SITUATION OVERVIEW
------------------
THE CENTER OF HURRICANE MATTHEW IS SOUTH OF CAPE LOOKOUT LATE THIS
EVENING. THE LATEST FORECAST TRACK MOVES MATTHEW SLOWLY EAST OF THE
REGION LATE TONIGHT AND SUNDAY.
TROPICAL STORM FORCE WINDS OF 35 TO 45 MPH WITH GUSTS TO 50 TO 60 MPH
INLAND AND GUSTS TO 65 TO 75 MPH ACROSS THE COAST ARE EXPECTED INTO
SUNDAY MORNING, AND WILL CONTINUE ALONG THE COAST INTO SUNDAY
AFTERNOON. THE STRONGEST WINDS ACROSS THE OUTER BANKS ARE EXPECTED TO
OCCUR LATE TONIGHT THROUGH SUNDAY AFTERNOON WITH GUSTS TO AROUND
80 MPH POSSIBLE. THE VERY SATURATED GROUND WILL INCREASE THE THREAT
FOR DOWNED TREES, EVEN WITH GUSTS IN THE 40 TO 50 MPH RANGE,
INCREASING THE POTENTIAL FOR SCATTERED POWER OUTAGES.
THE PRIMARY THREAT WITH HURRICANE MATTHEW CONTINUES TO BE VERY HEAVY
RAINFALL. SIGNIFICANT FLOODING IS OCCURRING ACROSS CENTRAL AND EASTERN
NORTH CAROLINA. STORM TOTAL RAINFALL OF 8 TO 15 INCHES OF RAIN WITH
LOCALLY HEAVIER AMOUNTS ARE ANTICIPATED ACROSS THE REGION. THIS
RAINFALL IS CAUSING VERY SERIOUS FLOODING ACROSS MOST AREAS. GIVEN THE
ALREADY HIGH WATER LEVELS ALONG THE RIVERS AND SOUNDS, RAINFALL WILL
HAVE A DIFFICULT TIME DRAINING, INCREASING THE POTENTIAL FOR RECORD
FLOODING ACROSS THE REGION. SEVERAL WATER RESCUES HAVE BEEN OCCURRING
ACROSS PORTIONS OF EASTERN NORTH CAROLINA AND IT IS ADVISED THAT
EVERYONE REMAIN OFF THE ROADWAYS. IF YOU MUST TRAVEL AND ENCOUNTER
FLOODED ROADS, TURN AROUND, DON'T DROWN.
THE HEAVY RAINFALL OVER THE REGION IS CAUSING RAPID RISES IN AREA
RIVERS AND CREEKS. THE NEUSE, TAR, CAPE FEAR, AND TRENT RIVERS ALONG
WITH SEVERAL SMALLER RIVERS AND CREEKS ARE PROJECTED TO SEE RISES
APPROACHING THOSE SEEN DURING HURRICANE FLOYD. THIS WILL RESULT IN
CATASTROPHIC FLOODING ACROSS EASTERN NORTH CAROLINA WHICH WILL LAST
WELL INTO THE NEXT COUPLE WEEKS.
MINOR TO MODERATE STORM SURGE IMPACTS WILL CONTINUE WITH HURRICANE
MATTHEW. THE PRIMARY THREAT IS FOR INUNDATION REACHING 3 TO 5 FEET
ABOVE GROUND AND LOCALLY HIGHER IN LOW LYING AREAS...ESPECIALLY FOR
AREAS ADJACENT TO THE SOUTHERN PAMLICO SOUND, INCLUDING THE NEUSE AND
PAMLICO RIVERS, AND ISOLATED AREAS ACROSS THE SOUTHERN ALBEMARLE
SOUND, ALONG WITH SOUTHERN HATTERAS ISLAND AND OCRACOKE. OCEANSIDE
BEACHES NORTH OF RODANTHE AND ISOLATED LOCATIONS ALONG THE SOUTHERN
ALBEMARLE SOUND MAY ALSO SEE INUNDATION OF 2 TO 4 FEET ABOVE GROUND.
HIGH SURF AND BREAKING WAVES WILL LIKELY RESULT IN MODERATE BEACH
EROSION AND MINOR TO MODERATE OCEAN OVERWASH. THE CRYSTAL COAST,
ESPECIALLY NORTH TOPSAIL BEACH, AND THE NORTHERN OUTER BANKS WOULD SEE
THE WORSE EROSION, PEAKING SATURDAY NIGHT AND SUNDAY.
OVER WASH AND SOUND SIDE FLOODING WILL LIKELY CAUSE ISSUES ON HIGHWAY
12 ON THE OUTER BANKS SATURDAY NIGHT AND SUNDAY. VULNERABLE AREAS
ALONG THE NORTHERN OUTER BANKS SUCH AS KITTY HAWK AND DUCK COULD ALSO
EXPERIENCE EROSION AT MULTIPLE HIGH TIDE CYCLES.
VERY ROUGH SEAS ARE EXPECTED WITH WAVES OF 20 FEET OR GREATER. A HIGH
THREAT OF RIP CURRENTS WILL CONTINUE ON ALL AREA BEACHES AND IT IS
RECOMMENDED TO AVOID SWIMMING.

* FLOODING RAIN:
POTENTIAL IMPACTS FROM THE FLOODING RAIN ARE STILL UNFOLDING ACROSS
THE REGION. REMAIN WELL GUARDED AGAINST
LIFE-THREATENING FLOOD WATERS HAVING ADDITIONAL
DEVASTATING IMPACTS. IF REALIZED, THESE IMPACTS INCLUDE:
- EXTREME RAINFALL FLOODING MAY PROMPT NUMEROUS EVACUATIONS AND
RESCUES.
- RIVERS AND TRIBUTARIES MAY OVERWHELMINGLY OVERFLOW THEIR BANKS
IN MANY PLACES WITH DEEP MOVING WATER. SMALL STREAMS, CREEKS,
CANALS, AND DITCHES MAY BECOME RAGING RIVERS. IN MOUNTAIN
AREAS, DEADLY RUNOFF MAY RAGE DOWN VALLEYS WHILE INCREASING
SUSCEPTIBILITY TO ROCKSLIDES AND MUDSLIDES. FLOOD CONTROL
SYSTEMS AND BARRIERS MAY BECOME STRESSED.
- FLOOD WATERS CAN ENTER NUMEROUS STRUCTURES WITHIN MULTIPLE
COMMUNITIES, SOME STRUCTURES BECOMING UNINHABITABLE OR WASHED
AWAY. NUMEROUS PLACES WHERE FLOOD WATERS MAY COVER ESCAPE
ROUTES. STREETS AND PARKING LOTS BECOME RIVERS OF RAGING WATER
WITH UNDERPASSES SUBMERGED. DRIVING CONDITIONS BECOME VERY
DANGEROUS. NUMEROUS ROAD AND BRIDGE CLOSURES WITH SOME WEAKENED
OR WASHED OUT.
* SURGE:
POTENTIAL IMPACTS FROM THE MAIN SURGE EVENT ARE NOW UNFOLDING ACROSS
THE COAST. REMAIN WELL AWAY FROM LIFE-THREATENING
SURGE HAVING ADDITIONAL SIGNIFICANT IMPACTS. IF
REALIZED, THESE IMPACTS INCLUDE:
- AREAS OF INUNDATION WITH STORM SURGE FLOODING ACCENTUATED BY
WAVES. DAMAGE TO SEVERAL BUILDINGS, MAINLY NEAR THE COAST.
- SECTIONS OF NEAR-SHORE ESCAPE ROUTES AND SECONDARY ROADS BECOME
WEAKENED OR WASHED OUT, ESPECIALLY IN USUALLY VULNERABLE LOW
SPOTS.
- MAJOR BEACH EROSION WITH HEAVY SURF BREACHING DUNES. STRONG AND
NUMEROUS RIP CURRENTS.
- MODERATE DAMAGE TO MARINAS, DOCKS, BOARDWALKS, AND PIERS.
SEVERAL SMALL CRAFT BROKEN AWAY FROM MOORINGS, ESPECIALLY IN
UNPROTECTED ANCHORAGES.
* WIND:
POTENTIAL IMPACTS FROM THE MAIN WIND EVENT ARE NOW UNFOLDING ACROSS
THE REGION. REMAIN WELL SHELTERED FROM
LIFE-THREATENING WIND HAVING ADDITIONAL EXTENSIVE
IMPACTS. IF REALIZED, THESE IMPACTS INCLUDE:
- CONSIDERABLE ROOF DAMAGE TO STURDY BUILDINGS, WITH SOME HAVING
WINDOW, DOOR, AND GARAGE DOOR FAILURES LEADING TO STRUCTURAL
DAMAGE. MOBILE HOMES SEVERELY DAMAGED, WITH SOME DESTROYED.
DAMAGE ACCENTUATED BY AIRBORNE PROJECTILES. LOCATIONS MAY BE
UNINHABITABLE FOR WEEKS.
- MANY LARGE TREES SNAPPED OR UPROOTED ALONG WITH FENCES AND
ROADWAY SIGNS BLOWN OVER.
- SOME ROADS IMPASSABLE FROM LARGE DEBRIS, AND MORE WITHIN URBAN
OR HEAVILY WOODED PLACES. SEVERAL BRIDGES, CAUSEWAYS, AND
ACCESS ROUTES IMPASSABLE.
- LARGE AREAS WITH POWER AND COMMUNICATIONS OUTAGES.

BOOTS AND TENNIS SHOES OFFER THE BEST FOOT PROTECTION IF YOU BECOME
UNEXPECTEDLY EXPOSED TO THE ELEMENTS.
CONTINUE TO KEEP YOUR CELL PHONE WELL CHARGED FOR AS LONG AS
POSSIBLE. IF YOU LOSE POWER, USE IT MORE SPARINGLY AND MAINLY FOR

RETURN TO DANGEROUS SPEEDS. HEAVY RAIN WILL ALSO RETURN. BE SMART AND
REMAIN SAFELY HIDDEN FROM THE STORM.
DO NOT BE A THRILL SEEKER OR RISK YOUR LIFE FOR SENSELESS PHOTOS OR
VIDEOS. BE WISE AND AVOID BECOMING ANOTHER STATISTIC.
