AT 9 PM EDT...THE CENTER OF HURRICANE IRENE WAS LOCATED NEAR
LATITUDE 36.9N...LONGITUDE 75.6W. THIS WAS ABOUT 110 MILES NORTH
OF BUXTON NC. STORM MOTION WAS NNE OR 20 DEGREES AT 16 MPH. STORM
INTENSITY WAS 80 MPH.

.SITUATION OVERVIEW...
SIGNIFICANT SOUND SIDE STORM SURGE...DAMAGING WINDS AND FRESH
WATER FLOODING WILL CONTINUE THIS EVENING. HURRICANE FORCE WINDS
WILL DIMINISH FROM SOUTHWEST TO NORTHEAST THIS EVENING.

HEAVY RAINS WILL DIMINISH FROM SOUTHWEST TO NORTHEAST DURING THE
EVENING. ADDITIONAL RAINFALL TOTALS OF 2 TO 4 INCHES ARE POSSIBLE
IN THE NORTHEAST SECTIONS OF NORTH CAROLINA THIS EVENING. STORM
TOTAL RAINFALL AMOUNTS OF 8 TO 15 INCHES HAVE RESULTED IN
WIDESPREAD FLOODING. FLOOD WARNINGS ARE IN EFFECT FOR THE ENTIRE
AREA THROUGH THIS EVENING.

WINDS HAVE SHIFTED TO THE NORTHWEST THUS WATER LEVELS ALONG THE
NEUSE RIVER...PAMLICO RIVER...EASTERN PAMLICO COUNTY...AND THE
TRIBUTARIES ALONG SOUTHERN HYDE COUNTY SHOULD BE DECREASING. 3 TO
5 FEET FLOODING ABOVE GROUND LEVEL IS STILL POSSIBLE ON THE BACK
SIDE OF THE ISLANDS AND LAND ACROSS ONSLOW AND CARTERET COUNTIES
WITH A NORTHERN AND WESTERN EXPOSURE.

FOR THE ALBEMARLE SOUND 3 TO 5 FOOT INUNDATION ABOVE GROUND LEVEL
IS EXPECTED EXCEPT FOR A SMALL PORTION ACROSS EXTREME PARTS WHERE
5 TO 7 FEET INUNDATION COULD OCCUR POSSIBLY RESULTING IN
FLOODING IN AND AROUND PLYMOUTH. FLOODING HAS BEEN REPORTED IN
COLUMBIA. 4 TO 7 FEET OF INUNDATION IS EXPECTED SOUNDSIDE AND
OCEANSIDE OUTER BANKS HYDE AND DARE COUNTIES. THESE WATER LEVELS
WILL PRODUCE MODERATE TO MAJOR FLOODING OF HOMES...ROADS...AND
PROPERTIES. EXTENSIVE BEACH EROSION IS EXPECTED OR HAS OCCURRED.

MAXIMUM WINDS OF 35 TO 45 MPH WITH GUSTS UP TO 55 MPH ARE POSSIBLE
IN THE NORTHEAST SECTIONS OF NORTH CAROLINA.

10 TO 15 FOOT BREAKERS WILL PRODUCE SEVERE BEACH EROSION...OCEAN
OVERWASH...AND LIFE THREATENING RIP CURRENTS.

STRONG WIND GUSTS WILL CONTINUE ACROSS THE AREA THIS EVENING AS
HURRICANE IRENE MOVES AWAY FROM THE AREA...RESULTING IN HAZARDOUS
CONDITIONS. THERE ARE DOWNED TREES...BRANCHES...AND POWER LINES
OVER MUCH OF THE AREA. PONDING OF WATER ON ROADWAYS AND LOW LYING
AREAS WILL RESULT IN DANGEROUS DRIVING CONDITIONS. IN
ADDITION...IT WILL BE DIFFICULT TO SEE THESE HAZARDOUS
CONDITIONS AT NIGHT. PERSONS ARE URGED TO USE CAUTION IF
VENTURING OUTDOORS.

MAXIMUM WINDS THIS EVENING ARE FORECAST TO BE IN 35 TO 45 MPH
RANGE WITH SOME HIGHER GUSTS TO 55 MPH.

POORLY ANCHORED MOBILE HOMES MAY BE DESTROYED...ALONG WITH THOSE
OF OLD OR POOR CONSTRUCTION. SOME WELL ANCHORED MOBILE HOMES WILL
HAVE SUBSTANTIAL DAMAGE TO ROOFS...WALLS...AND WINDOWS...AND COULD
BECOME UNINHABITABLE. SOME HOMES OF FRAME CONSTRUCTION WILL
SUSTAIN PARTIAL WALL AND ROOF FAILURE...AND POSSIBLY BLOWN OUT
WINDOWS. LOOSE OUTDOOR ITEMS WILL BECOME PROJECTILES...CAUSING
ADDITIONAL DAMAGE AND POSSIBLE INJURY. MANY AREAS WILL EXPERIENCE
POWER OUTAGES WITH SOME DOWNED POWER POLES. NUMEROUS LARGE
BRANCHES OF HEALTHY TREES WILL SNAP. SOME TREES WILL BE
UPROOTED...ESPECIALLY WHERE THE GROUND IS SATURATED.

...STORM TIDE...
A DANGEROUS STORM TIDE WILL RAISE WATER LEVELS BY AS MUCH AS 3 TO
5 FEET ABOVE GROUND LEVEL. ALONG THE COAST...THE SURGE WILL BE
ACCOMPANIED BY LARGE...DESTRUCTIVE...AND LIFE-THREATENING WAVES.

AS HURRICANE IRENE MOVES ALONG THE COAST...THE COMBINED STORM
SURGE AND ASTRONOMICAL TIDE WATERS WILL BE UP TO 9 FEET ABOVE
MEAN SEA LEVEL WITHIN AREAS CLOSER TO THE COAST...RESULTING IN
WORST CASE FLOOD INUNDATION OF 4 TO 7 FEET ABOVE GROUND LEVEL
SOMEWHERE WITHIN THE SURGE ZONE.

THE LOCATIONS MOST LIKELY TO REALIZE THE GREATEST FLOODING
INCLUDE THE OUTER BANKS...AREAS ADJACENT TO THE PAMLICO AND
ALBEMARLE SOUNDS...THE NEUSE AND PAMLICO RIVERS...AND OCEANSIDE
OUTER BANKS DARE COUNTY. THERE IS A SIGNIFICANT THREAT TO LIFE
AND PROPERTY FROM COASTAL FLOODING...POTENTIALLY HAVING A MAJOR
IMPACT.

SUBSTANTIAL BEACH EROSION WILL OCCUR. MANY ROADS WILL LIKELY BE
DAMAGED OR WASHED OUT BY THE FLOOD WATERS...LEAVING SECTIONS OF
COASTAL COMMUNITIES IN FLOOD PRONE AREAS TEMPORARILY CUT OFF.
ROADWAY TRAVEL MAY BE DANGEROUS WITH SEVERAL ROADS CLOSED.

...INLAND FLOODING...
AN ADDITIONAL 3 TO 5 INCHES OF RAINFALL IS POSSIBLE THIS EVENING.
A FLOOD WARNING IS IN EFFECT FOR ALL OF EASTERN NORTH CAROLINA.
MINOR TO MODERATE FLOODING FROM RAINFALL CAN BE EXPECTED THROUGH
THIS EVENING...MAINLY ALONG AND EAST OF HIGHWAY 17.

THERE WILL BE A HIGH RISK OF RIP CURRENTS ALONG AREA BEACHES
