LOCATED NEAR LATITUDE 29.0 NORTH...LONGITUDE 92.8 WEST OR ABOUT
98 MILES SOUTHEAST OF HIGH ISLAND TEXAS.
EDOUARD HAS SPED UP AND IS NOW MOVING TOWARD THE WEST-NORTHWEST
NEAR 10 MPH...AND THIS GENERAL MOTION IS EXPECTED TO CONTINUE WITH
SOME INCREASE IN FORWARD SPEED DURING THE DAY. ON THE FORECAST
TRACK...THE CENTER OF EDOUARD IS EXPECTED TO BE NEAR
OR OVER THE UPPER TEXAS OR SOUTHWESTERN LOUISIANA COASTS BEFORE
MIDDAY TODAY.
MAXIMUM SUSTAINED WINDS ARE NEAR 60 MPH...WITH HIGHER GUSTS.
EDOUARD IS FORECAST TO STRENGTHEN...AND IT IS EXPECTED TO
BE NEAR HURRICANE STRENGTH BY THE TIME IT REACHES THE COASTLINE

TROPICAL STORM FORCE WINDS EXTEND OUTWARD UP TO 70 MILES...
FROM THE CENTER.
THE MINIMUM CENTRAL PRESSURE REPORTED BY AN AIR FORCE RESERVE
UNIT RECONNAISSANCE AIRCRAFT IS 997 MB...29.44 INCHES.
A STORM SURGE OF 2 TO 4 FT ABOVE NORMAL TIDE LEVELS CAN BE
EXPECTED IN THE WARNING AREA IN AREAS OF ONSHORE WINDS.

RESIDENTS SHOULD PREPARE FOR TROPICAL STORM FORCE WINDS. WIND
SPEEDS ARE FORECAST TO BE HIGHEST NEAR AND TO THE EAST OF WHERE
THE CENTER EVENTUALLY MAKES LANDFALL. MOBILE HOMES IN THE PATH OF
THE STRONGEST WINDS WILL EXPERIENCE MODERATE DAMAGE. HOUSES OF
POOR TO AVERAGE CONSTRUCTION WILL HAVE MINOR TO MODERATE DAMAGE
TO SHINGLES...SIDING...GUTTERS...AND WINDOWS. UNFASTENED OUTDOOR
ITEMS OF LIGHT TO MODERATE WEIGHT WILL BECOME AIRBORNE...CAUSING
ADDITIONAL DAMAGE AND POSSIBLE INJURY. LARGE TREE BRANCHES WILL
BE SNAPPED...WITH THE POSSIBILITY FOR SMALL TO MEDIUM SIZED TREES
TO BE UPROOTED. THERE IS A HIGH LIKELIHOOD OF NUMEROUS POWER
OUTAGES AS THERE WILL MOST LIKELY BE POWER LINES DOWNED WITHIN
THE TROPICAL STORM FORCE WIND FIELD.

A STORM SURGE OF AROUND 4 FEET IS EXPECTED ON THE BOLIVAR
PENINSULA NEAR AND JUST TO THE EAST OF WHERE EDOUARD MAKES
LANDFALL...WITH A 1 TO 3 FOOT SURGE EXPECTED ALONG THE REMAINDER
OF THE UPPER SOUTHEAST TEXAS COASTLINE. THE WATER LEVELS BELOW
ARE
BASED ON THE LANDFALL OF A STRONG TROPICAL STORM IN THE VICINITY
OF EASTERN GALVESTON BAY. SHOULD THE STORM MOVE INLAND EAST OF
THE BOLIVAR PENINSULA THESE VALUES WILL END UP BEING MUCH LOWER.
