.AT 400 PM CDT...THE CENTER OF TROPICAL STORM EDOUARD WAS
LOCATED NEAR LATITUDE 28.3 NORTH...LONGITUDE 91.4 WEST OR ABOUT
215 MILES...EAST-SOUTHEAST OF GALVESTON TEXAS.

EDOUARD IS MOVING TOWARD THE WEST NEAR 7 MPH.  A TURN TO THE
WEST-NORTHWEST IS EXPECT TO OCCUR TONIGHT...AND THE CENTER
OF EDOUARD SHOULD BE VERY NEAR THE UPPER TEXAS COAST BY MIDDAY
TOMORROW.

MAXIMUM SUSTAINED WINDS ARE NEAR 45 MPH...WITH HIGHER GUSTS.
ALTHOUGH EDOUARD HAS NOT STRENGTHENED YET TODAY...IT IS
BECOMING BETTER ORGANIZED AND IS EXPECTED TO BE VERY NEAR
HURRICANE STRENGTH BY THE TIME IT REACHES THE COASTLINE DURING
THE DAY TOMORROW.

SOME OF POOR CONSTRUCTION WILL BE UNINHABITABLE UNTIL REPAIRED. HOUSES
OF POOR TO AVERAGE CONSTRUCTION WILL HAVE DAMAGE TO SHINGLES...
SIDING...AND GUTTERS. SOME WINDOWS WILL BE BLOWN OUT. UNFASTENED OUTDOOR
ITEMS OF LIGHT TO MODERATE WEIGHT WILL BECOME AIRBORNE...CAUSING
ADDITIONAL DAMAGE AND POSSIBLE INJURY. DOZENS OF POWER LINES WILL BE BLOWN
DOWN. LOCAL POWER OUTAGES WILL AFFECT ENTIRE NEIGHBORHOODS.

A STORM SURGE OF 3 TO 4 FEET IS EXPECTED NEAR AND JUST TO THE
EAST OF WHERE EDOUARD MAKES LANDFALL. THE WATER LEVELS BELOW
ARE BASED BASED ON THE LANDFALL OF A STRONG TROPICAL STORM IN
THE VICINITY OF GALVESTON BAY. IF EDOUARD BECOMES A CATEGORY ONE
HURRICANE...STORM SURGE LEVELS COULD REACH 4 FEET.
