...TROPICAL STORM WARNING REMAINS IN EFFECT...

...WINDS...
THE LATEST AREA FORECAST IS FOR MAXIMUM WINDS OF 20 TO 30 MPH
WITH GUSTS TO 40 MPH AS ARTHUR PULLS OFF THE COAST THIS MORNING.
RESIDENTS SHOULD MOVE LOOSE ITEMS INDOORS...SUCH AS GARBAGE CANS
AND OUTDOOR FURNITURE...AS THEY WILL BE BLOWN AROUND. NEWLY
PLANTED OR YOUNG TREES AND SHRUBS MAY BE UPROOTED IF NOT SECURED
PROPERLY. ISOLATED POWER OUTAGES WILL BE POSSIBLE.

...STORM SURGE AND STORM TIDE...
ALTHOUGH THE CORE OF HURRICANE ARTHUR IS NOT CURRENTLY FORECAST
TO MOVE ACROSS COASTAL SECTIONS OF THE FORECAST AREA AT THIS
TIME...THERE IS STILL A CHANCE FOR COMBINED STORM SURGE AND
ASTRONOMICAL TIDE WATERS OF 1 TO 2 FEET ABOVE MEAN SEA LEVEL
WITHIN AREAS CLOSER TO THE COAST...RESULTING IN WORST CASE FLOOD
INUNDATION UP TO 1 FOOT ABOVE GROUND SOMEWHERE WITHIN THE SURGE
ZONE. THE LOCATIONS MOST LIKELY TO REALIZE THE GREATEST FLOODING
INCLUDE AREAS ADJACENT TO THE ALBEMARLE SOUND. THE MOST LIKELY
PERIOD OF IMPACT WILL COINCIDE WITH HIGH TIDE.

THERE IS AN ELEVATED THREAT TO LIFE AND PROPERTY FROM COASTAL
FLOODING...POTENTIALLY HAVING A LOW BUT NOTABLE IMPACT. THE
CONCERN IS FOR THE CHANCE OF MINOR COASTAL FLOODING TO OCCUR IN
AREAS WITHIN THE SURGE ZONE...RESULTING IN SHALLOW INUNDATION. IF
REALIZED...PEOPLE WITHIN THE THREATENED AREAS WHO FAILED TO ACT
ACCORDING TO THEIR PERSONAL DISASTER PLAN WILL HAVE NEEDLESSLY
PLACED THEMSELVES AT SOME MEASURE OF RISK.

...INLAND FLOODING...
LOCALLY HEAVY RAIN...WITH RAINFALL TOTALS OF 1 TO 3 INCHES WILL
BRING THE POTENTIAL FOR FLOODING...PARTICULARLY IN AREAS OF POOR
DRAINAGE.

TROPICAL STORM TO POSSIBLE HURRICANE FORCE WIND GUSTS ARE
EXPECTED EARLY THIS MORNING. MAXIMUM WINDS ARE FORECAST TO BE IN
THE 35 TO 45 MPH RANGE WITH GUSTS TO 60 MPH. MINOR TO MODERATE
DAMAGE IS LIKELY TO MANY MOBILE HOMES...ESPECIALLY THOSE THAT

ITEMS WILL BE TOSSED AROUND AND MAY CAUSE ADDITIONAL DAMAGE. A
FEW POWER LINES WILL BE KNOCKED DOWN RESULTING IN SCATTERED POWER
OUTAGES. SOME LARGE BRANCHES OF HEALTHY TREES WILL BE SNAPPED.
MOST NEWLY PLANTED TREES AND SHRUBS WILL BE DAMAGED OR UPROOTED.

...STORM SURGE AND STORM TIDE...

TIDE WATERS OF 1 TO 3 FEET ABOVE MEAN SEA LEVEL WITHIN AREAS
CLOSER TO THE COAST...RESULTING IN WORST CASE FLOOD INUNDATION UP

ARTHUR MOVES OFFSHORE THIS MORNING THE POTENTIAL FOR SOUND SIDE
FLOODING WILL INCREASE AS THE WIND SHIFTS TO NORTHWEST.

THE MOST LIKELY PERIOD OF IMPACT WILL COINCIDE WITH HIGH TIDE.
REMEMBER SURGE WATERS OFTEN ARRIVE WELL BEFORE THE CORE WINDS AND
CAN RISE VERY QUICKLY.

BRING THE POTENTIAL FOR FLOODING...PARTICULARLY IN AREAS OF POOR
DRAINAGE.
