    - ABOUT 15 MILES SOUTH OF PORT O'CONNOR TX
    - 28.2N 96.6W
    - STORM INTENSITY 60 MPH
    - MOVEMENT WEST-NORTHWEST OR 285 DEGREES AT 9 MPH

SITUATION OVERVIEW
------------------

TROPICAL STORM BILL...LOCATED AT 28.2 DEGREES NORTH AND 96.6 DEGREES
WEST AS OF 11 AM CDT...AND WILL MAKE LANDFALL NEAR SAN ANTONIO BAY
LATER THIS MORNING.  MAXIMUM SUSTAINED WINDS ARE NEAR 60 MPH WITH
GUSTS TO AROUND 70 MPH...ESPECIALLY BUT NOT EXCLUSIVELY ON THE EAST
SIDE OF THE STORM.

INITIALLY...THE MAIN IMPACT FROM BILL WILL BE THE TROPICAL STORM
FORCE WINDS AND STORM SURGE. A STORM SURGE OF 1 TO 2 FEET IS
EXPECTED. AS OF 11 AM CDT...LARGE SEAS OF 7 TO 13 FEET WITH A PERIOD
OF AROUND 11 SECONDS ARE OCCURRING OVER THE GULF WATERS 45 NM
SOUTHEAST OF BAFFIN BAY AND 90 NM EAST OF PORT ARANSAS.

ALSO...AS OF 11 AM CDT...TIDE LEVELS BETWEEN 1.5 AND 2 FEET ABOVE
PREDICTED LEVELS ARE OCCURRING AND TIDE LEVELS OF UP TO NEAR 2.5
FEET ABOVE PREDICTED TIDE LEVELS CAN BE EXPECTED FROM ROCKPORT TO
PORT O'CONNOR AS BILL MAKES LANDFALL. THIS WILL RESULT IN COASTAL
FLOODING ALONG SOUTH TEXAS BEACHES...ESPECIALLY BUT NOT EXCLUSIVELY
NORTH OF PORT ARANSAS. ALONG WITH THAT...DANGEROUS RIP CURRENTS WILL
CONTINUE TO OCCUR AT LEAST THROUGH TONIGHT.

TROPICAL STORM FORCE WINDS ARE EXPECTED TO IMPACT AN AREA GENERALLY
FROM CORPUS CHRISTI NORTHWARD THIS MORNING...WITH TROPICAL STORM
FORCE WINDS CURRENTLY ONGOING FROM ROCKPORT TO PORT O'CONNOR.
TROPICAL STORM FORCE WINDS ARE EXPECTED TO CEASE THIS AFTERNOON AS
BILL MOVES FARTHER INLAND.

THE GREATEST CONCERN OR IMPACT FROM BILL IS EXPECTED TO BE VERY
HEAVY RAINFALL. THE HEAVIEST RAINFALL WILL GENERALLY NORTH AND EAST
OF THE CIRCULATION.

STORM TOTAL RAINFALL AMOUNTS TODAY THROUGH THURSDAY ARE EXPECTED TO
BE BETWEEN 4 AND 8 INCHES NORTH AND EAST OF A SEADRIFT TO PORT
LAVACA LINE...WITH 3 TO 5 INCHES NORTH AND EAST OF A CORPUS CHRISTI
TO BEEVILLE LINE. ISOLATED AMOUNTS UP TO 10 INCHES ARE
POSSIBLE...ESPECIALLY OVER AREAS NORTH OF PORT ARANSAS.

ISOLATED TORNADOES WILL ALSO BE POSSIBLE FROM LATE THIS MORNING
THROUGH THIS AFTERNOON.


POTENTIAL IMPACTS
-----------------

* WIND: POTENTIAL IMPACTS FROM THE MAIN WIND EVENT ARE NOW UNFOLDING
ACROSS COASTAL WATERS NORTH OF PORT ARANSAS. THESE WIND IMPACTS WILL
INCLUDE THE NORTHERN COASTAL BEND AND VICTORIA CROSSROADS WHICH
INCLUDE THE COUNTIES OF CALHOUN...VICTORIA...REFUGIO...ARANSAS AND
GOLIAD.

THESE IMPACTS INCLUDE:

    - DAMAGE TO PORCHES, AWNINGS, CARPORTS, SHEDS, AND UNANCHORED
      MOBILE HOMES. UNSECURED LIGHTWEIGHT OBJECTS BLOWN ABOUT.

    - MANY LARGE TREE LIMBS BROKEN OFF. A FEW TREES SNAPPED OR
      UPROOTED, BUT WITH GREATER NUMBERS IN PLACES WHERE TREES ARE
      SHALLOW ROOTED. SOME FENCES AND ROADWAY SIGNS BLOWN OVER.

    - A FEW ROADS IMPASSABLE FROM DEBRIS, PARTICULARLY WITHIN URBAN
      OR HEAVILY WOODED PLACES. HAZARDOUS DRIVING CONDITIONS ON
      BRIDGES AND OTHER ELEVATED ROADWAYS.

    - SCATTERED POWER AND COMMUNICATIONS OUTAGES.


* SURGE: REMAIN WELL AWAY FROM LOCALLY HAZARDOUS SURGE HAVING
  POSSIBLE LIMITED IMPACTS ACROSS CALHOUN COUNTY ESPECIALLY NEAR
  PORT O'CONNOR. ALSO...COASTAL FLOODING OR MINOR TIDAL OVERFLOW
  WILL OCCUR FROM CORPUS CHRISTI TO PORT ARANSAS.

POTENTIAL IMPACTS INCLUDE:

    - LOCALIZED INUNDATION WITH STORM SURGE FLOODING MAINLY ALONG
      IMMEDIATE SHORELINES AND IN LOW-LYING SPOTS, OR IN AREAS
      FARTHER INLAND NEAR WHERE HIGHER SURGE WATERS MOVE ASHORE.

    - SECTIONS OF NEAR-SHORE ROADS AND PARKING LOTS BECOME OVERSPREAD
      WITH SURGE WATER. DRIVING CONDITIONS DANGEROUS IN PLACES WHERE
      SURGE WATER COVERS THE ROAD.

    - MODERATE BEACH EROSION. HEAVY SURF ALSO BREACHING DUNES, MAINLY
      IN USUALLY VULNERABLE LOCATIONS. STRONG RIP CURRENTS.

    - MINOR TO LOCALLY MODERATE DAMAGE TO MARINAS, DOCKS, BOARDWALKS,
      AND PIERS. A FEW SMALL CRAFT BROKEN AWAY FROM MOORINGS.


* FLOODING RAIN: PROTECT AGAINST DANGEROUS RAINFALL FLOODING
  HAVING POSSIBLE SIGNIFICANT IMPACTS ACROSS MUCH OF THE COASTAL
  BEND AND VICTORIA CROSSROADS AREA. A FLASH FLOOD WATCH IS IN
  EFFECT FOR GOLIAD...VICTORIA...BEE...CALHOUN...REFUGIO...
  ARANSAS...SAN PATRICIO...NUECES AND KLEBERG THROUGH WEDNESDAY
  EVENING.

POTENTIAL IMPACTS INCLUDE:

    - MAJOR RAINFALL FLOODING MAY PROMPT MANY EVACUATIONS AND RESCUES.

    - RIVERS AND TRIBUTARIES MAY RAPIDLY OVERFLOW THEIR BANKS IN
      MULTIPLE PLACES. SMALL STREAMS, CREEKS, CANALS, ARROYOS, AND
      DITCHES MAY BECOME DANGEROUS RIVERS.

    - FLOOD WATERS CAN ENTER MANY STRUCTURES WITHIN MULTIPLE
      COMMUNITIES, SOME STRUCTURES BECOMING UNINHABITABLE OR WASHED
      AWAY. MANY PLACES WHERE FLOOD WATERS MAY COVER ESCAPE ROUTES.
      STREETS AND PARKING LOTS BECOME RIVERS OF MOVING WATER WITH
      UNDERPASSES SUBMERGED. DRIVING CONDITIONS BECOME DANGEROUS.
      MANY ROAD AND BRIDGE CLOSURES WITH SOME WEAKENED OR WASHED OUT.


* TORNADOES: POTENTIAL IMPACTS FROM WATERSPOUTS ARE UNFOLDING
  ACROSS THE COASTAL WATERS NORTH OF PORT ARANSAS. THE RISK FOR
  TORNADOES WILL INCREASE THIS AFTERNOON GENERALLY EAST OF A LINE
  FROM PORT ARANSAS TO GOLIAD.

POTENTIAL IMPACTS INCLUDE:

    - THE OCCURRENCE OF ISOLATED TORNADOES CAN HINDER THE EXECUTION
      OF EMERGENCY PLANS DURING TROPICAL EVENTS.

    - A FEW PLACES MAY EXPERIENCE TORNADO DAMAGE, ALONG WITH POWER
      AND COMMUNICATIONS DISRUPTIONS.

    - LOCATIONS COULD REALIZE ROOFS PEELED OFF BUILDINGS, CHIMNEYS
      TOPPLED, MOBILE HOMES PUSHED OFF FOUNDATIONS OR OVERTURNED,
      LARGE TREE TOPS AND BRANCHES SNAPPED OFF, SHALLOW-ROOTED TREES
      KNOCKED OVER, MOVING VEHICLES BLOWN OFF ROADS, AND SMALL BOATS
      PULLED FROM MOORINGS.

ELSEWHERE ACROSS SOUTH TEXAS, LITTLE TO NO IMPACT IS ANTICIPATED.

PRECAUTIONARY/PREPAREDNESS ACTIONS

IF YOU ARE EXCEPTIONALLY VULNERABLE TO WIND OR WATER HAZARDS FROM
TROPICAL SYSTEMS, CONSIDER VOLUNTARY EVACUATION, ESPECIALLY IF BEING
OFFICIALLY RECOMMENDED. RELOCATE TO A PREDETERMINED SHELTER OR SAFE
DESTINATION.
