TROPICAL STORM WATCH IS NOW IN EFFECT FROM NORTH OF CAPE LOOKOUT
INCLUDING THE PAMLICO AND ALBEMARLE SOUNDS...

THIS STATEMENT IS FOR RESIDENTS OF THE FOLLOWING COUNTIES:
DARE...CARTERET...HYDE...PAMLICO...CRAVEN...BEAUFORT...ONSLOW...
WASHINGTON...TYRRELL.

...WATCHES/WARNINGS...
A HURRICANE WARNING IS IN EFFECT ON THE NORTH CAROLINA COAST FROM
CAPE LOOKOUT SOUTH. HURRICANE FORCE WINDS NEAR 74 MPH ARE EXPECTED
IN THE WARNING AREA SATURDAY AFTERNOON AND EVENING. A TROPICAL STORM
WATCH IS IN EFFECT FROM NORTH OF CAPE LOOKOUT TO CHINCOTEAGUE
VIRGINIA INCLUDING PAMLICO AND ALBEMARLE SOUNDS AND FOR CHESAPEAKE
BAY SOUTH OF SMITH POINT. WINDS OF 40 TO 73 MPH ARE POSSIBLE IN THE
WATCH AREA SATURDAY AFTERNOON AND EVENING. AN INLAND TROPICAL STORM
WIND WATCH IS IN EFFECT FOR INLAND COUNTIES OF EASTERN NORTH
CAROLINA FOR SATURDAY AFTERNOON AND EVENING. A FLOOD WATCH IS IN
EFFECT FOR EASTERN NORTH CAROLINA TONIGHT THROUGH SATURDAY EVENING.

...STORM INFORMATION...
AT 5 PM EDT THE CENTER OF HURRICANE CHARLEY WAS LOCATED NEAR
LATITUDE 26.9 NORTH...LONGITUDE  82.2 WEST OR ABOUT 30 MILES
WEST-NORTHWEST OF FT. MYERS FLORIDA. THIS POSITION IS ALSO ABOUT 115
MILES SOUTH-SOUTHWEST OF ORLANDO. CHARLEY IS MOVING TOWARD THE
NORTH-NORTHEAST NEAR 22 MPH AND A GRADUAL INCREASE IN FORWARD SPEED
IS EXPECTED TONIGHT AND SATURDAY. THE FORECAST TRACK MOVES CHARLEY
ACROSS FLORIDA AND OFF THE NORTHEAST FLORIDA COAST OVERNIGHT.
MAXIMUM SUSTAINED WINDS ARE NEAR 140 MPH WITH HIGHER GUSTS.
WEAKENING IS FORECAST AS IT PASSES ACROSS THE FLORIDA PENINSULA.

...PRECAUTIONARY/PREPAREDNESS ACTIONS...
THERE IS A MANDATORY EVACUATION IN PLACE ON OCRACOKE. THERE IS A
VOLUNTARY EVACUATION IS IN PLACE FOR RESIDENTS OF MAINLAND HYDE
COUNTY IN LOW LYING OR FLOOD PRONE AREAS. THERE IS A VOLUNTARY
EVACUATION IN PLACE FOR RESIDENTS ON BOGUE BANKS IN CARTERET COUNTY.

...WIND IMPACTS...
WINDS WILL BEGIN TO INCREASE LATE SATURDAY MORNING AND ESPECIALLY
SATURDAY AFTERNOON AND EVENING AS CHARLEY MOVES NORTH THROUGH THE
CAROLINAS. WINDS TO HURRICANE FORCE ARE EXPECTED ACROSS THE
COASTAL COUNTIES OF ONSLOW AND CARTERET. WIND GUSTS AS HIGH AS 50 TO
60 MPH WILL BE POSSIBLE ACROSS INLAND COUNTIES OF EASTERN NORTH
CAROLINA...AND OUTER BANKS HYDE AND DARE COUNTIES.

...STORM SURGE FLOOD AND STORM TIDE IMPACTS...
SOUTH WINDS ASSOCIATED WITH CHARLEY WILL PUSH WATER INTO SOUTHERN
MAINLAND HYDE AND SOUTHERN MAINLAND DARE COUNTIES AS WELL AS PARTS
OF ROANOKE ISLAND ON SATURDAY AFTERNOON AND EVENING. WATER WILL ALSO
RISE IN THE EASTERN PORTION OF THE PAMLICO RIVER AND IN THE PUNGO
RIVER.  WATER LEVELS WILL BE 3 TO 4 FEET ABOVE NORMAL. AT NEW BERN
WATER WILL RISE TO 2 TO 3 FEET ABOVE NORMAL. IN ONSLOW COUNTY AND
ALONG BOGUE BANKS 5 TO 6 FEET OF STORM SURGE IS POSSIBLE. STORM
SURGE WILL BE AROUND 4 FEET FROM CAPE LOOKOUT NORTHWARD FROM CORE
BANKS TO THE OUTER BANKS. HIGH TIDES WILL OCCUR ALONG THE COAST FROM
7 PM TO 730 PM SATURDAY EVENING.

...RAINFALL IMPACTS...
TWO TO THREE INCHES OF RAIN FELL ACROSS EASTERN NORTH CAROLINA ON
FRIDAY MORNING AS THE REMNANTS OF TROPICAL STORM BONNIE MOVED
THROUGH.  FOUR TO EIGHT INCHES OF RAIN ARE POSSIBLE THROUGH SATURDAY
NIGHT WITH CHARLEY. HEAVY RAIN WILL LIKELY RESULT IN FLASH FLOODING
ON SATURDAY AND SATURDAY EVENING.

...TORNADOES...
ISOLATED TORNADOES WILL BE POSSIBLE LATE TONIGHT AND ESPECIALLY
SATURDAY INTO SATURDAY EVENING AS CHARLEY MOVES ACROSS THE COASTAL
PLAINS.

...MARINE INFORMATION...
SEAS WILL INCREASE TO 10 TO 16 FEET BY SATURDAY AFTERNOON. THIS
WILL RESULT IN MODERATE BEACH EROSION.

...RIP CURRENT INFORMATION...
A HIGH THREAT OF RIP CURRENTS WILL CONTINUE ALONG THE COAST THROUGH
SATURDAY. THESE DANGEROUS RIP CURRENTS WILL BE LIFE THREATENING TO
ANYONE WHO ENTERS THE WATER.
