SITUATION OVERVIEW
------------------
RECENTLY NAMED TROPICAL STORM COLIN WAS LOCATED NORTH OF THE YUCATAN
PENINSULA OF MEXICO THIS EVENING. THE STORM WILL TRACK NORTH TO
NORTHEAST ACROSS THE EASTERN GULF OF MEXICO TONIGHT AND MONDAY.
COLIN IS EXPECTED TO CROSS NORTH FLORIDA LATE MONDAY THEN TRACK
QUICKLY ACROSS SOUTHEAST GEORGIA MONDAY NIGHT. COLIN WILL THEN
TRACK NORTHEAST AND AWAY FROM THE LOCAL AREA EARLY TUESDAY.
THE GREATEST LOCAL IMPACTS FROM COLIN WILL BE POTENTIALLY FLOODING
RAINFALL AS WELL AS ISOLATED TORNADOES MONDAY AFTERNOON AND
MONDAY NIGHT.
TROPICAL STORM FORCE WINDS WILL BE POSSIBLE MONDAY AFTERNOON THROUGH
EARLY TUESDAY ALONG THE COAST AND OVER THE ATLANTIC WATERS.
POTENTIAL IMPACTS
-----------------
* FLOODING RAIN:
PREPARE FOR LOCALLY HAZARDOUS RAINFALL FLOODING HAVING POSSIBLE
LIMITED IMPACTS ACROSS NORTHEAST FLORIDA AND SOUTHEAST GEORGIA.
POTENTIAL IMPACTS INCLUDE:
- LOCALIZED RAINFALL FLOODING MAY PROMPT A FEW EVACUATIONS.
- RIVERS AND TRIBUTARIES MAY QUICKLY RISE WITH SWIFTER CURRENTS.
SMALL STREAMS, CREEKS, CANALS, ARROYOS, AND DITCHES MAY BECOME
SWOLLEN AND OVERFLOW IN SPOTS.
- FLOOD WATERS CAN ENTER A FEW STRUCTURES, ESPECIALLY IN USUALLY
VULNERABLE SPOTS. A FEW PLACES WHERE RAPID PONDING OF WATER
OCCURS AT UNDERPASSES, LOW-LYING SPOTS, AND POOR DRAINAGE
AREAS. SEVERAL STORM DRAINS AND RETENTION PONDS BECOME
NEAR-FULL AND BEGIN TO OVERFLOW. SOME BRIEF ROAD AND BRIDGE
CLOSURES.
* TORNADOES:
PREPARE FOR A TORNADO EVENT HAVING POSSIBLE LIMITED IMPACTS ACROSS
NORTHEAST FLORIDA AND SOUTHEAST GEORGIA. POTENTIAL IMPACTS INCLUDE:
- THE OCCURRENCE OF ISOLATED TORNADOES CAN HINDER THE EXECUTION
OF EMERGENCY PLANS DURING TROPICAL EVENTS.
- A FEW PLACES MAY EXPERIENCE TORNADO DAMAGE, ALONG WITH POWER
AND COMMUNICATIONS DISRUPTIONS.
- LOCATIONS COULD REALIZE ROOFS PEELED OFF BUILDINGS, CHIMNEYS
TOPPLED, MOBILE HOMES PUSHED OFF FOUNDATIONS OR OVERTURNED,
LARGE TREE TOPS AND BRANCHES SNAPPED OFF, SHALLOW-ROOTED TREES
KNOCKED OVER, MOVING VEHICLES BLOWN OFF ROADS, AND SMALL BOATS
PULLED FROM MOORINGS.
* WIND:
PREPARE FOR HAZARDOUS WIND HAVING POSSIBLE LIMITED IMPACTS ACROSS
NORTHEAST FLORIDA AND SOUTHEAST GEORGIA. POTENTIAL IMPACTS INCLUDE:
- DAMAGE TO PORCHES, AWNINGS, CARPORTS, SHEDS, AND UNANCHORED
MOBILE HOMES. UNSECURED LIGHTWEIGHT OBJECTS BLOWN ABOUT.
- MANY LARGE TREE LIMBS BROKEN OFF. A FEW TREES SNAPPED OR
UPROOTED, BUT WITH GREATER NUMBERS IN PLACES WHERE TREES ARE
SHALLOW ROOTED. SOME FENCES AND ROADWAY SIGNS BLOWN OVER.
- A FEW ROADS IMPASSABLE FROM DEBRIS, PARTICULARLY WITHIN URBAN
OR HEAVILY WOODED PLACES. HAZARDOUS DRIVING CONDITIONS ON
BRIDGES AND OTHER ELEVATED ROADWAYS.
- SCATTERED POWER AND COMMUNICATIONS OUTAGES.
PRECAUTIONARY/PREPAREDNESS ACTIONS
----------------------------------
NOW IS THE TIME TO CHECK YOUR EMERGENCY PLAN AND TAKE NECESSARY
ACTIONS TO SECURE YOUR HOME OR BUSINESS. THE ONSET OF STRONG
GUSTY WINDS AND HEAVY RAIN CAN CAUSE CERTAIN PREPAREDNESS
ACTIVITIES TO BECOME UNSAFE.
IF YOU LIVE IN A PLACE PARTICULARLY VULNERABLE TO FLOODING, SUCH
AS NEAR THE OCEAN, A LARGE INLAND LAKE, A LOW LYING OR POOR
DRAINAGE AREA, OR NEAR A SWOLLEN RIVER, PLAN TO MOVE TO SAFE
SHELTER ON HIGHER GROUND.
ALWAYS HEED THE ADVICE OF LOCAL OFFICIALS AND COMPLY WITH ANY ORDERS
THAT ARE ISSUED.
CLOSELY MONITOR NOAA WEATHER RADIO OR OTHER LOCAL NEWS OUTLETS
FOR OFFICIAL STORM INFORMATION. LISTEN FOR POSSIBLE CHANGES TO THE
FORECAST.
