SITUATION OVERVIEW

AT 11 AM, THE CENTER OF CATEGORY 3 HURRICANE MATTHEW WAS LOCATED
ABOUT 40 MILES EAST NORTHEAST OF DAYTONA BEACH. MATTHEW HAS TURNED
SLIGHTLY TO THE RIGHT AND IS NOW MOVING TOWARD THE NORTH-NORTHWEST
AT 14 MPH, ROUGHLY PARALLEL TO THE FLORIDA EAST COAST.
HURRICANE FORCE GUSTS WILL CONTINUE ALONG THE VOLUSIA COUNTY COAST
INTO MID AFTERNOON AND WILL DROP TO TROPICAL STORM GUSTS INTO THE LATE
AFTERNOON HOURS AS THE HURRICANE MOVES NORTH OF THE AREA.
RECENT PEAK WIND GUSTS INCLUDE 91 MPH FROM A PUBLIC MESONET SITE NEAR
DAYTONA BEACH AIRPORT AT 1012 AM THIS MORNING.
FREQUENT SQUALLS WITH GUSTS TO TROPICAL STORM FORCE WILL BE FELT ACROSS
WELL INLAND SECTIONS OF VOLUSIA COUNTY...LAKE...SEMINOLE...ORANGE AND NORTHERN
BREVARD INTO MID TO LATE AFTERNOON.
CONDITIONS WILL BE IMPROVING THROUGH LATE AFTERNOON ACROSS OKEECHOBEE COUNTY
AND THE TREASURE COAST WHERE THE TROPICAL STORM WARNINGS WERE DISCONTINUED
AT 11 AM.
THERE REMAINS A HEAVY RAIN THREAT ACROSS MAINLY VOLUSIA COUNTY THIS
AFTERNOON WHERE ADDITIONAL RAINFALL OF TWO TO FOUR INCHES WILL CAUSE
FLOODING OF ROADWAYS AND LOW-LYING AND POOR DRAINAGE AREAS. THIS WILL
ALLOW STORM TOTAL RAINFALL AMOUNTS TO REACH 6 TO 10 INCHES ACROSS PORTIONS
OF VOLUSIA COUNTY.
POUNDING WAVES AT EAST CENTRAL FLORIDA WILL BE EXTREMELY DANGEROUS. STAY OUT
OF THE OCEAN TODAY.
RESIDENTS AND VISITORS TO EAST CENTRAL FLORIDA ARE STRONGLY ENCOURAGED
TO MONITOR THE LATEST PRODUCTS ISSUED BY YOUR LOCAL NATIONAL WEATHER
SERVICE OFFICE.
POTENTIAL IMPACTS

* WIND:
POTENTIAL IMPACTS FROM THE MAIN WIND EVENT ARE NOW UNFOLDING ACROSS
VOLUSIA COUNTY. REMAIN WELL SHELTERED FROM
LIFE-THREATENING WIND HAVING POSSIBLE DEVASTATING IMPACTS. IF REALIZED,
THESE IMPACTS INCLUDE:
- STRUCTURAL DAMAGE TO STURDY BUILDINGS, SOME WITH COMPLETE ROOF
AND WALL FAILURES. COMPLETE DESTRUCTION OF MOBILE HOMES. DAMAGE
GREATLY ACCENTUATED BY LARGE AIRBORNE PROJECTILES. LOCATIONS
MAY BE UNINHABITABLE FOR WEEKS OR MONTHS.
- NUMEROUS LARGE TREES SNAPPED OR UPROOTED ALONG WITH FENCES AND
ROADWAY SIGNS BLOWN OVER.
- MANY ROADS IMPASSABLE FROM LARGE DEBRIS, AND MORE WITHIN URBAN
OR HEAVILY WOODED PLACES. MANY BRIDGES, CAUSEWAYS, AND ACCESS
ROUTES IMPASSABLE.
- WIDESPREAD POWER AND COMMUNICATIONS OUTAGES.
* SURGE:
POTENTIAL IMPACTS FROM THE MAIN SURGE EVENT ARE NOW UNFOLDING ACROSS
VOLUSIA AND NORTHERN BREVARD COUNTY. REMAIN WELL AWAY FROM LIFE-THREATENING
SURGE HAVING POSSIBLE EXTENSIVE IMPACTS. IF
REALIZED, THESE IMPACTS INCLUDE:
- LARGE AREAS OF DEEP INUNDATION WITH STORM SURGE FLOODING
ACCENTUATED BY BATTERING WAVES. STRUCTURAL DAMAGE TO BUILDINGS,
WITH SEVERAL WASHING AWAY. DAMAGE COMPOUNDED BY FLOATING
DEBRIS. LOCATIONS MAY BE UNINHABITABLE FOR AN EXTENDED PERIOD.
- LARGE SECTIONS OF NEAR-SHORE ESCAPE ROUTES AND SECONDARY ROADS
MAY BE WASHED OUT OR SEVERELY FLOODED. FLOOD CONTROL SYSTEMS
AND BARRIERS MAY BECOME STRESSED.
- SEVERE BEACH EROSION WITH SIGNIFICANT DUNE LOSS.
- MAJOR DAMAGE TO MARINAS, DOCKS, BOARDWALKS, PIERS, AND OTHER
COASTAL STRUCTURES. MANY SMALL CRAFT BROKEN AWAY FROM MOORINGS,
ESPECIALLY IN UNPROTECTED ANCHORAGES WITH SOME LIFTED ONSHORE
AND STRANDED.
* FLOODING RAIN:
POTENTIAL IMPACTS FROM THE FLOODING RAIN ARE STILL UNFOLDING ACROSS
VOLUSIA COUNTY. REMAIN WELL GUARDED AGAINST LIFE-THREATENING FLOOD WATERS
HAVING POSSIBLE EXTENSIVE IMPACTS. IF REALIZED, THESE IMPACTS INCLUDE:
- MAJOR RAINFALL FLOODING MAY PROMPT MANY EVACUATIONS AND RESCUES.
- RIVERS AND TRIBUTARIES MAY RAPIDLY OVERFLOW THEIR BANKS IN
MULTIPLE PLACES. SMALL STREAMS, CREEKS, CANALS, AND DITCHES MAY
BECOME DANGEROUS RIVERS. FLOOD CONTROL SYSTEMS AND BARRIERS MAY
BECOME STRESSED.
- FLOOD WATERS CAN ENTER MANY STRUCTURES WITHIN MULTIPLE
COMMUNITIES, SOME STRUCTURES BECOMING UNINHABITABLE OR WASHED
AWAY. MANY PLACES WHERE FLOOD WATERS MAY COVER ESCAPE ROUTES.
STREETS AND PARKING LOTS BECOME RIVERS OF MOVING WATER WITH
UNDERPASSES SUBMERGED. DRIVING CONDITIONS BECOME DANGEROUS.
MANY ROAD AND BRIDGE CLOSURES WITH SOME WEAKENED OR WASHED OUT.
* TORNADOES:
THE POTENTIAL FOR TORNADO DEVELOPMENT IS VERY LOW ACROSS VOLUSIA COUNTY
INTO MID AFTERNOON. ELSEWHERE ACROSS EAST CENTRAL FLORIDA, LITTLE TO NO IMPACT IS
ANTICIPATED.
