AT 8 PM EDT...HURRICANE FRANCES WAS CENTERED NEAR LATITUDE 28.1
NORTH...LONGITUDE 82.3 WEST...OR 15 MILES EAST-NORTHEAST OF TAMPA
FLORIDA. FRANCES IS MOVING WEST-NORTHWEST AT 8 MPH. THIS MOTION IS
EXPECTED TO CONTINUE FOR THE NEXT 24 HOURS. THE CENTER OF FRANCES
SHOULD MOVE INTO THE NORTHEAST GULF OF MEXICO LATER TONIGHT. MAXIMUM
SUSTAINED WINDS HAVE DECREASED TO NEAR 65 MPH WITH HIGHER GUSTS. THE
ESTIMATED MINIMUM CENTRAL PRESSURE IS 975 MB...OR 28.79 INCHES.
FRANCES MAY REGAIN CATEGORY ONE HURRICANE STRENGTH AS IT APPROACHES
THE FLORIDA BIG BEND AND PANHANDLE COAST TONIGHT AND MONDAY MORNING.

CONDITIONS WILL GRADUALLY DETERIORATE TONIGHT AS RAIN BANDS SPREAD
NORTHWESTWARD OVER THE REGION. WINDS AND RAIN WILL CONTINUE TO
INCREASE...SO PREPARATIONS TO PROTECT LIFE AND PROPERTY SHOULD BE
RUSHED TO COMPLETION. RESIDENTS SHOULD BE PREPARED FOR POWER OUTAGES.
...RAINFALL AND FLOOD POTENTIAL INFORMATION...
A FLOOD WATCH IS IN EFFECT FOR EASTERN FLORIDA PANHANDLE...SOUTHWEST
AND SOUTH CENTRAL GEORGIA...SOUTHEAST ALABAMA...AND THE FLORIDA BIG
BEND. HEAVY RAINFALL WILL SPREAD FROM SOUTHEAST TO NORTHWEST OVER THE
AREA TONIGHT...AND CONTINUE THROUGH AT LEAST MONDAY NIGHT. RAINFALL
TOTALS FROM 5 TO 10 INCHES ARE EXPECTED...WITH LOCALLY HIGHER AMOUNTS
POSSIBLE. THIS WILL CAUSE FLOODING IN MANY AREAS...ESPECIALLY IN
URBAN AREAS...LOW LYING AREAS...AND NEAR SMALL CREEKS AND STREAMS.
RESIDENTS NEAR SMALL EARTHEN DAMS SHOULD BE ALERT FOR RAPIDLY RISING
WATER AND POTENTIAL FLASH FLOODING IF THE DAM BREAKS. TRAVEL WILL
BECOME VERY HAZARDOUS TONIGHT AND MONDAY AS HEAVY RAIN REDUCES
VISIBILITY AND CAUSES FLOODING OF LOW LYING AREAS. MANY TROPICAL
CYCLONE RELATED DEATHS HAVE COME FROM MOTORISTS BEING SWEPT AWAY BY
RAPIDLY RISING WATER.
...WIND IMPACTS...
AN OUTER RAIN BAND MOVED THROUGH THE REGION LATE THIS AFTERNOON
CAUSING WIND GUSTS TO 50 MPH. SINCE THEN THE WINDS HAVE ABATED...BUT
WILL LIKELY INCREASE WHEN MORE RAIN BANDS MOVE THROUGH. SUSTAINED
WINDS MAY APPROACH 75 MPH ALONG THE COAST IN THE HURRICANE WARNING
AREA BY MONDAY MORNING AND AFTERNOON. SUSTAINED WINDS OF 30 TO 40 MPH
WITH GUSTS TO 60 MPH WILL BE POSSIBLE OVER INLAND AREAS TONIGHT
THROUGH MUCH OF MONDAY AS FRANCES MAKES LANDFALL AND MOVES SLOWLY
INLAND. DOWNED TREES AND POWER LINES CAN BE EXPECTED WITH THESE
WINDS.
...STORM SURGE FLOOD AND STORM TIDE IMPACTS...
THE STORM SURGE ALONG PORTIONS OF THE COAST OF APALACHEE BAY WILL
REACH 4 TO 6 FEET ON MONDAY...BUT MAY REACH 6 TO 8 FEET IN WAKULLA
COUNTY. THIS WILL CAUSE SOME COASTAL FLOODING AND BEACH EROSION.

AND SOUTHEAST ALABAMA AS FRANCES MOVES NORTHWEST ACROSS THE AREA
MONDAY AND MONDAY NIGHT. TORNADOES IN A TROPICAL CYCLONE CAN DEVELOP
SUDDENLY WITH LITTLE WARNING...ARE OFTEN DIFFICULT
TO SEE DUE TO REDUCED VISIBILITIES IN HEAVY RAIN...AND MOVE VERY
QUICKLY.
