LOUISIANA AND SOUTH MISSISSIPPI. PLEASE LISTEN CLOSELY FOR ANY
FLOOD WARNINGS THAT MIGHT BE IN EFFECT FOR YOUR AREA.

AT 8 PM CDT...THE CENTER OF TROPICAL DEPRESSION THIRTEEN WAS
LOCATED NEAR LATITUDE 26.6N...LONGITUDE 91.4W. THIS WAS ABOUT
240 MILES SOUTH-SOUTHWEST OF NEW ORLEANS LA...OR ABOUT 210 MILES
SOUTH-SOUTHWEST OF HOUMA LA. STORM MOTION WAS NW OR 315 DEGREES
AT 6 MPH. STORM INTENSITY WAS 35 MPH.

.SITUATION OVERVIEW...
IT IS VITAL THAT YOU DO NOT FOCUS ON THE EXACT FORECAST TRACK. TO
DO SO COULD RESULT IN BAD DECISIONS AND PLACE YOU OR THOSE YOU

STORM FORCE WINDS ARE EXPECTED TO BEGIN TONIGHT AFTER MIDNIGHT.
MAXIMUM WINDS ARE FORECAST TO BE IN THE 30 TO 40 KNOTS RANGE WITH
GUSTS TO 50 KNOTS. SEAS OF 5 TO 8 FEET OUT TO 20 NM AND 8 TO 13
FEET BEYOND 20 NM.

WINDS AND HEAVY RAINS CAN CAUSE OUTSIDE ACTIVITIES TO BECOME
DANGEROUS. SECURE LOOSE OUTDOOR OBJECTS WHICH CAN BE BLOWN AROUND.
IF YOU LIVE IN A MOBILE HOME...LEAVE IT FOR MORE SUBSTANTIAL
SHELTER.

A FLASH FLOOD WATCH IS IN EFFECT FOR THE ENTIRE AREA. SEE LATEST
FORECAST FOR LATEST INFORMATION. LISTEN FOR POSSIBLE FLOOD
WARNINGS FOR YOUR LOCATION...AND BE READY TO ACT IF FLOODING
RAINS OCCUR.

TROPICAL DEPRESSION 13 IS GOING TO BE A VERY SLOW MOVING SYSTEM
AND THIS COULD LEAD TO PROLIFIC RAIN TOTALS OVER THE NEXT 5 DAYS.
HEAVY RAINFALL OF 10 TO 15 INCHES WITH LOCALLY HIGHER AMOUNTS OF
UP TO 20 INCHES WILL BE POSSIBLE ACROSS SOUTHEAST LOUISIANA AND
COASTAL MISSISSIPPI. RAINFALL OF THIS MAGNITUDE COULD PRODUCE
SIGNIFICANT FLASH FLOODING ACROSS PORTIONS OF THE AREA RAIN BANDS
PERSIST. FORTUNATELY RIVER LEVELS ARE RATHER LOW AND SOIL
CONDITIONS ARE RATHER DRY SO IT WILL TAKE SOME TIME TO FILL UP
THE BASINS.

...STORM SURGE AND STORM TIDE...
AS TROPICAL DEPRESSION THIRTEEN APPROACHES THE COAST...THERE IS
AN INCREASING CHANCE FOR COMBINED STORM SURGE AND ASTRONOMICAL
TIDE WATERS UP TO 4 FEET ABOVE MEAN SEA LEVEL WITHIN AREAS CLOSER
TO THE COAST...RESULTING IN WORST CASE FLOOD INUNDATION UP TO
1 TO 3 FEET ABOVE GROUND LEVEL SOMEWHERE WITHIN THE SURGE ZONE.

THE LOCATIONS MOST LIKELY TO REALIZE THE GREATEST FLOODING WILL
BE MAINLY ALONG THE EAST AND SOUTHEAST FACING SHORELINES OF ST.
BERNARD AND PLAQUEMINES PARISHES OUTSIDE OF HURRICANE PROTECTION
LEVEES. THIS WILL ALSO INCLUDE HANCOCK COUNTY IN MISSISSIPPI AND
EXTREME SOUTHEAST ST TAMMANY PARISH. SOME LOW LYING ROADWAYS MAY
BECOME IMPASSABLE DUE TO HIGH WATER

...WINDS...
AS TROPICAL DEPRESSION THIRTEEN APPROACHES...SUSTAINED TROPICAL
STORM FORCE WINDS ARE EXPECTED ONLY ALONG THE IMMEDIATE COAST AT
THIS TIME EARLY SATURDAY AFTERNOON. THE MAJORITY OF THE TROPICAL
STORM FORCE WINDS WILL BE ASSOCIATED WITH GUSTS PRODUCED BY
SQUALLS. MAXIMUM WINDS ARE FORECAST TO BE IN THE 30 TO 40 MPH
RANGE WITH GUSTS TO 45 MPH.

MINOR DAMAGE MAY OCCUR TO OLDER MOBILE HOMES. RESIDENTS SHOULD
MOVE LOOSE ITEMS INDOORS...SUCH AS GARBAGE CANS AND OUTDOOR
FURNITURE...AS THEY WILL BE BLOWN AROUND. NEWLY PLANTED OR YOUNG
TREES AND SHRUBS MAY BE UPROOTED IF NOT SECURED PROPERLY.
ISOLATED POWER OUTAGES WILL BE POSSIBLE.
