UPPER LOW IS IN THE N/CENTRAL CARIBBEAN S OF HISPANIOLA NEAR
15N70W WITH A TROUGH AXIS EXTENDING FROM THE VIRGIN ISLANDS SW
TO 14N74W. UPPER RIDGE OVER THE SE CARIBBEAN IS DRAWING TROPICAL
