A TROPICAL STORM WATCH IS IN EFFECT FROM BONITA BEACH NORTH TO THE
SUWANNEE RIVER

AT 2 AM EDT...THE CENTER OF HURRICANE FRANCES WAS LOCATED
NEAR LATITUDE 26.4 NORTH...LONGITUDE 78.0 WEST OR ABOUT 285 MILES
EAST-SOUTHEAST OF THE TAMPA BAY REGION. THIS IS ALSO ABOUT 135 MILES
EAST-SOUTHEAST OF WEST PALM BEACH FLORIDA.

A BAND OF SHOWERS...MOVING SOUTHWEST AT 40 MPH...WILL AFFECT
POLK...HARDEE...DESOTO... HIGHLANDS AND CHARLOTTE COUNTIES DURING THE
NEXT HOUR. THE BAND OF SHOWERS WILL PRODUCE GUSTY WINDS TO 40 MPH
CAUSING LOOSE OBJECTS TO BLOW AROUND AS THEY PASS.

FRANCES WILL MOVE SLOWLY ACROSS INLAND COUNTIES SUNDAY PRODUCING NEAR
HURRICANE FORCE WINDS THAT WILL WEAKEN AS THE STORM CONTINUES NORTH
AND WEST ACROSS THE FLORIDA PENINSULA.

AS FRANCES MOVES NORTHWESTWARD SUNDAY...WINDS WILL BECOME ONSHORE AND
BEGIN TO RAISE WATER LEVELS 1 TO 3 FEET ABOVE NORMAL.
...FLOOD INFORMATION...
THE SLOW MOVEMENT OF FRANCES WILL PROLONG HEAVY RAINFALL OVER THE
STATE WITH RAINFALL AMOUNTS OF 8 TO 12 INCHES NORTH AND EAST OF THE
CENTER OF FRANCES AND 4 TO 8 INCHES ON THE SOUTH AND WEST SIDES OF
FRANCES. ALTHOUGH OUTER BANDS OF SHOWERS WILL BE PASSING ACROSS
THE STATE TONIGHT AND SATURDAY...HEAVY RAIN WILL BEGIN AFFECTING
SOUTHERN COUNTIES SATURDAY THEN MOVING INTO CENTRAL AND NORTHERN
COUNTIES SUNDAY.
RESIDENTS CAN EXPECT WIDESPREAD FLOODING. IN POOR DRAINAGE AREAS...
MINOR TO MODERATE PROPERTY DAMAGE IS POSSIBLE...AND SEVERAL MAIN
THOROUGHFARES MAY BE CLOSED. KNOWN INTERSECTIONS WITH POOR
DRAINAGE MAY HAVE WATER LEVELS UP TO SEVERAL FEET. SOME SMALL STREAMS
AND CREEKS WILL SURPASS BANK FULL. LARGER RIVERS WILL RISE.

AS FRANCES NEARS THE WEST COAST OF FLORIDA WINDS AND SEAS WILL
INCREASE OVER THE GULF MAKING CONDITIONS HAZARDOUS SATURDAY AND
SUNDAY.

THE PRIMARY AREA FOR TORNADO DEVELOPMENT IN TROPICAL SYSTEMS IS THE
RIGHT FRONT QUADRANT OF THE STORM. AS FRANCES MOVES NORTHWESTWARD
OVER THE PENINSULA... THAT PART OF THE STORM WILL AFFECT FLORIDA'S
EAST COAST AND THEREFORE THE TORNADO THREAT IS LESSENED FOR WEST
CENTRAL AND SOUTHWEST FLORIDA
