ACROSS THE BASIN. SURFACE OBSERVATIONS ARE REPORTING A GENTLE
TO MODERATE ANTICYCLONIC FLOW ACROSS THE BASIN AS THE SURFACE
RIDGE PREVAILS. THE SURFACE RIDGE WILL DOMINATE THE BASIN OVER
