A HURRICANE WARNING IS IN EFFECT FOR ALL OF PUERTO RICO...INCLUDING
CULEBRA AND VIEQUES AND MONA ISLAND.
A HURRICANE WARNING IS IN EFFECT FOR ST CROIX...ST THOMAS...ST JOHN
AND THE ADJACENT ISLANDS.
A FLASH FLOOD WATCH IS IN EFFECT FOR ALL OF PUERTO RICO INCLUDING
CULEBRA AND VIEQUES...AND THE U.S. VIRGIN ISLANDS.
A HIGH SURF ADVISORY IS IN EFFECT FOR ALL THE U.S VIRGIN ISLANDS AND
FOR THE NORTHEAST...EAST AND SOUTH COASTS OF CULEBRA...VIEQUES AND
PUERTO RICO.
A COASTAL FLOOD WATCH IS IN EFFECT FOR ALL THE THE U.S. VIRGIN
ISLANDS.
THE COASTAL FLOOD WATCH IS HAS BEEN EXPANDED TO NOW INCLUDE ALL OF
PUERTO RICO...INCLUDING VIEQUES...CULEBRA.
SMALL CRAFT IN THE U.S. VIRGIN ISLANDS SHOULD REMAIN IN PORT. SMALL
CRAFT IN PUERTO RICO...INCLUDING VIEQUES AND CULEBRA SHOULD REMAIN
IN PORT.

RESIDENTS SHOULD CONTINUE TO KEEP UPDATED FOR THE LATEST INFORMATION
FROM THE NATIONAL WEATHER SERVICE AND FOLLOW INSTRUCTIONS FROM LOCAL
OFFICIALS AS TROPICAL STORM JEANNE MOVES ACROSS THE AREA.

ALL SCHOOLS IN ST CROIX...ST THOMAS AND THE ADJACENT ISLANDS WILL BE
CLOSED ON WEDNESDAY.

ALL SCHOOLS IN PUERTO RICO WILL BE CLOSED ON WEDNESDAY.

ALL COMMONWEALTH GOVERNMENT EMPLOYEES OF PUERTO RICO HAVE BEEN
DISMISSED FROM WORK ON WEDNESDAY.

A HURRICANE WARNING MEANS HURRICANE CONDITIONS ARE EXPECTED IN 24
HOURS OR LESS.

AT 8 PM AST...THE CENTER OF TROPICAL STORM JEANNE WAS LOCATED NEAR
LATITUDE 17.0 NORTH...LONGITUDE 64.1 WEST OR ABOUT 65 MILES
SOUTHEAST OF ST CROIX...110 MILES SOUTHEAST OF ST THOMAS...115 MILES
SOUTHEAST OF VIEQUES...160 MILES SOUTHEAST OF SAN JUAN OR 175 MILES
SOUTHEAST OF PONCE.

JEANNE WAS MOVING TOWARD THE WEST-NORTHWEST NEAR 10 MPH...AND THIS
GENERAL MOTION IS EXPECTED TO CONTINUE AS TROPICAL STORM JEANNE
MOVES ACROSS THE U.S. VIRGIN ISLANDS AND PUERTO RICO THROUGH
WEDNESDAY.

MAXIMUM SUSTAINED WINDS REPORTED BY AN AIR FORCE RESERVE
RECONNAISSANCE AIRCRAFT HAVE INCREASED TO NEAR 60 MPH...WITH HIGHER
GUSTS. ADDITIONAL STRENGTHENING IS FORECAST DURING THE NEXT 24 HOURS
AND JEANNE COULD BECOME A HURRICANE AS EARLY AS WEDNESDAY.

TROPICAL STORM FORCE WINDS EXTEND OUTWARD UP TO 50 MILES FROM THE
CENTER.

BASED ON THE LATEST OFFICIAL TRACK...THE CENTER OF TROPICAL STORM
JEANNE IS FORECAST TO PASS JUST SOUTH OF ST CROIX AROUND 10 PM
TONIGHT...THEN REACHING THE SOUTH-SOUTHEAST COAST OF PUERTO RICO
NEAR PONCE AROUND 7 AM WEDNESDAY MORNING WHERE JEANNE IS FORECAST TO
REACH HURRICANE STRENGTH BEFORE MOVING INLAND...THEN MOVING WEST
NORTHWEST EXITING NEAR MAYAGUEZ AROUND 2 PM WEDNESDAY AFTERNOON.

WINDS WILL CONTINUE TO INCREASE ACROSS ST CROIX THROUGH THE REST OF
THIS EVENING...INCREASING TO TROPICAL STORM FORCE WINDS OF 40 TO 50
MPH WITH HURRICANE FORCE GUSTS WINDS BY 10 PM THEN CONTINUE
BEYOND MIDNIGHT. OVER ST THOMAS...ST JOHN AND THE ADJACENT
ISLANDS...WINDS WILL GRADUALLY INCREASE TO 25 TO 45 MPH TONIGHT...
WITH HIGHER GUSTS...ESPECIALLY IN GUSTS AND SQUALLS AND OVER HIGHER
ELEVATIONS.

WINDS ARE EXPECTED TO GRADUALLY INCREASE TO TROPICAL STORM
FORCE...40 MPH OR HIGHER...ACROSS VIEQUES AROUND MIDNIGHT TONIGHT AND
THEN SPREAD WEST NORTHWEST ACROSS CULEBRA THE EAST HALF OF PUERTO
RICO BY 400 AM. SUSTAINED WINDS OF 50 MPH OR HIGHER ARE EXPECTED
TO BEGIN ACROSS THE SOUTHEAST COASTS OF PUERTO RICO AROUND 300 AM
THEN SPREAD WEST ACROSS THE SOUTH COASTS OF PUERTO RICO...THEN THE
REST OF PUERTO RICO THROUGH WEDNESDAY. BASED ON THE CURRENT FORECAST
HURRICANE FORCE WINDS MAY START TO AFFECT THE SOUTH COAST OF PUERTO
RICO NEAR PONCE AS JEANNE MOVES INLAND WEDNESDAY AFTERNOON.

COASTAL SEAS...SURF...AND TIDES WILL INCREASE ACROSS THE ATLANTIC
COASTAL WATERS...THE EASTERN CARIBBEAN COASTAL WATERS AND THE
ANEGADA PASSAGE THROUGH WEDNESDAY...WITH SEAS LIKELY REACHING 8 TO
12 FEET OR HIGHER AS JEANNE PASSES. BUILDING SURF AND TIDES OF 1 TO
2 FEET ABOVE NORMAL WILL AFFECT THE VIRGIN ISLANDS THROUGH WEDNESDAY.

THESE DETERIORATING CONDITIONS WILL THEN SPREAD TO THE
SOUTHEAST...EAST...AND NORTHEAST COASTS OF PUERTO RICO TONIGHT AND
EARLY WEDNESDAY. MARINERS ACROSS EASTERN PUERTO RICO SHOULD HAVE
COMPLETED THEIR PREPARATIONS. BE SMART...FOR YOU AND YOUR LOVED
ONES...NEVER ATTEMPT TO RIDE OUT A TROPICAL STORM OR HURRICANE
ABOARD YOUR VESSEL!

STRONG RIP CURRENTS WILL BE DEVELOPING ACROSS THE VIRGIN ISLANDS
THIS EVENING...AND ACROSS NORTHEAST...EAST...SOUTHEAST AND SOUTH
COAST OF PUERTO RICO TONIGHT AND WEDNESDAY DUE TO BUILDING WAVE
ACTION AND STRONG STORM FORCE WINDS. PERSONS SHOULD REMAIN OUT OF
THE WATER DURING THE PASSAGE OF JEANNE.

BANDS OF SHOWERS AND THUNDERSTORMS HAVE ALREADY SPREAD ACROSS THE
U.S. VIRGIN ISLANDS...VIEQUES AND CULEBRA AND THE EAST HALF OF
PUERTO RICO...AND WILL CONTINUE TO MOVE ACROSS THE REST OF PUERTO
RICO THIS EVENING. THESE BANDS WILL BECOME MORE FREQUENT AND MORE
INTENSE THROUGH THIS EVENING...AND THEN CONTINUE TO SHIFT WEST
NORTHWEST THROUGH WEDNESDAY.

RAINFALL TOTALS OF 8 TO 10 INCHES ARE EXPECTED ACROSS THE U.S.
VIRGIN ISLANDS...VIEQUES AND CULEBRA AND MOST OF PUERTO RICO
BEGINNING THIS EVENING THROUGH WEDNESDAY...WITH LOCALLY HEAVIER
AMOUNTS PROBABLE. THE PROBABILITY OF TORRENTIAL RAINFALL AND FLASH
FLOODING AND OR RIVER FLOODING WILL REMAIN HIGH AS THE TROPICAL
STORM MOVES TOWARD AND THEN ACROSS THE LOCAL AREA THROUGH WEDNESDAY.
IN ADDITION... MUDSLIDES ARE PROBABLE OVER AREAS OF STEEP TERRAIN.

THE THREAT OF FLASH FLOODING ACROSS ST CROIX AND PUERTO RICO IS
SIGNIFICANT. TROPICAL STORM JEANNE IS FORECAST TO BECOME A HURRICANE
AS IT MAKES LANDFALL ON WEDNESDAY. THIS IS A SLOW MOVING
INTENSIFYING SYSTEM WHICH HAS THE POTENTIAL TO PRODUCE TORRENTIAL
RAINFALL...SIMILAR TO HURRICANE HORTENSE IN 1996...WHICH MAY RESULT
IN LOCALIZED AREAS RECEIVING 15 TO 20 INCHES OR MORE.
