WEATHER CONDITIONS WILL CONTINUE TO SLOWLY IMPROVE TONIGHT
AND TUESDAY...BUT IT WILL BE A GRADUAL PROCESS WITH GUSTY WINDS AND
HEAVY RAINS CONTINUING AT TIMES...ESPECIALLY IN THE INTERIOR
SECTIONS OF NORTHEAST FLORIDA AND SOUTHEAST GEORGIA.
AT 5 PM EDT...2100Z...THE CENTER OF TROPICAL STORM FRANCES WAS
LOCATED INLAND NEAR LATITUDE 30.6 NORTH...LONGITUDE 84.3 WEST OR
ABOUT 75 MILES... 120 KM...NORTHEAST OF APALACHICOLA FLORIDA.
FRANCES IS MOVING TOWARD THE NORTH-NORTHWEST NEAR 9 MPH. ON THIS
TRACK FRANCES WILL CONTINUE TO MOVE FARTHER INLAND.
MAXIMUM SUSTAINED WINDS REMAIN NEAR 45 MPH...WITH HIGHER GUSTS...
MAINLY OVER WATER. FURTHER WEAKENING IS ANTICIPATED.
...PRECAUTIONARY/PREPAREDNESS ACTIONS...
INTERESTS IN THE AREA ARE ADVISED TO CONTINUE TO HEED THE ADVICE OF
LOCAL GOVERNMENT OFFICIALS AND EMERGENCY MANAGEMENT AGENCIES. USE
CAUTION IN STORM DAMAGED AREAS AND ALWAYS TREAT DOWNED POWER-LINES AS
IF THEY WERE LIVE. DO NOT USE CANDLES IN POWER OUTAGE AREAS DUE TO
THE HIGH RISK OF FIRE. GENERATORS SHOULD BE WELL VENTILATED AND
SHOULD NEVER BE RUN INDOORS. REMEMBER NEVER TO DRIVE INTO FLOODED
AREAS.
...STORM SURGE FLOOD AND STORM TIDE IMPACTS...
TIDES OF 1 TO 2 FEET ABOVE NORMAL WILL CONTINUE ALONG THE COAST
TONIGHT BUT SHOULD BE BACK TO NORMAL ON TUESDAY. RIVER LEVELS IN THE
ST. JOHNS RIVER WILL CONTINUE AT 2 TO 3 FEET ABOVE NORMAL THIS
EVENING CAUSING SOME MINOR FLOODING. LEVELS SHOULD RETURN TO NORMAL
SLOWLY AFTER THE NEXT LOW TIDE LATER TONIGHT.
...WIND IMPACTS...
SUSTAINED WINDS TONIGHT WILL BE IN THE 25 TO 35 MPH TONIGHT WITH A
FEW GUSTS BETWEEN 40 AND 50 MPH. SUSTAINED WINDS ON TUESDAY SHOULD
DIMINISH TO 20 TO 25 MPH WITH SOME GUSTS TO 40 MPH.
...SEAS AND RIP CURRENTS...
A HIGH RISK OF RIP CURRENTS WILL CONTINUE INTO TUESDAY. SMALL CRAFT
SHOULD REMAIN IN PORT UNTIL WINDS AND SEAS SUBSIDE. SURF WILL
CONTINUE IN THE 7 TO 10 FOOT RANGE TONIGHT AND WILL GRADUALLY
SUBSIDE ON TUESDAY.

FLOOD WARNINGS HAVE BEEN ISSUED FOR THE NORTH FORK OF BLACK CREEK AT
MIDDLEBURG...THE SANTA FE RIVER AT FORT WHITE...AND THE ST. MARYS
RIVER AT MACCLENNY.
DOPPLER RAINFALL ESTIMATES INDICATE STORM TOTALS FROM FRANCES
OF BETWEEN 6 AND 10 INCHES OF RAIN IN SOME PORTIONS OF FLAGLER...ST.
JOHNS...PUTNAM AND MARION COUNTIES. AMOUNTS OF 4 TO 8 INCHES ARE
INDICATED FROM DUVAL AND NASSAU COUNTIES NORTHWARD INTO PORTIONS OF
SOUTHEAST GEORGIA. THE NATIONAL WEATHER SERVICE OFFICE IN
JACKSONVILLE RECEIVED 5.83 INCHES OF RAIN THROUGH LATE AFTERNOON.
OTHER INLAND AREAS HAVE SEEN GENERALLY 3 TO 6 INCH TOTALS.
AS FRANCES PULLS AWAY FROM THE REGION AN ADDITIONAL 2 TO 4 INCHES OF
RAIN ARE POSSIBLE TONIGHT AND MONDAY ACROSS MOSTLY INTERIOR PORTIONS
OF NORTH FLORIDA WITH UP TO 3 TO 5 INCHES IN SOUTHEAST GEORGIA. SOME
L0CAL FLOODING WILL BE POSSIBLE IN LOW LYING AREAS BEFORE THE RAINS
TAPER OFF ON TUESDAY...AND A FLOOD WATCH REMAINS IN EFFECT FOR THE
AREA THROUGH TUESDAY MORNING.

CONDITIONS WILL REMAIN FAVORABLE FOR TORNADO DEVELOPMENT ACROSS
NORTHEAST FLORIDA AND SOUTHEAST GEORGIA THROUGH TONIGHT.
