    - MOVING NORTHWEST OR 320 DEGREES AT 12 MPH

SITUATION OVERVIEW
------------------

TROPICAL STORM BILL HAS FORMED IN THE NORTHWEST GULF OF MEXICO. BILL IS
EXPECTED TO MAKE LANDFALL ALONG THE MID TEXAS COAST TUESDAY MORNING
AND TRACK INTO CENTRAL TEXAS TUESDAY NIGHT.

STORM TOTAL RAINFALL AMOUNTS FROM TUESDAY THROUGH WEDNESDAY NIGHT
WILL RANGE FROM 2 TO 6 INCHES ALONG AND EAST OF U.S. HIGHWAY 281 WITH
ISOLATED AMOUNTS UP TO 8 TO 10 INCHES ALONG AND EAST OF AN AUSTIN TO
CUERO LINE. HIGH IMPACT FLASH FLOODING AND POTENTIAL MODERATE TO
MAJOR FLOODING OF SOME RIVERS AND CREEKS WILL BE POSSIBLE TUESDAY
THROUGH WEDNESDAY NIGHT ACROSS PORTIONS OF SOUTH-CENTRAL TEXAS.

TROPICAL STORM FORCE WINDS OF 40 TO 50 MPH WILL BE POSSIBLE TUESDAY
AFTERNOON AND EVENING ALONG AND EAST OF A CUERO TO GONZALES TO LA GRANGE LINE.

ISOLATED TORNADOES ARE POSSIBLE ALONG AND EAST OF A BASTROP TO CUERO
LINE DURING THE DAY ON TUESDAY AND WEDNESDAY.


POTENTIAL IMPACTS
-----------------

* FLOODING RAIN: PROTECT AGAINST DANGEROUS RAINFALL FLOODING HAVING POSSIBLE
  SIGNIFICANT IMPACTS ALONG AND EAST OF A CUERO TO GONZALES TO LA GRANGE LINE.

* POTENTIAL IMPACTS INCLUDE:
    - MODERATE RAINFALL FLOODING MAY PROMPT SEVERAL EVACUATIONS AND
      RESCUES.
    - RIVERS AND TRIBUTARIES MAY QUICKLY BECOME SWOLLEN WITH SWIFTER
      CURRENTS AND OVERSPILL THEIR BANKS IN A FEW PLACES, ESPECIALLY
      IN USUALLY VULNERABLE SPOTS. SMALL STREAMS, CREEKS, CANALS,
      ARROYOS, AND DITCHES OVERFLOW.
    - FLOOD WATERS CAN ENTER SOME STRUCTURES OR WEAKEN FOUNDATIONS.
      SEVERAL PLACES MAY EXPERIENCE EXPANDED AREAS OF RAPID
      INUNDATION AT UNDERPASSES, LOW-LYING SPOTS, AND POOR DRAINAGE
      AREAS. SOME STREETS AND PARKING LOTS TAKE ON MOVING WATER AS
      STORM DRAINS AND RETENTION PONDS OVERFLOW. DRIVING CONDITIONS
      BECOME HAZARDOUS. SOME ROAD AND BRIDGE CLOSURES.

PROTECT AGAINST LOCALLY HAZARDOUS RAINFALL FLOODING HAVING POSSIBLE
LIMITED IMPACTS ALONG AND EAST OF HIGHWAY 281 AND ESPECIALLY ALONG AND
EAST OF HIGHWAY 183.

ELSEWHERE ACROSS SOUTH CENTRAL TEXAS...LITTLE TO NO IMPACT IS
ANTICIPATED.

* WIND:PROTECT AGAINST DANGEROUS WIND HAVING POSSIBLE SIGNIFICANT IMPACTS
  ALONG AND EAST OF A CUERO TO GONZALES TO LA GRANGE LINE.
  POTENTIAL IMPACTS IN THIS AREA INCLUDE:

    - SOME DAMAGE TO ROOFING AND SIDING MATERIALS, ALONG WITH DAMAGE
      TO PORCHES, AWNINGS, CARPORTS, AND SHEDS. A FEW BUILDINGS
      EXPERIENCING WINDOW, DOOR, AND GARAGE DOOR FAILURES. MOBILE
      HOMES DAMAGED, ESPECIALLY IF UNANCHORED. UNSECURED LIGHTWEIGHT
      OBJECTS BECOME DANGEROUS PROJECTILES.
    - SEVERAL LARGE TREES SNAPPED OR UPROOTED, BUT WITH GREATER
      NUMBERS IN PLACES WHERE TREES ARE SHALLOW ROOTED. SEVERAL
      FENCES AND ROADWAY SIGNS BLOWN OVER.
    - SOME ROADS IMPASSABLE FROM LARGE DEBRIS, AND MORE WITHIN URBAN
      OR HEAVILY WOODED PLACES. A FEW BRIDGES, CAUSEWAYS, AND ACCESS
      ROUTES IMPASSABLE.
    - SCATTERED POWER AND COMMUNICATIONS OUTAGES, BUT MORE PREVALENT
      IN AREAS WITH ABOVE GROUND LINES.

ALSO, PROTECT AGAINST HAZARDOUS WIND HAVING POSSIBLE LIMITED IMPACTS
ALONG AND EAST OF HIGHWAY 281.

ELSEWHERE ACROSS SOUTH CENTRAL TEXAS, LITTLE TO NO IMPACT IS
ANTICIPATED.

* TORNADOES:PROTECT AGAINST A TORNADO EVENT HAVING POSSIBLE LIMITED IMPACTS
  ALONG AND EAST OF A CUERO TO GONZALES TO BASTROP TO TAYLOR LINE.

POTENTIAL IMPACTS INCLUDE:
    - THE OCCURRENCE OF ISOLATED TORNADOES CAN HINDER THE EXECUTION
      OF EMERGENCY PLANS DURING TROPICAL EVENTS.
    - A FEW PLACES MAY EXPERIENCE TORNADO DAMAGE, ALONG WITH POWER
      AND COMMUNICATIONS DISRUPTIONS.
    - LOCATIONS COULD REALIZE ROOFS PEELED OFF BUILDINGS, CHIMNEYS
      TOPPLED, MOBILE HOMES PUSHED OFF FOUNDATIONS OR OVERTURNED,
      LARGE TREE TOPS AND BRANCHES SNAPPED OFF, SHALLOW-ROOTED TREES
      KNOCKED OVER, MOVING VEHICLES BLOWN OFF ROADS, AND SMALL BOATS
      PULLED FROM MOORINGS.

ELSEWHERE ACROSS SOUTH CENTRAL TEXAS, LITTLE TO NO IMPACT IS
ANTICIPATED.

PRECAUTIONARY/PREPAREDNESS ACTIONS
----------------------------------

* EVACUATIONS: IF EVACUATION ORDERS ARE GIVEN, LEAVE AS
SOON AS PRACTICAL WITH A DESTINATION IN MIND. GAS UP YOUR VEHICLE
WELL AHEAD OF TIME. BE SURE THAT YOU TAKE ALL ESSENTIAL MATERIALS
FROM YOUR EMERGENCY SUPPLIES KIT. LET OTHERS KNOW WHERE YOU ARE GOING
AND WHEN YOU INTEND TO ARRIVE.

IF EVACUATING THE AREA, STICK TO PRESCRIBED EVACUATION ROUTES.
LOOK FOR ADDITIONAL TRAFFIC INFORMATION ON ROADWAY SMART SIGNS
AND LISTEN TO SELECT RADIO CHANNELS FOR FURTHER TRAVEL
INSTRUCTIONS. DRIVERS SHOULD NOT USE CELL PHONES WHILE OPERATING
VEHICLES.

FOR THOSE NOT UNDER EVACUATION ORDERS, UNDERSTAND THAT THERE ARE
INHERENT RISKS TO EVACUATION (SUCH AS TRAFFIC CONGESTION, ACCIDENTS,
AND DRIVING IN BAD WEATHER), SO EVACUATE ONLY IF NECESSARY. HELP KEEP
ROADWAYS OPEN FOR THOSE THAT ARE UNDER EVACUATION ORDERS.

IF YOU ARE EXCEPTIONALLY VULNERABLE TO WIND OR WATER HAZARDS
FROM TROPICAL SYSTEMS, CONSIDER VOLUNTARY EVACUATION,
ESPECIALLY IF BEING OFFICIALLY RECOMMENDED. RELOCATE TO A
PREDETERMINED SHELTER OR SAFE DESTINATION.

IF EVACUATING AWAY FROM THE AREA OR RELOCATING TO A NEARBY SHELTER,
LEAVE EARLY BEFORE WEATHER CONDITIONS BECOME HAZARDOUS.

DO NOT RETURN TO EVACUATED AREAS UNTIL HAZARDOUS WINDS DIMINISH
AND FLOOD WATERS ABATE.

DO NOT RETURN TO EVACUATED AREAS UNTIL IT IS SAFE.
LISTEN FOR THE ALL-CLEAR SIGNAL FROM LOCAL AUTHORITIES.
