SAINT CROIX VI. STORM MOTION WAS W OR 270 DEGREES AT 18 MPH. STORM
INTENSITY WAS 45 MPH.

A GENERAL CONCERN CONTINUES TO BE THE POSSIBILITY OF SIGNIFICANT
WIND DAMAGE AND HEAVY RAINFALL WITH FLOODING ACROSS MANY SECTIONS
OF PUERTO RICO AND THE U.S. VIRGIN ISLANDS. IN ADDITION...IT IS
BECOMING MORE PROBABLE THAT A STORM SURGE WILL RAISE WATER LEVELS
BY AS MUCH AS 1 TO 3 FEET ABOVE NORMAL TIDE LEVELS IN PUERTO
RICO AND THE U.S. AND BRITISH VIRGIN ISLANDS. NEAR THE COAST...
THE SURGE WILL BE ACCOMPANIED BY DANGEROUS WAVES.

THE CHANCE FOR HURRICANE CONDITIONS AT THIS TIME IS LESS THAN OR
EQUAL TO 15 PERCENT. ALSO...THE CHANCE FOR TROPICAL STORM
CONDITIONS AT THIS TIME IS UP TO 75 PERCENT. THIS REPRESENTS A
GENERAL UPWARD TREND SINCE THE LAST FORECAST.
THE ONSET OF TROPICAL STORM CONDITIONS COULD START AS EARLY AS
LATE THIS WEDNESDAY NIGHT.

AS TROPICAL STORM ISAAC APPROACHES...SUSTAINED TROPICAL STORM
FORCE WINDS ARE EXPECTED TO BEGIN BY LATE THIS WEDNESDAY NIGHT
OVER THE U.S. VIRGIN ISLANDS AND BY THURSDAY MORNING ACROSS
EASTERN PUERTO RICO. MAXIMUM WINDS ARE CURRENTLY FORECAST TO BE
IN THE 30 TO 50 MPH RANGE WITH HIGHER GUSTS.
DAMAGING WINDS ARE EXPECTED. HOUSES OF POOR TO AVERAGE
CONSTRUCTION WILL SEE SOME DAMAGE. SOME WINDOWS WILL BE BLOWN
OUT. UNFASTENED HOME ITEMS OF LIGHT TO MODERATE WEIGHT WILL
BECOME AIRBORNE...CAUSING ADDITIONAL DAMAGE AND POSSIBLE INJURY.
ELECTRIC WIRES WILL BE BLOWN DOWN. MANY LARGE BRANCHES OF HEALTHY
TREES MAY BE SNAPPED AND WEAKENED. SMALL TO MEDIUM SIZED TREES
MAY BE UPROOTED...ESPECIALLY WHERE THE GROUND IS SATURATED...OR
SNAPPED. POWER OUTAGES WILL AFFECT ENTIRE NEIGHBORHOODS...
ESPECIALLY IN AREAS WITH NUMEROUS DOWNED TREES AND POWER LINES.
...INLAND FLOODING...
RAINBANDS WITH EMBEDDED TORRENTIAL DOWNPOURS ASSOCIATED WITH
TROPICAL STORM ISAAC ARE EXPECTED TO BEGIN AFFECTING THE U.S.
VIRGIN ISLANDS AS EARLY AS THIS WEDNESDAY EVENING...AND PUERTO
RICO EARLY THURSDAY. THESE RAINBANDS WILL GENERATE ENOUGH RUNOFF
TO CAUSE SIGNIFICANT RIVER RISES ON AREA RIVERS...STREAMS AND
GUTS. RAINFALL AMOUNTS AVERAGING THREE INCHES WITH LOCALIZED
HIGHER AMOUNTS OF 6 INCHES OR MORE ARE POSSIBLE ACROSS THE
ISLANDS. MUDSLIDES AND DEBRIS FLOW ARE ALSO POSSIBLE IN AREAS OF
STEEP TERRAIN.
...STORM SURGE AND STORM TIDE...
IT IS STILL TOO EARLY TO DETERMINE THE EXACT HEIGHTS OF COMBINED
STORM SURGE AND TIDE WATERS FOR SPECIFIC LOCATIONS WITHIN THE
FORECAST AREA TO BE CAUSED BY TROPICAL STORM ISAAC. MUCH DEPENDS
ON THE PRECISE SIZE...INTENSITY AND TRACK OF THE SYSTEM AS IT
APPROACHES THE COAST.
...TORNADOES AND WATERSPOUTS...
ISOLATED TORNADOES OR WATERSPOUTS WILL BE MOST LIKELY TO OCCUR
ACROSS THE FORECAST AREA IN THE OUTER RAIN BANDS...AS THE CENTER
OF TROPICAL STORM ISAAC APPROACHES THE LOCAL AREA AND THEN PASSES
CLOSE TO PUERTO RICO...AND THE U.S. VIRGIN ISLANDS THURSDAY.
REMEMBER...TORNADOES AND WATERSPOUTS CAN DEVELOP MANY MILES AWAY
