SITUATION OVERVIEW
------------------

HURRICANE MATTHEW WILL TRACK NORTH VERY NEAR THE COASTS OF GEORGIA
AND SOUTH CAROLINA TONIGHT AND SATURDAY...THEN MOVE OFFSHORE. MATTHEW
IS EXPECTED TO BE A CATEGORY 2 HURRICANE AS IT PASSES CLOSE TO THE
GEORGIA AND SOUTH CAROLINA COASTS.

TROPICAL STORM FORCE WINDS WILL OVERSPREAD MUCH OF THE AREA THIS
EVENING WITH HURRICANE FORCE WINDS INCREASINGLY LIKELY ACROSS COASTAL
AREAS AFTER MIDNIGHT. MATTHEW WILL MAKE ITS CLOSEST APPROACH TO THE
COAST AFTER DAYBREAK SATURDAY AS IT MOVES VERY CLOSE TO THE CHARLESTON
COUNTY COAST.

SUSTAINED WINDS ALONG THE COAST COULD REACH AS HIGH AS 60 TO 80 MPH
WITH GUSTS BETWEEN 90 AND 100 MPH ALONG THE IMMEDIATE COAST. FARTHER
INLAND...ESPECIALLY ALONG AND EAST OF INTERSTATE 95...SUSTAINED WINDS
OF 50 TO 60 MPH WITH GUSTS IN EXCESS OF 70 MPH ARE EXPECTED. FAR
INLAND WINDS WILL BE 35 TO 45 MPH WITH GUSTS TO 60 MPH. WIDESPREAD
POWER OUTAGES ARE ANTICIPATED ESPECIALLY NEAR THE COAST ALONG WITH
EXTENSIVE DAMAGE TO TREES AND SOME WEAKER STRUCTURES.

WINDS WILL BEGIN TO TAPER OFF SATURDAY AFTERNOON ACROSS SOUTHEAST
GEORGIA AND SATURDAY EVENING OVER SOUTHERN SOUTH CAROLINA.

THE LATEST TRACK OF MATTHEW IS EXPECTED TO PRODUCE WIDESPREAD RAINFALL
TOTALS OF 8 TO 14 INCHES WITH ISOLATED HIGHER AMOUNTS...HIGHEST ALONG
THE COAST. RAINFALL TOTALS WILL RANGE FROM 4 TO 8 INCHES ACROSS FAR
INLAND LOCATIONS. HEAVY RAINFALL WILL BE ONGOING THROUGH SATURDAY...
TAPERING OFF SATURDAY NIGHT FROM SOUTHWEST TO NORTHEAST. THESE
RAINFALL AMOUNTS COULD RESULT IN EXTENSIVE FRESH WATER FLOODING...
ESPECIALLY DURING THE TIMES OF HIGH TIDE AND MAXIMUM STORM SURGE NEAR
THE COAST.

THE MOST LIKELY STORM SURGE SCENARIO ASSOCIATED WITH HURRICANE MATTHEW
IS 6 TO 9 FEET OF INUNDATION ABOVE GROUND LEVEL. STORM SURGE
INUNDATION WILL VARY SIGNIFICANTLY DEPENDING ON THE EXACT TRACK AND
INTENSITY OF MATTHEW AS IT APPROACHES. THE COMBINATION OF STORM SURGE
AND WAVES COULD RESULT IN MAJOR COASTAL FLOODING AND SEVERE BEACH
EROSION. HOMES...STRUCTURES AND ROADS NEAR BEACHES COULD BE
COMPROMISED. DANGEROUS RIP CURRENTS AND LARGE WAVES WILL MAKE FOR
TREACHEROUS SURF CONDITIONS THROUGH THE WEEKEND.

THERE IS A MODERATE THREAT FOR TORNADOES ACROSS COASTAL SOUTH CAROLINA
AND GEORGIA WITH AN ELEVATED RISK FARTHER INLAND.

POTENTIAL IMPACTS

* WIND:
POTENTIAL IMPACTS FROM THE MAIN WIND EVENT ARE NOW UNFOLDING ACROSS
THE AREA. REMAIN WELL SHELTERED FROM LIFE-THREATENING WIND HAVING POSSIBLE
DEVASTATING IMPACTS. IF REALIZED, THESE IMPACTS INCLUDE:
    - STRUCTURAL DAMAGE TO STURDY BUILDINGS, SOME WITH COMPLETE ROOF
      AND WALL FAILURES. COMPLETE DESTRUCTION OF MOBILE HOMES. DAMAGE
      GREATLY ACCENTUATED BY LARGE AIRBORNE PROJECTILES. LOCATIONS
      MAY BE UNINHABITABLE FOR WEEKS OR MONTHS.
    - UNSAFE TO SHELTER EVEN IN WELL-CONSTRUCTED BUILDINGS.
      IMPOSSIBLE TO VENTURE OUTSIDE DUE TO FALLING OBJECTS AND
      AIRBORNE PROJECTILES.
    - NUMEROUS LARGE TREES SNAPPED OR UPROOTED ALONG WITH FENCES AND
      ROADWAY SIGNS BLOWN OVER.
    - MANY ROADS IMPASSABLE FROM LARGE DEBRIS, AND MORE WITHIN URBAN
      OR HEAVILY WOODED LOCATIONS. MOST OR ALL BRIDGES AND ACCESS
      ROUTES IMPASSABLE.
    - WIDESPREAD DAMAGE TO POWER AND COMMUNICATIONS INFRASTRUCTURE
      WITH RESULTING OUTAGES POSSIBLY LASTING FOR WEEKS OR LONGER.
      GAS LEAKS AND FALLEN ELECTRIC WIRES POSE A THREAT TO LIFE.
    - MANY VESSELS WILL LIKELY BREAK FREE FROM MOORINGS.

* SURGE:
POTENTIAL IMPACTS FROM THE MAIN SURGE EVENT ARE NOW UNFOLDING ACROSS
COASTAL AREAS. REMAIN WELL AWAY FROM LIFE-THREATENING
SURGE HAVING POSSIBLE EXTENSIVE IMPACTS. IF REALIZED, THESE IMPACTS INCLUDE:
    - LARGE AREAS OF DEEP INUNDATION OF SALTWATER ALONG IMMEDIATE
      SHORELINES AND IN LOW-LYING SPOTS FARTHER INLAND NEAR RIVERS
      AND CREEKS, WITH STORM SURGE FLOODING ACCENTUATED BY BATTERING
      WAVES. STRUCTURAL DAMAGE TO BUILDINGS, WITH SEVERAL WASHING
      AWAY. DAMAGE COMPOUNDED BY FLOATING DEBRIS. LOCATIONS MAY BE
      UNINHABITABLE FOR AN EXTENDED PERIOD.
    - LARGE SECTIONS OF NEAR-SHORE ESCAPE ROUTES AND SECONDARY ROADS
      WASHED OUT OR FLOODED AND IMPASSABLE. FLOOD CONTROL SYSTEMS AND
      BARRIERS COULD BECOME STRESSED.
    - SEVERE BEACH EROSION WITH SIGNIFICANT DUNE LOSS.
    - MAJOR DAMAGE TO MARINAS, DOCKS, BOARDWALKS, AND PIERS. MANY
      SMALL CRAFT BROKEN AWAY FROM MOORINGS, ESPECIALLY IN
      UNPROTECTED ANCHORAGES, WITH SOME LIFTED ONSHORE AND STRANDED.
    - DRINKING WATER AND SEWER SERVICES NEGATIVELY IMPACTED.
    - HAZARDOUS CONTAINERS AND MATERIALS POSSIBLY PRESENT IN SURGE
      WATERS.

ELSEWHERE ACROSS SOUTHEAST SOUTH CAROLINA AND SOUTHEAST GEORGIA,
LITTLE TO NO IMPACT IS ANTICIPATED.

* FLOODING RAIN:
POTENTIAL IMPACTS FROM THE FLOODING RAIN ARE STILL UNFOLDING ACROSS
THE AREA. REMAIN WELL GUARDED AGAINST LIFE-THREATENING FLOOD WATERS HAVING
POSSIBLE EXTENSIVE IMPACTS. IF REALIZED, THESE IMPACTS INCLUDE:
    - MAJOR RAINFALL FLOODING MAY PROMPT MANY EVACUATIONS AND RESCUES.
    - RIVERS AND TRIBUTARIES MAY RAPIDLY OVERFLOW THEIR BANKS IN
      MULTIPLE LOCATIONS. SMALL STREAMS, CREEKS, CANALS, DITCHES MAY
      BECOME DANGEROUS RIVERS. FLOOD CONTROL SYSTEMS AND BARRIERS
      COULD BECOME STRESSED.
    - FLOOD WATERS COULD ENTER MANY STRUCTURES WITHIN MULTIPLE
      COMMUNITIES; SOME STRUCTURES BECOME UNINHABITABLE OR ARE WASHED
      AWAY. FLOOD WATERS COULD COVER MULTIPLE ESCAPE ROUTES. STREETS
      AND PARKING LOTS BECOME RIVERS OF MOVING WATER WITH UNDERPASSES
      SUBMERGED. DRIVING CONDITIONS BECOME DANGEROUS. MANY ROAD AND
      BRIDGE CLOSURES WITH SOME WEAKENED OR WASHED OUT.
    - DRINKING WATER AND SEWER SERVICES COULD BE NEGATIVELY IMPACTED.
    - HAZARDOUS CONTAINERS AND MATERIALS POSSIBLY PRESENT IN FLOOD
      WATERS.

* TORNADOES:
POTENTIAL IMPACTS FROM TORNADOES ARE STILL UNFOLDING ACROSS SOUTHEAST
SOUTH CAROLINA AND SOUTHEAST GEORGIA. REMAIN WELL BRACED AGAINST A DANGEROUS TORNADO
EVENT. IF REALIZED, THESE IMPACTS INCLUDE:
    - ISOLATED TO SCATTERED TORNADOES CAN HINDER THE EXECUTION OF
      EMERGENCY PLANS.
    - SCATTERED LOCATIONS COULD EXPERIENCE ENHANCED DAMAGE DUE TO
      TORNADOES WITH A FEW SPOTS OF CONSIDERABLE DAMAGE, POWER LOSS,
      AND COMMUNICATIONS FAILURES.
    - SCATTERED LOCATIONS COULD REALIZE ROOFS TORN OFF FRAME HOUSES,
      MOBILE HOMES DEMOLISHED, BOXCARS OVERTURNED, LARGE TREES
      SNAPPED OR UPROOTED, VEHICLES TUMBLED, AND SMALL BOATS TOSSED
      ABOUT.

* EVACUATIONS:
DO NOT RETURN TO EVACUATED AREAS UNTIL HAZARDOUS WINDS DIMINISH AND
FLOOD WATERS SUBSIDE.

NOW IS THE TIME TO REMAIN SAFELY SHELTERED FROM THE STORM. STAY
INSIDE AND AWAY FROM WINDOWS. LISTEN FOR UPDATES AND BE READY IN CASE

FLASHLIGHT FROM YOUR EMERGENCY SUPPLIES KIT. KEEP THESE ITEMS CLOSE.
