SITUATION OVERVIEW
------------------
HURRICANE MATTHEW REMAINS A MAJOR HURRICANE THAT IS EXPECTED TO
GAIN STRENGTH AS IT MOVES OVER THE WARM WATERS OF THE BAHAMAS. MATTHEW
IS NOW MOVING AT A FASTER NORTHWESTERLY CLIP THIS AFTERNOON TOWARDS
THE CENTRAL BAHAMAS.
MATTHEW IS AN EXTREMELY DANGEROUS HURRICANE THAT HAS THE POTENTIAL FOR
WIDESPREAD TO EXTENSIVE DAMAGE OVER MOST OF SOUTHEAST FLORIDA.
DEVASTATING IMPACTS ARE A CONCERN FOR PORTIONS OF PALM BEACH COUNTY.
DO NOT FOCUS ON THE EXACT TRACK OF THE STORM AS SMALL CHANGES
TO THE TRACK MAY BRING SIGNIFICANT CHANGES TO IMPACTS ACROSS SOUTH
FLORIDA.
NOW IS THE TIME TO ACT! EVERYONE SHOULD RUSH THEIR HURRICANE
PREPARATIONS TO COMPLETION BY TONIGHT.
THE OUTER RAIN BANDS WILL BEGIN IMPACTING THE AREA TONIGHT INTO
THE EARLY MORNING HOURS OF THURSDAY. ISOLATED TORNADOES WILL BE
POSSIBLE WITHIN THESE BANDS. TROPICAL STORM FORCE WINDS ARE
EXPECTED MOSTLY ACROSS THE EASTERN HALF OF MAINLAND SOUTH FLORIDA
POTENTIALLY STARTING AS EARLY AS THURSDAY MORNING, WITH THE WINDOW
OF CONCERN CONTINUING THROUGH SOMETIME FRIDAY. HURRICANE
CONDITIONS ARE EXPECTED ACROSS PORTIONS OF COASTAL PALM BEACH
COUNTY THURSDAY NIGHT. HURRICANE CONDITIONS ARE ALSO STILL
POSSIBLE ACROSS PORTIONS OF BROWARD COUNTY, AS WELL AS THE EASTERN
LAKE OKEECHOBEE REGION. ALTHOUGH LESS LIKELY, HURRICANE CONDITIONS
CANNOT BE RULED OUT FOR PORTIONS OF MIAMI-DADE COUNTY AT THIS TIME
EITHER.
THE THREAT FOR FLOODING RAIN REMAINS, PARTICULARLY ACROSS EASTERN
SECTIONS OF PALM BEACH COUNTY, WITH THE THREAT AND POTENTIAL FOR
NUMEROUS ROAD CLOSURES, OVERFLOWING OF DITCHES, AND INUNDATION OF LOW
LYING AREAS. ELSEWHERE, PERIODS OF HEAVY RAIN IN SQUALLS MAY CAUSE
FLOODING OF SOME STREETS AND OTHER VULNERABLE LOCATIONS.
THERE IS A POTENTIAL FOR LIFE THREATENING SURGE ALONG THE IMMEDIATE
COAST OF PALM BEACH COUNTY WITH A CONCERN FOR LOCALLY HAZARDOUS SURGE
POSSIBLE IN VULNERABLE LOCATIONS ALONG THE IMMEDIATE GULF AND ATLANTIC
COASTS, AS WELL AS BISCAYNE BAY.
LARGE POUNDING WAVES AND ROUGH SURF WILL ALSO LEAD TO SIGNIFICANT
COASTAL BEACH EROSION LONG THE ATLANTIC BEACHES, WHICH WILL BE A
CONCERN FROM THURSDAY THROUGH FRIDAY. A HIGH RISK OF RIP CURRENTS WILL
ALSO CONTINUE THROUGH THE WEEKEND.
POTENTIAL IMPACTS
-----------------
* WIND:
PROTECT AGAINST LIFE-THREATENING WIND HAVING POSSIBLE DEVASTATING
IMPACTS ACROSS EASTERN PALM BEACH COUNTY. POTENTIAL IMPACTS IN
THIS AREA INCLUDE:
- STRUCTURAL DAMAGE TO STURDY BUILDINGS, SOME WITH COMPLETE ROOF
AND WALL FAILURES. COMPLETE DESTRUCTION OF MOBILE HOMES. DAMAGE
GREATLY ACCENTUATED BY LARGE AIRBORNE PROJECTILES. LOCATIONS
MAY BE UNINHABITABLE FOR WEEKS OR MONTHS.
- NUMEROUS LARGE TREES SNAPPED OR UPROOTED ALONG WITH FENCES AND
ROADWAY SIGNS BLOWN OVER.
- MANY ROADS IMPASSABLE FROM LARGE DEBRIS, AND MORE WITHIN URBAN
OR HEAVILY WOODED PLACES. MANY BRIDGES, CAUSEWAYS, AND ACCESS
ROUTES IMPASSABLE.
- WIDESPREAD POWER AND COMMUNICATIONS OUTAGES. MANY WINDOWS WILL
BE SHATTERED BY FLYING DEBRIS, PARTICULARLY IN HIGH RISE
BUILDINGS.
ALSO, PROTECT AGAINST LIFE-THREATENING WIND HAVING POSSIBLE
SIGNIFICANT TO EXTENSIVE IMPACTS ACROSS INTERIOR AND EAST COAST
METRO PORTIONS OF SOUTH FLORIDA.
* SURGE: PROTECT AGAINST LIFE-THREATENING SURGE HAVING POSSIBLE
SIGNIFICANT IMPACTS ACROSS THE IMMEDIATE BEACH FRONT AREAS OF PALM
BEACH COUNTY. POTENTIAL IMPACTS IN THIS AREA INCLUDE:
- AREAS OF INUNDATION WITH STORM SURGE FLOODING ACCENTUATED BY
WAVES. DAMAGE TO SEVERAL BUILDINGS, MAINLY NEAR THE COAST.
- SECTIONS OF NEAR-SHORE ESCAPE ROUTES AND SECONDARY ROADS BECOME
WEAKENED OR WASHED OUT, ESPECIALLY IN USUALLY VULNERABLE LOW
SPOTS.
- MAJOR BEACH EROSION WITH HEAVY SURF BREACHING DUNES. STRONG AND
NUMEROUS RIP CURRENTS.
- MODERATE DAMAGE TO MARINAS, DOCKS, BOARDWALKS, AND PIERS.
SEVERAL SMALL CRAFT BROKEN AWAY FROM MOORINGS, ESPECIALLY IN
UNPROTECTED ANCHORAGES.
ALSO, PROTECT AGAINST LOCALLY HAZARDOUS SURGE HAVING POSSIBLE
LIMITED IMPACTS ACROSS THE REMAINDER OF THE IMMEDIATE ATLANTIC
COASTLINE FROM THE PALM BEACH-BROWARD COUNTY LINE TO MIAMI-DADE
COUNTY...INCLUDING VULNERABLE LOCATIONS OF BISCAYNE BAY. LIMITED
IMPACTS ARE ALSO POSSIBLE ALONG THE IMMEDIATE COASTLINE ALONG THE
GULF IN SOUTHWEST FLORIDA.
* OTHER COASTAL HAZARDS:
A SIGNIFICANT CONCERN AS HURRICANE MATTHEW PASSES CLOSE TO THE REGION IS
THE POTENTIAL FOR SIGNIFICANT BEACH EROSION FROM HIGH WAVES AND
LIFE-THREATENING RIP CURRENTS ALONG THE SOUTHEAST FLORIDA BEACHES.
THE MAIN WINDOW OF CONCERN IS THURSDAY AND FRIDAY FOR BEACH EROSION
AND HIGH WAVES WITH A HIGH RISK OF RIP CURRENTS LINGERING INTO THE
