VISITORS OF PUERTO RICO...CULEBRA...VIEQUES AND THE U.S. VIRGIN
ISLANDS.

THE TROPICAL STORM WARNING FOR PUERTO RICO...INCLUDING CULEBRA AND
VIEQUES HAS BEEN CANCELED.

THE COASTAL FLOOD WARNING HAS BEEN DISCONTINUED FOR
VIEQUES...CULEBRA AND THE NORTHEAST...EAST AND SOUTH COAST OF PUERTO
RICO

THE COASTAL FLOOD WARNING FOR ST CROIX...ST THOMAS...ST JOHN AND THE
ADJACENT ISLANDS HAS BEEN CANCELLED.

THE HIGH SURF ADVISORY HAS BEEN DISCONTINUED FOR VIEQUES...CULEBRA
AND THE NORTHEAST...EAST AND SOUTH COAST OF PUERTO RICO

THOMAS...ST JOHN AND THE ADJACENT ISLANDS.

A FLASH FLOOD WARNING IS IN EFFECT FOR ALL OF PUERTO RICO...
INCLUDING CULEBRA AND VIEQUES.

A FLASH FLOOD WARNING IS IN EFFECT FOR ST CROIX...ST THOMAS...ST
JOHN AND THE ADJACENT ISLANDS.

A COASTAL FLOOD WARNING IS IN EFFECT FROM CABO ROJO NORTH TO
AGUADILLA.

...STORM UPDATE...

AT 5 AM AST...THE CENTER OF TROPICAL STORM JEANNE WAS ESTIMATED NEAR
LATITUDE 18.8 NORTH...LONGITUDE 68.1 WEST OR ABOUT 65 MILES WEST
NORTHWEST OF AGUADILLA PUERTO RICO.

JEANNE WAS MOVING TOWARD THE WEST NEAR 9 MPH AND THIS GENERAL MOTION
IS EXPECTED TO CONTINUE FOR THE NEXT 24 HOURS.

MAXIMUM SUSTAINED WINDS ARE NEAR 70 MPH...WITH HIGHER GUSTS. LITTLE
CHANGE IN STRENGTH IS FORECAST DURING THE NEXT 24 HOURS AS JEANNE
HUGS THE NORTH COAST OF THE DOMINICAN REPUBLIC.

TROPICAL STORM FORCE WINDS EXTEND OUTWARD UP TO 40 MILES FROM THE
CENTER.

ISOLATED TORNADOES ARE POSSIBLE OVER PUERTO RICO AND THE U.S. VIRGIN
ISLANDS THIS MORNING...WITH WATERSPOUTS LIKELY OVER THE ADJACENT
COASTAL WATERS

...WIND IMPACTS...
THE THREAT OF SUSTAINED TROPICAL STORM FORCE WINDS HAS ENDED AS
JEANNE FINALLY MOVES FURTHER WEST NORTHWEST. THE MAIN CONCERN
TODAY IS FOR OCCASIONAL WINDY AND RAINY CONDITIONS AS BACKSIDE
RAINBANDS PASS OVER THE AREA. WINDS ARE FORECAST TO BE 15 TO 25
MPH...AND A LITTLE HIGHER OVER ELEVATED TERRAINS SECTIONS TO 30 MPH.
GUSTS TO AROUND 40 MPH WILL BE POSSIBLE IN PASSING SHOWERS

...MARINE IMPACTS...
ROUGH AND CONFUSED SEAS WILL GRADUALLY DIMINISH AS JEANNE MOVE AWAY
FROM OUR AREA. HOWEVER...ROUGH AND CONFUSED SEAS WILL CONTINUE
ACROSS ALL BUT THE EXTREME EAST CARIBBEAN COASTAL WATERS.

RIP CURRENTS WILL CONTINUE TO AFFECT ALL THE COASTAL SECTIONS OF THE
U.S. VIRGIN ISLANDS...CULEBRA...VIEQUES AND PUERTO RICO THROUGH THIS
MORNING ALL SURFERS AND SWIMMERS SHOULD CONTINUE TO STAY OUT OF THE
WATER THIS MORNING OR UNTIL CONDITIONS IMPROVE.

...RAINFALL AND FLASH FLOOD POTENTIAL...
BANDS OF SHOWERS AND THUNDERSTORMS WILL CONTINUE TO DEVELOP AND MOVE
ACROSS THE U.S. VIRGIN ISLANDS...VIEQUES...CULEBRA AND THE PUERTO
RICO THIS MORNING.

RAINFALL TOTALS OF 9 TO 13 INCHES ARE POSSIBLE ACROSS THE U.S.
VIRGIN ISLANDS...VIEQUES AND CULEBRA AND MOST OF PUERTO RICO THIS
TODAY...WITH LOCALLY HEAVIER AMOUNTS PROBABLE. THIS TORRENTIAL
RAINFALL WILL CONTINUE TO RESULT IN LIFE THREATENING FLASH
FLOODING...AND MAY RESULT IN NEAR RECORD RIVER FLOODING IN A FEW
LOCATIONS. IN ADDITION...DANGEROUS MUDSLIDES AND LANDSLIDES WILL
CONTINUE TO OCCUR OVER AREAS OF STEEP OR UNSTABLE TERRAIN.

THE POTENTIAL FOR FLASH OR RIVER FLOODING ACROSS PUERTO RICO AND THE
U.S. VIRGIN ISLANDS WILL REMAIN HIGH THROUGH TODAY AS RAINBANDS MOVE
ACROSS THE AREA. LOCALIZED AMOUNTS OF 16 TO 18 INCHES ARE STILL
POSSIBLE AS BACKSIDE RAINBANDS PASS OVER. SHORT PERIODS OF HEAVY
RAIN WILL QUICKLY CAUSE PROBLEMS FOR RECOVERY WORK UNTIL JEANNE
COMPLETELY EXITS THE REGION.

POWER OUTAGES HAVE BEEN REPORTED ISLAND WIDE AND DOWNED POWER LINES
AND TREES LITTER ROADS AND STREETS. MOST RIVERS AND STREAMS ACROSS
THE NORTH HALF OF PUERTO RICO ARE AT BANKFULL WITH MANY RIVERS ABOVE
FLOOD STAGE...SOME REPORTING HISTORIC LEVELS. WATER WILL CONTINUE TO
FLOW DOWNSTREAM WITH DEADLY RUSHES OF WATER POSSIBLE.
RESIDENTS...VISITORS...AND MOTORISTS SHOULD NOT VENTURE OUT ACROSS
PUERTO RICO...VIEQUES OR CULEBRA THIS MORNING. IN SOME AREAS PUBLIC
SAFETY OFFICIALS ARE TURNING MOTORISTS AROUND AND NOT ALLOWING
THEM TO PASS.
