NORTHEAST OF ST THOMAS AND ST JOHN...OR ABOUT 315 MILES EAST

JUAN.
FRANCES WAS MOVING WEST AT NEAR 14 MPH...AND THIS GENERAL MOTION IS
EXPECTED TO CONTINUE OVER THE NEXT 24 HOURS. ON THIS TRACK...THE
CORE OF THE HURRICANE WILL PASS TO THE NORTH OF THE NORTHERN LEEWARD
ISLANDS LATE TONIGHT AND EARLY TUESDAY.
REPORTS FROM A NOAA HURRICANE HUNTER PLANE INDICATE THAT THE MAXIMUM
SUSTAINED WINDS HAVE REMAINED NEAR 125 MPH...205 KM/HR...WITH HIGHER
GUSTS. SOME FLUCTUATIONS IN INTENSITY COULD OCCUR DURING THE NEXT 24
HOURS.
HURRICANE FORCE WINDS EXTEND OUTWARD UP TO 70 MILES...110 KM...FROM
THE CENTER...AND TROPICAL STORM FORCE WINDS NOW EXTEND OUTWARD UP TO
180 MILES...290 KM.
THE NOAA HURRICANE HUNTERS ESTIMATE THAT THE MINIMUM CENTRAL
PRESSURE HAS DECREASED TO 945 MB...27.91 INCHES.

NORTHERLY WINDS WILL INCREASE ACROSS THE NORTHERN U.S. VIRGIN
ISLANDS AND CULEBRA TONIGHT...GRADUALLY BECOMING NORTHWEST AFTER

BRINGING TROPICAL STORM FORCE WINDS TO THE MAJORITY OF THE LOCAL
ATLANTIC WATERS. GUSTS TO HURRICANE STRENGTH WILL BE POSSIBLE ACROSS
THE OFF SHORE ATLANTIC WATERS...WHERE SEAS WILL GROW VERY CONFUSED
AND HIGH TUESDAY AFTERNOON. MODERATE EAST NORTHEAST SWELLS GENERATED
FROM FRANCES HAD BEGUN TO AFFECT THE ANEGADA PASSAGE...THE LOCAL
EASTERN CARIBBEAN WATERS...AND THE OFF SHORE ATLANTIC WATERS EARLY
THIS AFTERNOON...AND WILL QUICKLY INCREASE TO 8 FEET AND GREATER
LATE TONIGHT THEN REACH 12 FEET ON TUESDAY ACROSS THE LOCAL ATLANTIC
WATERS...AND SPREAD INTO THE OPEN WATERS OF THE MONA PASSAGE LATE
TUESDAY AFTERNOON AND EVENING.
SURF AND TIDES WILL CONTINUE TO INCREASE ACROSS THE NORTH AND EAST
COASTS OF ST CROIX AND THE EAST AND SOUTH COASTS OF THE REMAINING
U.S. VIRGIN ISLANDS TONIGHT. AS FRANCES PASSES TO THE NORTH ON
TUESDAY...VERY LARGE AND POWERFUL NORTHEAST THEN NORTHERLY SWELLS
WILL AFFECT THE LOCAL ATLANTIC COASTLINES...CREATING VERY HIGH AND
DANGEROUS SURF OF 12 TO 20 FEET...WHICH WILL GENERATE STRONG RIP
CURRENTS. ATLANTIC TIDES WILL RUN AROUND ONE FOOT ABOVE NORMAL...AND
IN COMBINATION WITH HIGH SURF WILL CAUSE BEACH EROSION ALONG THE
ATLANTIC COASTLINES.
SMALL CRAFT IN THE U.S. VIRGIN ISLANDS...CULEBRA AND VIEQUES SHOULD
PLAN TO RETURN TO SAFE HARBOR BY THIS EVENING AND REMAIN IN PORT
THROUGH WEDNESDAY MORNING...WHILE SMALL CRAFT IN NORTH AND EASTERN
PUERTO RICO SHOULD REMAIN IN PORT TUESDAY THROUGH WEDNESDAY

TUESDAY. SIMILAR WEATHER ASSOCIATED WITH THE SOUTHERN FRINGES OF
FRANCES WILL BEGIN TO AFFECT EASTERN PUERTO RICO AND VIEQUES BEFORE
SUNRISE TUESDAY...THEN SPREAD TO THE NORTHWEST COAST BY AROUND NOON
TIME. LOCALLY HEAVY RAINS AND LANDSLIDES WILL BE POSSIBLE DURING
THESE TIMES. A FLASH FLOOD WATCH MAY BE ISSUED LATER TONIGHT OR
TUESDAY.
STORM TOTAL RAINFALL OF THREE TO SIX INCHES ARE POSSIBLE ACROSS THE
AREA BEGINNING TONIGHT THROUGH THROUGH WEDNESDAY...WITH LOCALLY
HIGHER AMOUNTS ACROSS THE INTERIOR AND MOUNTAINOUS SECTIONS OF THE
LOCAL ISLANDS. HOWEVER...GENERAL RAINFALL AMOUNTS OF ONE TO TWO
INCHES ARE MORE LIKELY TO IMPACT THE LOCAL ISLANDS. FLOODING OF DRY
GUTS AND SMALL STREAMS IN THE VIRGIN ISLANDS ARE TO BE EXPECTED
TUESDAY WITH ROCK AND LANDSLIDES POSSIBLE. RAPID RIVER AND STREAM
RISES COULD OCCUR WITH SOME RIVERS EXCEEDING BANKFULL MAINLY TUESDAY
THROUGH WEDNESDAY.
