THROUGH TUESDAY MORNING...
...A RIVER FLOOD WARNING HAS BEEN ISSUED FOR BLACK CREEK IN CLAY
COUNTY...
...STORM INFORMATION...
AT 11 PM EDT...THE CENTER OF TROPICAL STORM FRANCES WAS LOCATED NEAR
LATITUDE 28.3 NORTH...LONGITUDE 82.7 WEST OR ABOUT 25 MILES NORTH-
NORTHWEST OF TAMPA FLORIDA. THIS POSITION IS ALSO ABOUT 75 MILES
SOUTHWEST OF OCALA FLORIDA AND ABOUT 100 MILES SOUTHWEST OF
GAINESVILLE FLORIDA.
FRANCES IS MOVING TOWARD THE WEST-NORTHWEST NEAR 8 MPH AND A TURN
TOWARD THE NORTHWEST IS EXPECTED DURING THE NEXT 24 HOURS. THE
CENTER OF FRANCES IS AT THE GULF COAST AND IS FORECAST TO MOVE OVER
THE WATERS OF THE NORTHEASTERN GULF OF MEXICO ON MONDAY AND THEN
MOVE INLAND OVER THE FLORIDA PANHANDLE IN ABOUT 24 HOURS.
MAXIMUM SUSTAINED WINDS ARE NEAR 65 MPH WITH HIGHER GUSTS. SOME
STRENGTHENING IS POSSIBLE DURING THE NEXT 24 HOURS AND THERE IS
CHANCE THAT FRANCES COULD AGAIN BECOME A HURRICANE.
THE CENTRAL CORE OF FRANCES IS MOVING INTO APALACHEE BAY AS THE
OUTER PORTION OF THE STORM HAS CONTINUES TO PRODUCE TROPICAL STORM
FORCE CONDITIONS OVER THE ENTIRE NORTH FLORIDA AREA AND PORTIONS OF
SOUTHEAST GEORGIA. RAINBANDS WILL CONTINUE MOVING ACROSS THE ENTIRE
AREA INTO MONDAY.
AS THE STORM MOVES ABREAST OF THE NORTH FLORIDA AND SOUTHEAST
GEORGIA AREA THE RAINBANDS WILL BECOME ORIENTED MORE SOUTH TO NORTH
WITH LESS OF A WIND FLOW OFF THE OCEAN. THIS WILL ALLOW WINDS ALONG
THE ATLANTIC COAST TO BEGIN TO GRADUALLY DIMINISH AFTER SUNRISE.
...PRECAUTIONARY/PREPAREDNESS ACTIONS...
INTERESTS IN NORMALLY FLOOD PRONE AREAS ARE URGED TO TAKE ACTIONS TO
SECURE LIFE AND PROPERTY PRIOR THE ONSET OF POSSIBLE FLOODING.
BEACHES WILL CONTINUE TO BE PARTICULARLY DANGEROUS DUE TO THE
COMBINATION OF HIGH TIDES...HEAVY SURF...AND HIGH WINDS.
...STORM SURGE FLOOD AND STORM TIDE IMPACTS...
TIDES OF 2 TO 3 FEET ABOVE NORMAL WILL CONTINUE THROUGH THE NIGHT.
THE NEXT HIGH TIDE WILL BE AROUND 2 AM MONDAY. SOME COASTAL
FLOODING WILL CONTINUE TO BE POSSIBLE. TIDAL FLOODING WILL BE SIMILAR
TO THAT EXPERIENCED DURING A STRONG NORTHEASTER.
...WIND IMPACTS...
ALONG THE COAST...SUSTAINED WINDS WILL BE CONTINUE IN THE 40 TO 50
MPH RANGE WITH GUSTS TO 60 TO 70 MPH OVERNIGHT. WINDS SHOULD BEGIN
TO SLOWLY DECREASE ALONG THE ATLANTIC COAST STARTING MONDAY MORNING.
FOR INLAND AREAS OF SOUTHEAST GEORGIA...SUSTAINED WINDS ARE EXPECTED
TO REMAIN BELOW TROPICAL STORM STRENGTH...BUT GUSTS IN THE 35 TO 45
MPH RANGE WILL BE POSSIBLE.
FOR INLAND NORTHEAST FLORIDA...SUSTAINED WINDS WILL BE IN THE 40
TO 50 MPH RANGE TONIGHT WITH GUSTS AS HIGH AS 60 TO 70 MPH IN
THE HEAVIER RAINBANDS. WINDS SHOULD BEGIN TO SLOWLY DECREASE ACROSS
PORTIONS OF THE AREA STARTING MONDAY MORNING.

LONG PERIOD SWELLS WILL CONTINUE TO AFFECT THE COAST THROUGH THE REST
OF THE HOLIDAY WEEKEND...CONTINUING A HIGH RISK OF RIP CURRENTS.
SMALL CRAFT SHOULD REMAIN IN PORT.
...FLOOD IMPACTS...
SOME AREAS ALONG AND TO THE RIGHT OF THE PATH COULD SEE RAINFALL
AMOUNTS OF 6 TO 10 INCHES. HEAVY RAINFALL HAS BEGUN TO AFFECT
PORTIONS OF NORTH FLORIDA AND SOUTHEAST GEORGIA AND SHOULD CONTINUE
THROUGH MONDAY.
BASED ON THE PREDICTED TRACK OF FRANCES THROUGH MONDAY...RAINFALL
TOTALS OVER EXTREME SOUTHEAST GEORGIA ARE EXPECTED TO BE AROUND 2 TO
4 INCHES WITH HIGHER AMOUNTS FURTHER WEST. HOWEVER...RAINFALL AMOUNTS
COULD BE CONSIDERABLY HIGHER IF THE STORM TRACK WERE TO BE SLOWER
OR FURTHER TO THE EAST.
IF THE PROJECTED RAINFALL MATERIALIZES...RIVER STAGES COULD APPROACH
FLOOD STAGE ON THE ST. MARYS RIVER...AND THE SANTA FE RIVER..
THE NORTH FORK OF BLACK CREEK IS EXPECTED TO REACH FLOOD STAGE FROM
MONDAY AFTERNOON TO LATE WEDNESDAY NIGHT WITH MINOR FLOODING
EXPECTED. A FLOOD WATCH CONTINUES IN EFFECT FOR THE AREA THROUGH
TUESDAY MORNING.

NUMEROUS TORNADO WARNINGS HAVE BEEN ISSUED IN THE RAINBANDS
ASSOCIATED WITH FRANCES. CONDITIONS WILL REMAIN FAVORABLE FOR
TORNADO DEVELOPMENT ACROSS NORTHEAST FLORIDA AND SOUTHEAST GEORGIA
THROUGHOUT THE NIGHT. A TORNADO WATCH IS IN EFFECT FOR THE ENTIRE
AREA UNTIL 6 AM.
