIBLE ESPECIALLY ALONG AND EAST OF THE
PATH OF HERMINE, FRIDAY NIGHT INTO EARLY SATURDAY MORNING.

* FLOODING RAIN:
PREPARE FOR DANGEROUS RAINFALL FLOODING HAVING POSSIBLE SIGNIFICANT
IMPACTS ACROSS EASTERN NORTH CAROLINA. POTENTIAL IMPACTS
INCLUDE:
- MODERATE RAINFALL FLOODING MAY PROMPT SEVERAL EVACUATIONS AND
RESCUES.
- RIVERS AND TRIBUTARIES MAY QUICKLY BECOME SWOLLEN WITH SWIFTER
CURRENTS AND OVERSPILL THEIR BANKS IN A FEW PLACES, ESPECIALLY
IN USUALLY VULNERABLE SPOTS. SMALL STREAMS, CREEKS, CANALS, AND
DITCHES OVERFLOW.
- FLOOD WATERS CAN ENTER SOME STRUCTURES OR WEAKEN FOUNDATIONS.
SEVERAL PLACES MAY EXPERIENCE EXPANDED AREAS OF RAPID
INUNDATION AT UNDERPASSES, LOW-LYING SPOTS, AND POOR DRAINAGE
AREAS. SOME STREETS AND PARKING LOTS TAKE ON MOVING WATER AS
STORM DRAINS AND RETENTION PONDS OVERFLOW. DRIVING CONDITIONS
BECOME HAZARDOUS. SOME ROAD AND BRIDGE CLOSURES.
* WIND:
PREPARE FOR DANGEROUS WIND HAVING POSSIBLE SIGNIFICANT IMPACTS ACROSS
EASTERN NORTH CAROLINA. POTENTIAL IMPACTS IN THIS AREA INCLUDE:
- SOME DAMAGE TO ROOFING AND SIDING MATERIALS, ALONG WITH DAMAGE
TO PORCHES, AWNINGS, CARPORTS, AND SHEDS. A FEW BUILDINGS
EXPERIENCING WINDOW, DOOR, AND GARAGE DOOR FAILURES. MOBILE
HOMES DAMAGED, ESPECIALLY IF UNANCHORED. UNSECURED LIGHTWEIGHT
OBJECTS BECOME DANGEROUS PROJECTILES.
- SEVERAL LARGE TREES SNAPPED OR UPROOTED, BUT WITH GREATER
NUMBERS IN PLACES WHERE TREES ARE SHALLOW ROOTED. SEVERAL
FENCES AND ROADWAY SIGNS BLOWN OVER.
- SOME ROADS IMPASSABLE FROM LARGE DEBRIS, AND MORE WITHIN URBAN
OR HEAVILY WOODED PLACES. A FEW BRIDGES, CAUSEWAYS, AND ACCESS
ROUTES IMPASSABLE.
- SCATTERED POWER AND COMMUNICATIONS OUTAGES, BUT MORE PREVALENT
IN AREAS WITH ABOVE GROUND LINES.
* TORNADOES:
PREPARE FOR A TORNADO EVENT HAVING POSSIBLE LIMITED IMPACTS ACROSS
EASTERN NORTH CAROLINA. POTENTIAL IMPACTS INCLUDE:
- THE OCCURRENCE OF ISOLATED TORNADOES CAN HINDER THE EXECUTION
OF EMERGENCY PLANS DURING TROPICAL EVENTS.
- A FEW PLACES MAY EXPERIENCE TORNADO DAMAGE, ALONG WITH POWER
AND COMMUNICATIONS DISRUPTIONS.
- LOCATIONS COULD REALIZE ROOFS PEELED OFF BUILDINGS, CHIMNEYS
TOPPLED, MOBILE HOMES PUSHED OFF FOUNDATIONS OR OVERTURNED,
LARGE TREE TOPS AND BRANCHES SNAPPED OFF, SHALLOW-ROOTED TREES
KNOCKED OVER, MOVING VEHICLES BLOWN OFF ROADS, AND SMALL BOATS
PULLED FROM MOORINGS.
* SURGE:
PREPARE FOR LOCALLY HAZARDOUS SURGE HAVING POSSIBLE LIMITED IMPACTS
ACROSS EASTERN NORTH CAROLINA. POTENTIAL IMPACTS IN THIS AREA
INCLUDE:
- LOCALIZED INUNDATION WITH STORM SURGE FLOODING MAINLY ALONG
IMMEDIATE SHORELINES AND IN LOW-LYING SPOTS, OR IN AREAS
FARTHER INLAND NEAR WHERE HIGHER SURGE WATERS MOVE ASHORE.
- SECTIONS OF NEAR-SHORE ROADS AND PARKING LOTS BECOME OVERSPREAD
WITH SURGE WATER. DRIVING CONDITIONS DANGEROUS IN PLACES WHERE
SURGE WATER COVERS THE ROAD.
- MODERATE BEACH EROSION. HEAVY SURF ALSO BREACHING DUNES, MAINLY
IN USUALLY VULNERABLE LOCATIONS. STRONG RIP CURRENTS.
- MINOR TO LOCALLY MODERATE DAMAGE TO MARINAS, DOCKS, BOARDWALKS,
AND PIERS. A FEW SMALL CRAFT BROKEN AWAY FROM MOORINGS.

* EVACUATIONS:
WATCH/WARNING PHASE - IF YOU ARE EXCEPTIONALLY VULNERABLE TO WIND OR
WATER HAZARDS FROM TROPICAL SYSTEMS, CONSIDER VOLUNTARY EVACUATION,
ESPECIALLY IF BEING OFFICIALLY RECOMMENDED. RELOCATE TO A
PREDETERMINED SHELTER OR SAFE DESTINATION.
WATCH/WARNING PHASE - IF EVACUATING AWAY FROM THE AREA OR RELOCATING
TO A NEARBY SHELTER, LEAVE EARLY BEFORE WEATHER CONDITIONS BECOME
HAZARDOUS.
IMMINENT/ONGOING PHASE - DO NOT RETURN TO EVACUATED AREAS UNTIL
HAZARDOUS WINDS DIMINISH AND FLOOD WATERS ABATE.
RECOVERY PHASE - DO NOT RETURN TO EVACUATED AREAS UNTIL IT IS SAFE.
