AT 3 AM EDT...THE CENTER OF HURRICANE JEANNE WAS LOCATED NEAR
LATITUDE 27.4 NORTH... LONGITUDE 80.7 WEST... JUST NORTHEAST OF
OKEECHOBEE FLORIDA OR ABOUT 120 MILES EAST SOUTHEAST OF TAMPA
FLORIDA. JEANNE IS MOVING SLIGHTLY NORTH OF WEST NEAR 13 MPH...AND A
GRADUAL TURN TO THE NORTHWEST IS EXPECTED OVER THE NEXT 24 HOURS.
MAXIMUM SUSTAINED WINDS ARE 115 MPH WITH HIGHER GUSTS. HURRICANE
JEANNE WILL BEGIN TO WEAKEN NOW THAT THE CENTER HAS MOVED ON SHORE.

JEANNES EYE. THE STRONGEST RAIN BANDS EXTEND OVER POLK
HIGHLANDSDESOTO AND HARDEE COUNTIES. AREAS OF GUSTY SHOWERS ARE
MOVING THORUGH SUMTER... EASTERN HERNANDO...EASTERN PASCO... AND
HILLSBOROUGH COUNTIES.

RECENTLY REPORTED WIND GUSTS WERE 94 MPH IN SEBRING AND 79 MPH IN
LAKE PLACID. A PRELIMINARY SURVEY IN EASTERN HIGHLANDS COUNTY
INDICATES EXTENSIVE DAMAGE. HURRICANE FORCE WINDS EXTEND OUTWARD UP
TO 70 MILES FROM THE CENTER...AND TROPICAL STORM FORCE WINDS EXTEND
OUTWARD UP TO 170 MILES. HURRICANE JEANNE IS FORECAST TO MOVE TO JUST
NORTH OF LAKE OKEECHOBEE OVERNIGHT...THEN ACROSS NORTH CENTRAL
FLORIDA BY SUNDAY AFTERNOON. HURRICANE FORCE WINDS...ESPECIALLY IN
GUSTS...ARE POSSIBLE IN HIGHLANDS AND EASTERN POLK COUNTIES OVER THE
NEXT SEVERAL HOURS AND WILL CONTINUE SPREADING NORTHEAST THROUGH POLK
AND SUMTER COUNTIES BY DAYBREAK. TROPICAL STORM FORCE WINDS ARE
EXPECTED TO SPREAD NORTH ALONG THE GULF COAST FROM LEE COUNTY NORTH
TO TAMPA OVERNIGHT...REACHING NORTH TO LEVY COUNTY BY LATE MORNING.
WIND GUSTS TO HURRICANE FORCE WILL BE POSSIBLE FROM SARASOTA COUNTY
NORTH TO LEVY COUNTY AS THE HURRICANE MAKES ITS CLOSEST POINT OF
APPROACH.
MOBILE HOMES IN THE DIRECT PATH OF THE STORM WILL EXPERIENCE MODERATE
TO SEVERE DAMAGE. IN ADDITION...HOUSES OF POOR TO AVERAGE
CONSTRUCTION WILL HAVE PARTIAL WALL AND ROOF FAILURE AS WELL AS BLOWN
OUT WINDOWS. MOST LANAI SCREENS AND POOL CAGES WILL BE DAMAGED...SOME
DESTROYED. UNFASTENED HOME ITEMS OF LIGHT TO MODERATE WEIGHT WILL
BECOME PROJECTILES...CAUSING ADDITIONAL DAMAGE AND POSSIBLE INJURY.
MANY AREAS WILL HAVE POWER OUTAGES...HUNDREDS OF WIRES WILL
FALL...TRANSFORMERS WILL POP...AND SOME POWER POLES WILL BE PULLED
DOWN. ROTTING LARGE TREES WILL BE UPROOTED...MOST COMMON ON SATURATED
GROUNDS. NUMEROUS LARGE BRANCHES OF HEALTHY TREES WILL SNAP.
IN THE AREAS EXPERIENCING TROPICAL STORM WINDS WITH GUSTS TO
HURRICANE FORCE... EXPECT SCATTERED LARGE TREES TO FALL...LARGE
DEBRIS BLOCKING ROADWAYS...AND KNOCKED DOWN POWER LINES. ALSO...SOME
ROOF AND STRUCTURAL DAMAGE IS POSSIBLE.
...STORM SURGE FLOOD AND STORM TIDE IMPACTS...
AS JEANNE MOVES NORTHWESTWARD SUNDAY...WINDS WILL BECOME ONSHORE AND
BEGIN TO RAISE WATER LEVELS 3 TO 6 FEET ABOVE NORMAL TIDE LEVELS
NORTH OF TAMPA BAY...2 TO 4 FEET IN TAMPA BAY AND 1 TO 3 FEET
SOUTH OF TAMPA BAY.

THE CURRENT FORECAST MOVEMENT OF JEANNE WILL PRODUCE RAINFALL OF 6 TO
10 INCHES OVER CENTRAL AND EASTERN PARTS OF FLORIDA... INCLUDING
HIGHLANDS...POLK AND SUMTER COUNTIES. FROM LEVY TO PINELLAS AND
HILLSBOROUGH... DESOTO AND HARDEE COUNTIES...4 TO 8 INCH AMOUNTS
ARE POSSIBLE. IN MANATEE AND SARASOTA COUNTIES...3 TO 6 INCHES OF
RAIN IS EXPECTED AND LEE AND CHARLOTTE COUNTIES MAY RECEIVE 2 TO 4
INCHES OF RAIN. HEAVY RAINS WILL CONTINUE FROM EARLY THIS MORNING
THROUGH THIS AFTERNOON...EXCEPT OVER THE NATURE COAST COUNTIES
WHERE RAIN WILL CONTINUE THROUGH TONIGHT.
A FLOOD WATCH IS IN EFFECT FOR THE AREA. IN POOR DRAINAGE AREAS...
SOME PROPERTY DAMAGE IS POSSIBLE...AND SOME MAIN THOROUGHFARES MAY BE
CLOSED. SOME SMALL STREAMS AND CREEKS WILL SURPASS BANK FULL. LARGER
RIVERS WILL RISE. SEVERAL AREA RIVERS ARE ALREADY ABOVE FLOOD STAGE.
RESIDENTS WHO LIVE NEAR RIVERS SHOULD PREPARE FOR MODERATE TO MAJOR
FLOODING.

WINDS AND SEAS WILL INCREASE OVER THE GULF MAKING CONDITIONS VERY
HAZARDOUS TONIGHT AND SUNDAY. ISOLATED WATERSPOUTS ARE POSSIBLE AS
RAIN BANDS MOVE RAPIDLY SOUTHWEST ACROSS THE WATERS.

THE PRIMARY AREA FOR TORNADO DEVELOPMENT IN TROPICAL SYSTEMS IS THE
RIGHT FRONT QUADRANT OF THE STORM. AS SUCH...A TORNADO WATCH HAS BEEN
ISSUED FOR SUMTER...POLK...HARDEE...HIGHLANDS...AND DESOTO
COUNTIES...UNTIL 6 AM. ISOLATED TORNADOES ARE POSSIBLE IN
THE WATCH AREA. TORNADOES AT NIGHT ARE ESPECIALLY DANGEROUS. STAY
TUNED TO LOCAL MEDIA OR NOAA WEATHER RADIO FOR POSSIBLE WARNINGS AND
