...STORM INFORMATION...
AT 11 PM EDT THE CENTER OF TROPICAL DEPRESSION FRANCES WAS
LOCATED NEAR LATITUDE 31.3 NORTH...LONGITUDE 84.6 WEST OR ABOUT
30 MILES SOUTHWEST OF ALBANY GEORGIA. THE DEPRESSION IS MOVING TOWARD
THE NORTH NORTHWEST NEAR 12 MPH AND A TURN TOWARD THE NORTH IS
EXPECTED DURING THE NEXT 24 HOURS. MAXIMUM SUSTAINED WINDS HAVE
DECREASED TO NEAR 35 MPH WITH HIGHER GUSTS. GRADUAL WEAKENING IS
EXPECTED TO CONTINUE AS THE DEPRESSION CONTINUES TO MOVE OVER LAND.
THE ESTIMATED MINIMUM CENTRAL PRESSURE IS 985 MB...29.09 INCHES.

...PRECAUTIONARY/PREPAREDNESS ACTIONS...
ALTHOUGH FRANCES HAS WEAKENED AND CONTINUES TO MOVE
INLAND...CONDITIONS WILL CONTINUE TO BE POOR THE REST OF THIS
EVENING ACROSS THE FLORIDA BIG BEND AND SOUTHERN GEORGIA. RESIDENTS
SHOULD CONTINUE TO BE PREPARED FOR POWER OUTAGES AND POOR TRAVELING
CONDITIONS.

...RAINFALL AND FLOOD POTENTIAL INFORMATION...
A FLOOD WATCH IS IN EFFECT FOR EASTERN FLORIDA PANHANDLE...SOUTHWEST
AND SOUTH CENTRAL GEORGIA...SOUTHEAST ALABAMA...AND THE FLORIDA BIG
BEND. SO FAR THE HEAVIEST RAIN HAS OCCURRED OVER THE BIG BEND WITH
TOTALS OF 3 TO 5 INCHES. THE HEAVIEST RAINFALL IS NOW OCCURRING
ACROSS SOUTHWEST GEORGIA. LOCALLY HEAVY RAIN WILL CONTINUE THROUGH
TONIGHT OVER GEORGIA AND THE FLORIDA BIG BEND...WITH ADDITIONAL
RAINFALL AMOUNTS OF 2 TO 4 INCHES. LOCALLY HIGHER AMOUNTS WILL BE
POSSIBLE...AS RAINBANDS CONTINUE TO MOVE ONSHORE FROM THE GULF OF
MEXICO. THIS WILL CAUSE LOCALIZED FLOODING IN MANY AREAS...ESPECIALLY
IN URBAN AND LOW LYING AREAS...AND NEAR SMALL CREEKS AND STREAMS.
RESIDENTS NEAR SMALL EARTHEN DAMS SHOULD BE ALERT FOR RAPIDLY RISING
WATER AND POTENTIAL FLASH FLOODING IF THE DAM BREAKS. TRAVEL HAS
BECOME VERY HAZARDOUS AS HEAVY RAIN GREATLY REDUCES VISIBILITY AND
CAUSES FLOODING OF LOW LYING AREAS. MANY TROPICAL CYCLONE RELATED
DEATHS HAVE COME FROM MOTORISTS BEING SWEPT AWAY BY RAPIDLY RISING
WATER.

...WIND IMPACTS...
IN THE FLORIDA BIG BEND AND SOUTHWEST AND SOUTH CENTRAL
GEORGIA...OBSERVATIONS IN FROM THE LOCAL AREA INDICATE SUSTAINED
WINDS OF 20 TO 25 MPH WITH HIGHER GUSTS OCCURRING...MAINLY
EAST OF THE APALACHICOLA RIVER. OVER THE FLORIDA PANHANDLE AND
SOUTHEAST ALABAMA...OBSERVATIONS INDICATE WINDS OF 15 TO 25 MPH WITH
HIGHER GUSTS. HOWEVER...LOCAL MARINE BUOYS SHOW SUSTAINED WINDS 20
MPH WITH HIGHER GUSTS. DOWNED TREES AND POWER LINES CAN BE
EXPECTED WITH THESE WINDS. THE WIND ADVISORY WILL LIKELY BE
DISCONTINUED TUESDAY MORNING AS FRANCES MOVES NORTH OUT OF THE
REGION.

...STORM SURGE FLOOD AND STORM TIDE IMPACTS...
THE STORM SURGE ALONG PORTIONS OF THE COAST OF APALACHEE BAY WILL
REACH 3 TO 5 FEET TONIGHT...MAINLY FROM THE SAINT MARKS RIVER TO THE
SUWANNEE RIVER. DURING THE NEXT 12 HOURS...SUSTAINED ONSHORE WINDS IN
THIS REGION COULD REACH AS HIGH AS 35 MPH.

LOCAL TIDES OF INTEREST FOR TODAY...

MOUTH OF THE SUWANNEE RIVER...
LOW TIDE...126 AM TUESDAY. HIGH TIDE...724 AM TUESDAY.

SAINT MARKS RIVER ENTRANCE...
LOW TIDE...100 AM TUESDAY. HIGH TIDE...648 AM TUESDAY.

APALACHICOLA...
HIGH TIDE...834 AM TUESDAY.

...RIP CURRENTS...
STRONG RIP CURRENTS CAN BE EXPECTED FROM ST GEORGE ISLAND TO
DESTIN DUE TO THE INCREASED WAVE ACTION.

...NEXT UPDATE...
THIS WILL BE THE LAST LOCAL STATEMENT ISSUED BY THE TALLAHASSEE
NATIONAL WEATHER SERVICE OFFICE. BEGINNING AT 5 AM EDT...FURTHER
DETAILED INFORMATION ON FRANCES CAN BE FOUND IN PUBLIC ADVISORIES
ISSUED BY THE HYDROMETEOROLOGICAL PREDICTION CENTER...UNDER WMO
