TROPICAL STORM JEANNE CONTINUES MOVING ACROSS THE AREA. IF YOU LIVE
IN AN AREA PRONE TO COASTAL...FLASH OR RIVER FLOODING...YOU SHOULD
HAVE ALREADY MOVED TO HIGHER GROUND AND SHOULD BE INSIDE A SAFE
DWELLING. IF YOU ARE ALREADY INSIDE A SAFE AND STURDY SHELTER...YOU
SHOULD REMAIN THERE UNTIL THE STORM HAS MOVED WELL PAST THE LOCAL
ISLANDS.

AT 11 AM AST...THE CENTER OF TROPICAL STORM JEANNE WAS ESTIMATED
NEAR LATITUDE 17.8 NORTH...LONGITUDE 65.8 WEST OR ABOUT 45 MILES
SOUTH SOUTHEAST OF SAN JUAN. THIS IS ALSO ABOUT 60 MILES EAST
SOUTHEAST OF PONCE...30 MILES SOUTHWEST OF VIEQUES...45 MILES
SOUTHWEST OF CULEBRA...50 MILES WEST OF ST CROIX AND 70 MILES
SOUTHWEST OF ST THOMAS.

JEANNE WAS MOVING TOWARD THE WEST-NORTHWEST NEAR 8 MPH AND THIS
MOTION IS EXPECTED TO CONTINUE FOR THE NEXT 24 HOURS. THIS MOTION
SHOULD BRING THE CENTER OVER PUERTO RICO THIS AFTERNOON.

MAXIMUM SUSTAINED WINDS ARE NEAR 70 MPH...WITH HIGHER GUSTS.
STRONGER WINDS...POSSIBLY SUSTAINED AT HURRICANE FORCE...ARE LIKELY
OVER ELEVATED TERRAIN. SOME SLOW STRENGTHENING IS POSSIBLE DURING
THE NEXT 24 HOURS...AND JEANNE COULD BECOME A HURRICANE BEFORE
REACHING PUERTO RICO.

TROPICAL STORM FORCE WINDS EXTEND OUTWARD UP TO 60 MILES FROM THE
CENTER.

ISOLATED TORNADOES ARE POSSIBLE OVER PUERTO RICO AND THE U.S. VIRGIN
ISLANDS THROUGH THIS EVENING.

BASED ON THE LATEST OFFICIAL TRACK AND DOPPLER RADAR DATA...THE
CENTER OF TROPICAL STORM JEANNE WILL ENTER THE SOUTHEAST COAST OF
PUERTO RICO NEAR MAUNABO AND YABUCOA BETWEEN 1230 PM AND 1 PM...THEN
CONTINUE WEST-NORTHWEST ACROSS CENTRAL PUERTO RICO...EXITING PUERTO
RICO NEAR AGUADILLA AROUND 11 PM TONIGHT. YOU ARE URGED NOT TO
FOLLOW THE EXACT CENTER OF THE STORM AS JEANNE IS NOT A POINT AND
ITS EFFECTS WILL EXTEND OUT OVER 60 MILES FROM ITS CENTER.

TROPICAL STORM FORCE WINDS...WITH BRIEF GUSTS TO HURRICANE FORCE
POSSIBLE...ARE EXPECTED TO CONTINUE ACROSS ST CROIX THROUGH AT LEAST
3 PM THIS AFTERNOON BEFORE JEANNE MOVES FAR ENOUGH AWAY TO LESSEN
ITS EFFECT OVER THE ISLAND.

TROPICAL STORM FORCE WINDS...MAINLY IN SQUALLS AND THUNDERSTORMS AND
OVER ELEVATIONS...ARE EXPECTED TO CONTINUE ACROSS ST THOMAS...ST
JOHN AND THE ADJACENT ISLANDS THROUGH AT LEAST 2 PM THIS AFTERNOON.

TROPICAL STORM FORCE WINDS OF 40 TO 70 MPH...WITH OCCASIONAL GUSTS
ABOVE HURRICANE FORCE ESPECIALLY IN SQUALLS AND THUNDERSTORMS AND
OVER HIGHER ELEVATIONS...WILL CONTINUE TO AFFECT VIEQUES AND CULEBRA
AND THE EASTERN THIRD OF PUERTO RICO THROUGH MUCH OF THIS AFTERNOON
AND WILL CONTINUE GRADUALLY SPREADING WEST NORTHWEST ACROSS THE
REMAINDER OF PUERTO RICO DURING THROUGH THIS AFTERNOON AND THIS
EVENING. TROPICAL STORM CONDITIONS ARE EXPECTED TO DIMINISH ACROSS
THE EAST HALF OF PUERTO RICO LATER THIS EVENING AND THE REST OF
PUERTO RICO EARLY THURSDAY MORNING.

LIKELY REACHING 8 TO 13 FEET OR HIGHER AS JEANNE PASSES. BUILDING
SURF AND TIDES OF 1 TO 3 FEET ABOVE NORMAL WILL AFFECT PUERTO RICO
AND THE U.S. VIRGIN ISLANDS THROUGH AT LEAST EARLY TONIGHT. IN
ADDITION...STORM SURGE FLOODING OF 1 TO 3 FEET ABOVE NORMAL TIDE
LEVELS...ALONG WITH LARGE AND DANGEROUS BATTERING WAVES...SHOULD BE
EXPECTED ALONG THE SOUTHEAST COAST OF PUERTO RICO...NEAR AND TO THE
RIGHT OF WHERE THE CENTER MAKES LANDFALL.

THROUGH TONIGHT AND EARLY WEDNESDAY...WITH LOCALLY HEAVIER AMOUNTS
PROBABLE. THIS TORRENTIAL RAINFALL WILL CONTINUE TO RESULT IN LIFE
THREATENING FLASH FLOODING AND RIVER FLOODING. IN ADDITION...
DANGEROUS MUDSLIDES AND LANDSLIDES ARE LIKELY OVER AREAS OF STEEP
TERRAIN.

THE FLASH AND RIVER FLOODING POTENTIAL ACROSS ST CROIX...ST
THOMAS...ST JOHN  AND THE ADJACENT ISLANDS...CULEBRA...VIEQUES AND
ALL OF PUERTO RICO IS VERY SIGNIFICANT. THIS IS A SLOW MOVING SYSTEM
WHICH HAS THE POTENTIAL TO PRODUCE TORRENTIAL RAINFALL...SIMILAR TO
HURRICANE HORTENSE IN 1996...WHICH MAY RESULT IN LOCALIZED AREAS
RECEIVING 15 TO 20 INCHES OR MORE.
