AT 9 PM EDT...THE EYE OF HURRICANE JEANNE WAS LOCATED NEAR LATITUDE
27.2 NORTH...LONGITUDE 79.5 WEST OR ABOUT 75 MILES SOUTHEAST OF VERO
BEACH FLORIDA...AND ABOUT 55 MILES EAST-SOUTHEAST OF FORT PIERCE
FLORIDA.
JEANNE IS MOVING BETWEEN THE WEST AND WEST-NORTHWEST NEAR 13 MPH. A
GRADUAL TURN TO THE NORTHWEST IS EXPECTED DURING THE NEXT 24 HOURS.
ON THIS TRACK...THE CORE OF THE HURRICANE WILL REACH THE FLORIDA
EAST COAST IN A FEW HOURS. HURRICANE FORCE WINDS ARE EXPECTED TO
SPREAD INLAND AS MUCH AS 100 MILES ALONG THE TRACK OF JEANNE.
MAXIMUM SUSTAINED WINDS ARE NEAR 115 MPH WITH HIGHER GUSTS. JEANNE
IS A DANGEROUS CATEGORY THREE HURRICANE ON THE SAFFIR-SIMPSON
HURRICANE SCALE. SOME ADDITIONAL STRENGTHENING IS POSSIBLE BEFORE
LANDFALL IN FLORIDA. STRONGER WINDS...ESPECIALLY IN GUSTS...ARE
LIKELY TO OCCUR ON HIGH RISE BUILDINGS.
REMEMBER...A HURRICANE WARNING MEANS THAT HURRICANE CONDITIONS ARE
EXPECTED IN SOME PORTION OF THE WARNING AREA. ALL EXPECTED IMPACTS
ARE HIGHLY DEPENDENT ON THE ULTIMATE TRACK AND INTENSITY OF JEANNE.
OUTER RAINBANDS ASSOCIATED HAVE ALREADY BEGUN TO AFFECT THE
NORTHEAST FLORIDA AND SOUTHEAST GEORGIA COASTAL WATERS...AND WILL
INCREASE IN FREQUENCY AND STRENGTH TONIGHT AND SUNDAY.
...PRECAUTIONARY/PREPAREDNESS ACTIONS...
PERSONS IN THE WARNING AREA SHOULD PUT YOUR FAMILYS HURRICANE
PLAN INTO EFFECT AND HEED THE ADVICE OF EMERGENCY MANAGEMENT
OFFICIALS. EVERYONE IN THE WATCH AREA SHOULD REVIEW YOUR FAMILYS
HURRICANE PLAN AND HURRICANE KIT. MARINE INTERESTS IN NORMALLY FLOOD
PRONE AREAS MAY WISH TO SECURE PROPERTY WHICH COULD FLOOD. RESIDENTS
ALONG AREA RIVERS AND FLOOD PRONE AREAS SHOULD PREPARE FOR THE
POSSIBILITY OF FLOODING.
GENERATORS SHOULD ONLY BE USED IN WELL VENTILATED AREAS...DO
NOT RUN GENERATORS IN GARAGES OR SHEDS. NEVER USE CANDLES OR ANY OPEN
FLAME FOR LIGHTING DUE TO THE RISK OF FIRE.
...STORM SURGE FLOOD AND STORM TIDE IMPACTS...
TIDES OF 2 TO 3 FEET ABOVE THE HEIGHT OF NORMAL TIDES WILL BE
POSSIBLE TONIGHT WITH VALUES AS HIGH AS 3 TO 5 FEET ABOVE NORMAL
POSSIBLE ON SUNDAY. IT SHOULD BE NOTED THAT DUE TO PERSISTENT ONSHORE
WINDS...TIDE LEVELS ON THE ST. JOHNS RIVER ARE ALREADY ABOVE NORMAL.
COMBINED WITH ALREADY HIGH ASTRONOMICAL TIDES AND POSSIBLE HEAVY
RAINFALL...FLOODING WILL BE POSSIBLE ALONG THE ST. JOHNS RIVER.
...WIND IMPACTS...
ALONG THE COAST...SUSTAINED WINDS WILL INCREASE TO 25 TO 35 MPH
OVERNIGHT WITH GUSTS TO 45 MPH POSSIBLE. WINDS WILL INCREASE TO 50
TO 60 MPH WITH GUSTS TO NEAR HURRICANE FORCE FROM ST. AUGUSTINE
SOUTHWARD EARLY SUNDAY. TROPICAL STORM FORCE WINDS WILL SPREAD
NORTHWARD DURING THE DAY ALONG THE REST OF THE COAST FROM NORTH OF
ST.AUGUSTINE TO ALTAMAHA SOUND GEORGIA.
INLAND...WINDS COULD INCREASE TO TROPICAL STORM FORCE IN PUTNAM AND
MARION COUNTIES BETWEEN 3 AND 9 AM AND COULD INCREASE TO NEAR
HURRICANE FORCE BY MIDDAY SUNDAY. WINDS ACROSS THE REST OF INLAND
NORTHEAST FLORIDA WILL INCREASE TO TROPICAL STORM FORCE DURING THE
DAY ON SUNDAY AND CONTINUE INTO SUNDAY NIGHT.
IN SOUTHEAST GEORGIA...WINDS WILL INCREASE TO 25 TO 35 MPH DURING THE
DAY SUNDAY...AND MAY INCREASE TO NEAR TROPICAL STORM FORCE BY
SUNDAY NIGHT DEPENDING ON THE EXACT TRACK AND INTENSITY OF JEANNE.
...SEAS AND RIP CURRENTS...
A HIGH RISK OF RIP CURRENTS WILL CONTINUE THROUGH THE WEEKEND. SMALL
CRAFT SHOULD STAY IN PORT. HEAVY SURF AND BEACH EROSION WILL
CONTINUE TO WORSEN TONIGHT AND SUNDAY.
...FLOOD IMPACTS...
BASED ON THE CURRENT TRACK...HURRICANE JEANNE WILL POSE A THREAT OF
HEAVY RAINFALL AS IT MOVES NORTHWEST THROUGH THE FORECAST AREA SUNDAY
AND SUNDAY NIGHT. AREAS ALONG AND TO THE RIGHT OF THE PATH OF THE
CENTER COULD SEE RAINFALL AMOUNTS OF 5 TO 8 INCHES. SUCH RAINS WOULD
POSE A RENEWED OR CONTINUED THREAT OF FLOODING ON AREA RIVERS.
IF JEANNE MOVES FAR ENOUGH WEST IT MAY BEGIN TO TAP MOISTURE FROM THE
NORTHEASTERN GULF OF MEXICO AND APALACHEE BAY. THIS COULD CAUSE
LOCALLY HIGHER RAINFALL OVER THE SUWANNEE VALLEY AREA SUNDAY NIGHT
INTO MONDAY.
...TORNADOES...
A TORNADO WATCH IS IN EFFECT UNTIL MIDNIGHT EDT FOR ST. JOHNS...
FLAGLER...PUTNAM AND MARION COUNTIES. THE TORNADO THREAT WILL
CONTINUE TO INCREASE OVERNIGHT AND SUNDAY AS RAINBANDS ASSOCIATED
WITH JEANNE BECOME MORE NUMEROUS AND SPREAD NORTHWARD. MOST OF THE
AREA WILL CONTINUE TO BE ON THE RIGHT HAND SIDE OF THE STORM'S
CIRCULATION...WHICH IS A FAVORED LOCATION FOR TORNADO DEVELOPMENT.
REMEMBER THAT TORNADOES...ESPECIALLY THOSE ASSOCIATED WITH TROPICAL
CYCLONES...CAN AND OFTEN DO DEVELOP WITH LITTLE OR NO WARNING.
...NEXT UPDATE...
THE NEXT LOCAL STATEMENT FROM THE NATIONAL WEATHER SERVICE IN
JACKSONVILLE WILL BE ISSUED AROUND 1130 PM EDT...OR EARLIER SHOULD
CONDITIONS WARRANT.
