AT 9 AM EDT...THE CENTER OF HURRICANE IRENE WAS LOCATED NEAR
LATITUDE 40.3N...LONGITUDE 74.1W. THIS WAS ABOUT 30 MILES
SOUTH-SOUTHWEST OF NEW YORK CITY NY...OR ABOUT 130 MILES
WEST-SOUTHWEST OF MONTAUK POINT NY. STORM MOTION WAS NNE OR
20 DEGREES AT 25 MPH. STORM INTENSITY WAS 75 MPH.
.SITUATION OVERVIEW...
HURRICANE IRENE...CURRENTLY CENTERED OVER NEW YORK CITY...WILL
CONTINUE TO TRACK NORTHEAST THIS MORNING. BANDS OF TORRENTIAL
RAIN WILL GRADUALLY PULL NORTH THIS MORNING INTO AFTERNOON...BUT
RESIDUAL RIVER FLOODING WILL CONTINUE. LOCALLY DAMAGING WINDS ARE
EXPECTED TO CONTINUE INTO THIS AFTERNOON.
MODERATE TO MAJOR COASTAL FLOODING IS OCCURRING THIS MORNING AND
IS BEING EXACERBATED BY DESTRUCTIVE AND LIFE THREATENING WAVES.
THE TIDAL FLOODING IS EXPECTED TO GRADUALLY SUBSIDE LATE THIS
MORNING INTO EARLY THIS AFTERNOON. SEVERE BEACH EROSION AND
WASHOVERS ARE OCCURRING THIS MORNING AND WILL ONLY GRADUALLY
DIMINISH INTO THIS AFTERNOON.
A TOTAL OF 4 TO 12 INCHES OF RAIN...WITH LOCALLY HIGHER AMOUNTS
IS EXPECTED TO HAVE FALLEN ACROSS MUCH OF THE REGION BEFORE THE
RAIN TAPERS OFF THIS AFTERNOON. THE HIGHEST AMOUNTS WILL BE
ACROSS THE NEW YORK CITY METROPOLITAN AREA AND AREAS TO THE NORTH
AND WEST. BASED ON THESE HEAVY RAINS AND RESIDUAL
DRAINAGE...MODERATE TO MAJOR RIVER FLOODING IS OCCURRING AND
LIKELY TO CONTINUE. SIGNIFICANT AND WIDESPREAD URBAN AND POOR
DRAINAGE FLOODING WILL ALSO BE AN ISSUE THROUGH EARLY AFTERNOON.

THREAT WITH SEVERAL FEET OF WATER INUNDATION POSSIBLE ALONG SOME
COASTAL LOCATIONS.
GENERALLY 3 TO 7 FEET OF SURGE HAS BEEN OBSERVED ACROSS NEW YORK
HARBOR...THE SOUTH SHORE BAYS OF LONG ISLAND AND NEW YORK CITY...
PECONIC AND GARDINERS BAYS...AND LONG ISLAND SOUND...WITH A
GRADUAL SUBSIDE EXPECTED LATE THIS MORNING INTO EARLY THIS
AFTERNOON.
...WINDS...
SOUTHEASTERLY WINDS OF 40 TO 50 MPH WITH GUSTS UP TO 70 MPH ARE
EXPECTED TO SHIFT NORTHWEST THIS MORNING INTO EARLY
AFTERNOON...CONTINUING AT 25 TO 40 MPH WITH GUSTS UP TO 55 MPH
INTO THIS AFTERNOON.
HOMES MAY HAVE DAMAGE TO SHINGLES...SIDING...GUTTERS AND
WINDOWS...ESPECIALLY IF THESE ITEMS ARE NOT PROPERLY SECURED.
LOOSE OUTDOOR ITEMS WILL BECOME AIRBORNE...CAUSING ADDITIONAL
DAMAGE AND POSSIBLE INJURY. POWER LINES WILL BE KNOCKED DOWN BY
FALLING TREES...RESULTING IN WIDESPREAD POWER OUTAGES. MANY LARGE
