SITUATION OVERVIEW

HURRICANE MATTHEW WAS LOCATED ABOUT 50 MILES EAST OF BRUNSWICK GEORGIA
AND WAS TRACKING TO THE NORTH AROUND 12 MPH. THE HURRICANE WILL MOVE
AWAY FROM THE REGION OVERNIGHT. DANGEROUS STORM SURGE FLOODING WAS
OCCURRING ALONG THE NORTHEAST FLORIDA COAST OF DUVAL COUNTY, AND ACROSS
SOUTHEAST GEORGIA AND THE ST JOHNS RIVER. HURRICANE MATTHEW WILL MOVE
AWAY FROM THE REGION OVERNIGHT TONIGHT. FLOODING WILL CONTINUE
ALONG THE ST. JOHNS RIVER FOR MANY DAYS EVEN AFTER THE HURRICANE LEAVES
THE AREA.
POTENTIAL IMPACTS

* SURGE:
POTENTIAL IMPACTS FROM THE MAIN SURGE EVENT ARE NOW UNFOLDING ACROSS
SOUTHEAST GEORGIA AND THE ST JOHNS RIVER. REMAIN WELL AWAY FROM
LIFE-THREATENING SURGE HAVING ADDITIONAL DEVASTATING IMPACTS. IF
REALIZED, THESE IMPACTS INCLUDE:
- WIDESPREAD DEEP INUNDATION, WITH STORM SURGE FLOODING GREATLY
ACCENTUATED BY POWERFUL BATTERING WAVES. STORM SURGE MAY EXTEND
FAR INLAND IN PORTIONS OF NORTHEAST FLORIDA AND COASTAL GEORGIA
AND YOU MAY STILL EXPERIENCE LIFE THREATENING FLOODING EVEN
THOUGH YOU ARE NOT WITHIN SIGHT OF WATER. IF YOU ARE ASKED TO
EVACUATE IT IS BECAUSE YOU ARE IN AN AREA THAT HAS BEEN
IDENTIFIED AS BEING SUBJECT TO EXTREME STORM SURGE, PLEASE HEED
THE ADVICE OF EMERGENCY MANAGEMENT OFFICIALS! STRUCTURAL DAMAGE
TO BUILDINGS, WITH MANY WASHING AWAY. DAMAGE GREATLY COMPOUNDED
FROM CONSIDERABLE FLOATING DEBRIS. LOCATIONS MAY BE
UNINHABITABLE FOR AN EXTENDED PERIOD.
- NEAR-SHORE ESCAPE ROUTES AND SECONDARY ROADS WASHED OUT OR
SEVERELY FLOODED. FLOOD CONTROL SYSTEMS, SEAWALLS AND OTHER
BARRIERS MAY BECOME STRESSED OR UNDERMINED.
- EXTREME BEACH EROSION IS EXPECTED WITH NEW SHORELINE CUTS AND
INLETS POSSIBLE.
- MASSIVE DAMAGE TO MARINAS, DOCKS, BOARDWALKS, AND PIERS.
NUMEROUS SMALL CRAFT BROKEN AWAY FROM MOORINGS WITH MANY LIFTED
ONSHORE AND STRANDED.
POTENTIAL IMPACTS FROM THE MAIN SURGE EVENT ARE ALSO NOW UNFOLDING
ACROSS COASTAL NORTHEAST FLORIDA. REMAIN WELL AWAY FROM
LIFE-THREATENING SURGE HAVING ADDITIONAL SIGNIFICANT
TO EXTENSIVE IMPACTS.
* WIND:
POTENTIAL IMPACTS FROM THE MAIN WIND EVENT ARE NOW UNFOLDING ACROSS
COASTAL SOUTHEAST GEORGIA. REMAIN WELL SHELTERED FROM
LIFE-THREATENING WIND HAVING ADDITIONAL EXTENSIVE
IMPACTS. IF REALIZED, THESE IMPACTS INCLUDE:
- CONSIDERABLE ROOF DAMAGE TO STURDY BUILDINGS, WITH SOME HAVING
WINDOW, DOOR, AND GARAGE DOOR FAILURES LEADING TO STRUCTURAL
DAMAGE. MOBILE HOMES SEVERELY DAMAGED, WITH SOME DESTROYED.
DAMAGE ACCENTUATED BY AIRBORNE PROJECTILES. LOCATIONS MAY BE
UNINHABITABLE FOR WEEKS.
- MANY LARGE TREES SNAPPED OR UPROOTED ALONG WITH FENCES AND
ROADWAY SIGNS BLOWN OVER.
- SOME ROADS IMPASSABLE FROM LARGE DEBRIS, AND MORE WITHIN URBAN
OR HEAVILY WOODED PLACES. SEVERAL BRIDGES, CAUSEWAYS, AND
ACCESS ROUTES IMPASSABLE.
- LARGE AREAS WITH POWER AND COMMUNICATIONS OUTAGES.
POTENTIAL IMPACTS FROM THE MAIN WIND EVENT ARE ALSO NOW UNFOLDING
ACROSS COASTAL NORTHEAST FLORIDA AND INLAND SOUTHEAST GEORGIA.
REMAIN WELL SHELTERED FROM DANGEROUS WIND HAVING
ADDITIONAL LIMITED TO SIGNIFICANT IMPACTS.
* FLOODING RAIN:
POTENTIAL IMPACTS FROM THE FLOODING RAIN ARE STILL UNFOLDING ACROSS
COASTAL SOUTHEAST GEORGIA. REMAIN WELL GUARDED AGAINST
LIFE-THREATENING FLOOD WATERS HAVING ADDITIONAL
EXTENSIVE IMPACTS. IF REALIZED, THESE IMPACTS INCLUDE:
- MAJOR RAINFALL FLOODING MAY PROMPT MANY EVACUATIONS AND RESCUES.
- RIVERS AND TRIBUTARIES MAY RAPIDLY OVERFLOW THEIR BANKS IN
MULTIPLE PLACES. SMALL STREAMS, CREEKS, CANALS, AND DITCHES MAY
BECOME DANGEROUS RIVERS. FLOOD CONTROL SYSTEMS AND BARRIERS MAY
BECOME STRESSED.
- FLOOD WATERS CAN ENTER MANY STRUCTURES WITHIN MULTIPLE
COMMUNITIES, SOME STRUCTURES BECOMING UNINHABITABLE OR WASHED
AWAY. MANY PLACES WHERE FLOOD WATERS MAY COVER ESCAPE ROUTES.
STREETS AND PARKING LOTS BECOME RIVERS OF MOVING WATER WITH
UNDERPASSES SUBMERGED. DRIVING CONDITIONS BECOME DANGEROUS.
MANY ROAD AND BRIDGE CLOSURES WITH SOME WEAKENED OR WASHED OUT.

DO NOT RETURN TO EVACUATED AREAS UNTIL
HAZARDOUS WINDS DIMINISH AND FLOOD WATERS ABATE.

NOW IS THE TIME TO REMAIN SAFELY SHELTERED FROM THE STORM. STAY
INSIDE AND AWAY FROM WINDOWS. LISTEN FOR UPDATES AND BE READY IN CASE
YOU LOSE ELECTRICAL POWER. LOCATE YOUR BATTERY POWERED RADIO AND
FLASHLIGHT FROM YOUR EMERGENCY SUPPLIES KIT. KEEP THESE ITEMS CLOSE.

RETURN TO DANGEROUS SPEEDS. HEAVY RAIN WILL ALSO RETURN. BE SMART AND
REMAIN SAFELY HIDDEN FROM THE STORM.
DO NOT BE A THRILL SEEKER OR RISK YOUR LIFE FOR SENSELESS PHOTOS OR
