LATITUDE 16.3N...LONGITUDE 67.5W. THIS WAS ABOUT 130 MILES SOUTH
SOUTHWEST OF PONCE PR. STORM MOTION WAS WNW OR 285 DEGREES AT
14 MPH. STORM INTENSITY WAS 50 MPH.

OUTER RAINBANDS OF EMILY WILL CONTINUE TO MOVE ONSHORE ACROSS
PUERTO RICO TODAY AS EMILY PASSES TO THE SOUTH OF THE ISLAND.
TORRENTIAL DOWNPOURS ACCOMPANIED BY STRONG WIND GUSTS OF 35 TO
45 MPH CAN BE EXPECTED. ISOLATED BRIEF TORNADOES OR WATERSPOUTS ARE
ALSO POSSIBLE EMBEDDED WITHIN RAINBANDS.

THUNDERSTORMS. THESE RAINBANDS WILL BE CAPABLE OF PRODUCING
TORRENTIAL DOWNPOURS THAT COULD LEAD TO FLASH FLOODING OF SMALL
STREAMS AND URBAN AREAS. RAINFALL AMOUNTS BETWEEN 4 AND 6 INCHES
ARE EXPECTED...WITH ISOLATED MAXIMUM AMOUNTS OF 10 INCHES POSSIBLE
IN AREAS OF STEEP TERRAIN. MUDSLIDES AND DEBRIS FLOW ARE ALSO
POSSIBLE IN AREAS OF STEEP TERRAIN.

SUSTAINED WINDS OF 15 TO 25 MPH WITH GUSTS OF 35 TO 45 MPH CAN BE
EXPECTED ESPECIALLY WITHIN RAINBANDS. HIGHER WINDS CAN BE EXPECTED
IN AREAS OF ELEVATED TERRAIN AND OVER WATER.

THE IMPACT FROM COMBINED STORM SURGE AND TIDE WATERS IS EXPECTED
TO BE MODERATE...PARTICULARLY ALONG THE SOUTH FACING COASTS.
TOTAL WATER RISES OF 1 TO 2 FEET ARE EXPECTED. IN ADDITION TO
ABOVE NORMAL TIDES...HIGH SURF...AND STRONG RIP CURRENTS ARE
EXPECTED. ALONG THE SOUTH COASTS OF PUERTO RICO AND VIEQUES...
VERY ROUGH SURF WITH BREAKING WAVES APPROACHING 12 FEET...WILL
CONTINUE TO DEVELOP TODAY. WAVE ACTION SURGING UPON THE COASTLINE AND
HIGHER THAN NORMAL WATER LEVELS MAY POSE A THREAT TO LIFE AND
PROPERTY AND PRODUCE MINOR BEACH EROSION.

ISOLATED BRIEF TORNADOES ARE POSSIBLE ESPECIALLY ALONG THE SOUTH
AND SOUTHEASTERN COASTS OF PUERTO RICO TODAY. TORNADOES ASSOCIATED WITH
TROPICAL CYCLONES ARE SELDOM ACCOMPANIED BY LIGHTNING AND OFTEN
OCCUR EMBEDDED IN THE RAINBANDS FAR REMOVED FROM THE CENTER. THESE
TORNADOES ARE FAST MOVING AND SHORT-LIVED AND DIFFICULT TO OBSERVE
BECAUSE THEY ARE WRAPPED IN HEAVY RAIN.

LEVELS MAY POSE A THREAT TO LIFE AND PROPERTY AND PRODUCE MINOR
BEACH EROSION.

FROM THE CENTER. THESE TORNADOES ARE FAST MOVING AND SHORT-LIVED
