SOUTHEAST OF PORT ARTHUR TEXAS AND ABOUT 120 MILES EAST OF
GALVESTON TEXAS.
EDOUARD IS MOVING TOWARD THE WEST NORTHWEST NEAR 10 MPH...AND
THIS GENERAL MOTION IS EXPECTED TO CONTINUE WITH SOME INCREASE IN
FORWARD SPEED TODAY. ON THE FORECAST TRACK...THE CENTER OF
EDOUARD IS EXPECTED TO BE NEAR OR OVER THE UPPER TEXAS OR
SOUTHWESTERN LOUISIANA COASTS BY MIDDAY TODAY.
