OUTER RAINBANDS HAVE ALREADY BEGUN TO AFFECT THE NORTH FLORIDA
AREA AND SHOULD INCREASE IN FREQUENCY AND STRENGTH THROUGH TODAY.
WINDS ARE BEGINNING TO OCCASIONALLY REACH TROPICAL STORM FORCE ALONG
THE COASTAL SECTIONS OF FLAGLER COUNTY.
AT 7 AM EDT...1100Z...THE CENTER OF HURRICANE JEANNE WAS LOCATED
NEAR LATITUDE 27.7 NORTH...LONGITUDE 81.4 WEST OR OVER THE CENTRAL
FLORIDA PENINSULA ABOUT 10 MILES NORTH OF SEBRING FLORIDA. THIS IS
ALSO ABOUT 50 MILES SOUTH OF ORLANDO FLORIDA.
JEANNE IS NOW MOVING WEST-NORTHWEST NEAR 12 MPH. A GRADUAL TURN
TOWARD THE NORTHWEST IS EXPECTED DURING THE NEXT 24 HOURS. THIS
MOTION SHOULD BRING THE CENTER OF JEANNE ACROSS THE FLORIDA
PENINSULA TO NEAR THE TAMPA BAY AREA LATER TODAY.
MAXIMUM SUSTAINED WINDS HAVE DECREASED TO NEAR 100 MPH...WITH HIGHER
GUSTS.
REMEMBER...A HURRICANE WARNING MEANS THAT HURRICANE CONDITIONS ARE
EXPECTED IN SOME PORTION OF THE WARNING AREA. ALL EXPECTED IMPACTS
ARE HIGHLY DEPENDENT ON THE ULTIMATE TRACK AND INTENSITY OF JEANNE
AS IT CONTINUES TO MOVE ACROSS THE FLORIDA PENINSULA.

PERSONS IN THE WARNING AREA SHOULD PUT YOUR FAMILYS HURRICANE
PLAN INTO EFFECT AND HEED THE ADVICE OF EMERGENCY MANAGEMENT
OFFICIALS. EVERYONE IN THE WATCH AREA SHOULD REVIEW YOUR FAMILYS
HURRICANE PLAN AND HURRICANE KIT. MARINE INTERESTS IN NORMALLY FLOOD
PRONE AREAS MAY WISH TO SECURE PROPERTY WHICH COULD FLOOD. RESIDENTS
ALONG AREA RIVERS AND FLOOD PRONE AREAS SHOULD PREPARE FOR THE
POSSIBILITY OF FLOODING.
GENERATORS SHOULD ONLY BE USED IN WELL VENTILATED AREAS...DO
NOT RUN GENERATORS IN GARAGES OR SHEDS. NEVER USE CANDLES OR ANY OPEN
FLAME FOR LIGHTING DUE TO THE RISK OF FIRE.
...STORM SURGE FLOOD AND STORM TIDE IMPACTS...
TIDES AROUND 2 TO 3 FEET ABOVE THE HEIGHT OF NORMAL TIDES ARE
EXPECTED TODAY. THESE TIDAL VALUES ARE DUE TO BOTH THE EFFECTS OF THE
HURRICANE AND HIGH ASTRONOMICAL TIDES ASSOCIATED WITH THE APPROACHING
FULL MOON. IT SHOULD BE NOTED THAT DUE TO PERSISTENT ONSHORE WINDS...
TIDE LEVELS ON THE ST. JOHNS RIVER AND OTHER COASTAL WATERWAYS ARE
ALREADY ABOVE NORMAL. THE COMBINATION OF HIGH TIDES AND POSSIBLE
HEAVY RAINFALL MAY RESULT IN FLOODING OF POOR DRAINAGE AREAS
DEPENDANT UPON THE RIVER FOR DRAINAGE. THE MOST LIKELY TIME
FOR SUCH CONDITIONS WILL BE AROUND THE TIME OF THE NEXT HIGH
TIDE THIS EVENING.

COASTAL AREAS OF DUVAL...FLAGLER...NASSAU AND ST JOHNS COUNTIES OF
SHOULD EXPERIENCE SUSTAINED WINDS OF 40 TO 50 MPH WITH OCCASIONAL
GUSTS TO 60 MPH. INLAND PORTIONS OF THE COUNTIES SHOULD EXPERIENCE
WINDS OF 30 TO 40 MPH WITH GUSTS TO 50 MPH. WIND GUSTS OF NEAR 50 MPH
HAVE BEEN REPORTED IN COASTAL FLAGLER COUNTY IN THE LAST HOUR AS ONE
OF THE STRONGER BANDS BEGAN TO MOVE THROUGH AND THESE CONDIITONS
WILL CONTINUE AS ADDTIONAL BANDS MOVE IN. THE AREA FROM ST.
AUGUSTINE SOUTHWARD WILL HAVE A RISK OF WINDS GUSTING TO NEAR
HURRICANE FORCE IN STRONGER BANDS LATER TODAY.
CAMDEN AND GLYNN COUNTIES...
WINDS WILL INCREASE TO 30 TO 40 MPH WITH OCCASIONALLY HIGHER
GUSTS LATER TODAY AS RAINBANDS BEGIN TO SPREAD NORTHWARD.
FORM MARION AND PUTNAM COUNTIES...OUTER BANDS HAVE BEGUN TO MOVE IN
WITH WIND GUSTS OF 30 TO 40 MPH POSSIBLE FOR THE NEXT COUPLE OF
HOURS. WINDS WILL INCREASE TO OCCASIONAL TROPICAL STORM FORCE THROUGH
THE MORNING HOURS AS STRONGER BANDS CONTINUE TO MOVE NORTHWARD INTO
THE AREA.
FOR ALACHUA...GILCHRIST AND SUWANNEE COUNTIES...WINDS ARE
EXPECTED TO GRADUAL INCREASE TO TROPICAL STORM STRENGTH THIS
MORNING AND EARLY THIS AFTERNOON. SUSTAINED WINDS ARE EXPECTED TO
INCREASE TO 45 TO 55 MPH WITH GUSTS TO NEAR 65 MPH BY LATE AFTERNOON
AND CONTINUING INTO TONIGHT.
FOR BAKER...BRADFORD...CLAY...COLUMBIA...HAMILTON...AND UNION
COUNTIES...WINDS WILL GRADUALLY INCREASE TO TROPICAL STORM STRENGTH
THIS MORNING AND EARLY THIS AFTERNOON. WINDS ARE EXPECTED TO
INCREASE TO 40 TO 45 MPH WITH GUSTS TO 55 MPH LATE THIS AFTERNOON AND
TONIGHT.
INLAND SOUTHEAST GEORGIA...
SUSTAINED WINDS ARE EXPECTED TO INCREASE TO 30 TO 35 MPH WITH GUSTS
TO 45 MPH LATE THIS AFTERNOON AND TONIGHT. SUSTAINED WINDS MAY
INCREASE TO TROPICAL STORM FORCE IN SOME AREAS TONIGHT AND AN
INLAND TROPICAL STORM WIND WARNING MAY BECOME NECESSARY FOR SOME
PORTION OF THE AREA LATER TODAY.
...SEAS AND RIP CURRENTS...
A HIGH RISK OF RIP CURRENTS WILL CONTINUE THROUGH MONDAY. SMALL
CRAFT SHOULD REMAIN IN PORT. HIGH SURF AND BEACH EROSION WILL
CONTINUE TO WORSEN TODAY.
...FLOOD IMPACTS...
HEAVY RAINFALL MAY BECOME THE GREATEST IMPACT FROM JEANNE ACROSS
NORTH FLORIDA AND SOUTHEAST GEORGIA.
BASED ON THE CURRENT TRACK...HURRICANE JEANNE WILL POSE A THREAT OF
HEAVY RAINFALL AS IT MOVES NORTHWEST NEAR THE FORECAST AREA SUNDAY
AND SUNDAY NIGHT. AREAS ALONG AND TO THE RIGHT OF THE PATH OF THE
CENTER COULD SEE RAINFALL AMOUNTS OF 5 TO 10 INCHES. SUCH RAINS WOULD
POSE A RENEWED OR CONTINUED THREAT OF FLOODING ON AREA RIVERS.
AS JEANNE MOVES OVER THE EXTREME NORTHEAST PORTIONS OF APALACHEE BAY
IT MAY BEGIN TO TAP MOISTURE FROM THE NORTHEASTERN GULF AND APALACHEE
BAY. THIS COULD RESULT IN LOCALLY HIGHER RAINFALL VALUES OVER
PORTIONS THE SUWANNEE VALLEY INTO MONDAY.
...TORNADOES...
A TORNADO WATCH REMAINS IN EFFECT UNTIL 500 PM EDT FOR ALL ON NORTH
FLORIDA AND PORTIONS OF SOUTHEAST GEORGIA. THE TORNADO THREAT WILL
CONTINUE TO INCREASE TODAY AS RAINBANDS ASSOCIATED WITH JEANNE BECOME
MORE NUMEROUS AND SPREAD NORTHWARD. MOST OF THE AREA WILL CONTINUE TO
BE ON THE RIGHT HAND SIDE OF THE STORM'S CIRCULATION...WHICH IS A
FAVORED LOCATION FOR TORNADO DEVELOPMENT. REMEMBER THAT TORNADOES...
ESPECIALLY THOSE ASSOCIATED WITH TROPICAL CYCLONES...CAN AND OFTEN DO
DEVELOP WITH LITTLE OR NO WARNING.

THE NEXT LOCAL STATEMENT FROM THE NATIONAL WEATHER SERVICE IN
JACKSONVILLE WILL BE ISSUED AROUND 930 AM EDT...OR EARLIER SHOULD
