TROPICAL STORM COLIN LOCATED NEAR THE FLORIDA BIG BEND AREA IS
MOVING QUICKLY NORTHEAST AND WILL PASS CLOSE TO THE GEORGIA AND SOUTH
CAROLINA COASTS LATER TONIGHT INTO TUESDAY MORNING.
THE PRIMARY THREAT ACROSS SOUTHEAST SOUTH CAROLINA AND SOUTHEAST
GEORGIA WILL BE FLASH FLOODING...ESPECIALLY IN LOW-LYING AREAS NEAR
THE COAST AROUND THE TIME OF HIGH TIDE THROUGH EARLY TUESDAY MORNING. A
FLASH FLOOD WATCH IS IN EFFECT FOR COASTAL COUNTIES THROUGH TUESDAY MORNING.
RAINFALL TOTALS OF 4 TO 8 INCHES ARE EXPECTED...WITH LOCALLY HIGHER
AMOUNTS POSSIBLE...ESPECIALLY ACROSS THE COASTAL COUNTIES. THIS HEAVY
RAINFALL COULD ALSO LEAD TO RIVER FLOODING AS EARLY AS MID WEEK.
TROPICAL STORM FORCE WINDS ARE POSSIBLE...MAINLY IN SQUALLS NEAR
COASTAL PORTIONS OF SOUTHEAST GEORGIA AND SOUTHEAST SOUTH CAROLINA
INTO TUESDAY MORNING.
ISOLATED TORNADOES ARE POSSIBLE THROUGH TONIGHT...MAINLY NEAR THE
COAST.
AT THE BEACHES...EXPECT DANGEROUS...LIFE-THREATENING CONDITIONS IN THE
SURF ZONE...INCLUDING RIP CURRENTS AND BEACH EROSION...THROUGH
TUESDAY.

* FLOODING RAIN:
PROTECT AGAINST LOCALLY HAZARDOUS RAINFALL FLOODING HAVING POSSIBLE
LIMITED IMPACTS ACROSS SOUTHEAST SOUTH CAROLINA AND SOUTHEAST
GEORGIA. POTENTIAL IMPACTS INCLUDE:
- LOCALIZED RAINFALL FLOODING COULD PROMPT A FEW EVACUATIONS.
- RIVERS AND TRIBUTARIES COULD QUICKLY RISE WITH SWIFTER
CURRENTS. SMALL STREAMS, CREEKS, CANALS, AND DITCHES COULD
BECOME SWOLLEN AND OVERFLOW IN SPOTS.
- FLOOD WATERS CAN ENTER A FEW STRUCTURES, ESPECIALLY IN NORMALLY
VULNERABLE SPOTS. RAPID PONDING OF WATER COULD OCCUR AT
UNDERPASSES, LOW-LYING SPOTS, AND POOR DRAINAGE AREAS. SEVERAL
STORM DRAINS AND RETENTION PONDS BECOME NEAR-FULL AND BEGIN TO
OVERFLOW. SOME BRIEF ROAD AND BRIDGE CLOSURES.
* SURGE:
PROTECT AGAINST LOCALLY HAZARDOUS SURGE HAVING POSSIBLE LIMITED
IMPACTS ACROSS LOW-LYING COASTAL AREAS OF SOUTHEAST GEORGIA
AND SOUTHEAST SOUTH CAROLINA. POTENTIAL IMPACTS IN THIS AREA INCLUDE:
- LOCALIZED INUNDATION OF SALTWATER MAINLY ALONG IMMEDIATE
SHORELINES AND IN LOW-LYING SPOTS FARTHER INLAND NEAR RIVERS
AND CREEKS.
- SECTIONS OF NEAR-SHORE ROADS AND PARKING LOTS BECOME OVERSPREAD
WITH SURGE WATER. DRIVING CONDITIONS HAZARDOUS IN PLACES WHERE
SURGE WATER COVERS THE ROAD.
- MINOR TO MODERATE BEACH EROSION. HEAVY SURF POSSIBLY BREACHING
DUNES, MAINLY IN NORMALLY VULNERABLE LOCATIONS. STRONG RIP
CURRENTS.
- MINOR TO LOCALLY MODERATE DAMAGE TO MARINAS, DOCKS, BOARDWALKS,
AND PIERS. A FEW SMALL CRAFT BROKEN AWAY FROM MOORINGS.
* WIND:
PROTECT AGAINST HAZARDOUS WIND HAVING POSSIBLE LIMITED IMPACTS ACROSS
IMMEDIATE COASTAL PORTIONS OF SOUTHEAST SOUTH CAROLINA AND SOUTHEAST
GEORGIA. POTENTIAL IMPACTS IN THIS AREA INCLUDE:
- DAMAGE TO PORCHES, AWNINGS, CARPORTS, SHEDS, AND UNANCHORED
MOBILE HOMES. UNSECURED LIGHTWEIGHT OBJECTS BLOWN ABOUT.
- MANY LARGE TREE LIMBS BROKEN OFF. A FEW TREES SNAPPED OR
UPROOTED, BUT WITH GREATER NUMBERS IN PLACES WHERE TREES ARE
SHALLOW ROOTED. SOME FENCES AND ROADWAY SIGNS BLOWN OVER.
- SOME ROADS IMPASSABLE DUE TO DEBRIS, PARTICULARLY WITHIN URBAN
OR HEAVILY WOODED LOCATIONS. HAZARDOUS DRIVING CONDITIONS ON
BRIDGES AND OTHER ELEVATED ROADWAYS, ESPECIALLY FOR HIGH
PROFILE VEHICLES.
- ISOLATED TO SCATTERED POWER AND COMMUNICATIONS OUTAGES.
ELSEWHERE ACROSS SOUTHEAST SOUTH CAROLINA AND SOUTHEAST GEORGIA,
LITTLE TO NO IMPACT IS ANTICIPATED.
* OTHER COASTAL HAZARDS:
THERE WILL BE AN ELEVATED RISK FOR LIFE-THREATENING RIP CURRENTS...HIGH
SURF AND BEACH EROSION INTO TUESDAY.
* TORNADOES:
PROTECT AGAINST A TORNADO EVENT HAVING POSSIBLE LIMITED IMPACTS
ACROSS MAINLY COASTAL PORTIONS OF SOUTHEAST SOUTH CAROLINA AND SOUTHEAST
GEORGIA. POTENTIAL IMPACTS INCLUDE:
- ISOLATED TORNADOES CAN HINDER THE EXECUTION OF EMERGENCY PLANS.
- ISOLATED LOCATIONS COULD EXPERIENCE TORNADO DAMAGE, ALONG WITH
POWER AND COMMUNICATIONS DISRUPTIONS.
- IN ISOLATED LOCATIONS, TORNADOES COULD DAMAGE TREES, VEHICLES,
BOATS AND BUILDINGS, ESPECIALLY MOBILE HOMES AND AND OTHER
POORLY CONSTRUCTED STRUCTURES.
ELSEWHERE ACROSS SOUTHEAST SOUTH CAROLINA AND SOUTHEAST GEORGIA,
