MAXIMUM WINDS REMAINED CONSISTENT AT 120 MPH. ORGANIZED SHOWERY BANDS
ASSOCIATED WITH TROPICAL CYCLONE PERCY ARE MOVING ACROSS MANU'A ISLANDS
