THIS STATEMENT APPLIES TO PERSONS IN COLLIER, HENDRY, GLADES,
MAINLAND MONROE, PALM BEACH, BROWARD, AND MIAMI-DADE COUNTIES.

...STORM INFORMATION...
AT 5 AM EDT...THE CENTER OF HURRICANE CHARLEY WAS LOCATED NEAR
LATITUDE 23.9 NORTH...LONGITUDE 82.9 WEST OR ABOUT 170 MILES
SOUTH-SOUTHWEST OF NAPLES. CHARLEY IS MOVING TOWARD THE
NORTH-NORTHWEST NEAR 18 MPH AND A GRADUAL TURN TOWARD THE NORTH IS
EXPECTED TODAY. MAXIMUM SUSTAINED WINDS ARE NEAR 110 MPH WITH HIGHER
GUSTS MAKING CHARLEY A STRONG CATEGORY TWO HURRICANE ON THE
SAFFIR-SIMPSON HURRICANE SCALE. ADDITIONAL STRENGTHENING IS FORECAST
AND CHARLEY IS FORECAST TO BE A MAJOR HURRICANE AS IT APPROACHES THE
FLORIDA WEST COAST.

...PRECAUTIONARY/PREPAREDNESS ACTIONS...
THE COLLIER COUNTY OFFICE OF EMERGENCY MANAGEMENT HAS ISSUED A
MANDATORY EVACUATION FOR FOR ALL LOCATIONS WEST OF U.S. HIGHWAY 41.
THIS INCLUDES THE COMMUNITIES OF MARCO ISLAND, COPELAND,
CHOKOLOSKEE, EVERGLADES CITY, GOODLAND, ISLES OF CAPRI, NAPLES, AND
NAPLES PARK. IN ADDITION...MOBILE HOME PARKS OUTSIDE THE MANDATORY
EVACUATION AREA HAVE BEEN ADVISED TO EVACUATE. SEVERAL SHELTERS ARE
OPEN IN COLLIER COUNTY. AS WINDS INCREASE THIS MORNING...COLLIER
COUNTY EMERGENCY MANAGEMENT ADVISES COLLIER RESIDENTS THAT IT WILL
NOT BE SAFE TO BE OUTDOORS ONCE TROPICAL STORM FORCE WINDS HAVE
ARRIVED. TRAVEL IN COLLIER COUNTY AFTER MID MORNING IS STRONGLY
DISCOURAGED.

OFFICIALS IN HENDRY AND GLADES COUNTIES HAVE RECOMMENDED VOLUNTARY
EVACUATIONS OF MOBILE HOMES. SEVERAL SHELTERS ARE OPEN.

TROPICAL STORM FORCE WINDS ARE EXPECTED INLAND FROM THE HURRICANE
WARNING ALONG AND WEST OF A LINE FROM PORT MAYACA SOUTH TO FLORIDA
CITY INCLUDING ALL OF LAKE OKEECHOBEE. GUSTS TO TROPICAL STORM FORCE
ARE LIKELY EAST OF THIS LINE IN METRO PALM BEACH...BROWARD...AND
MIAMI-DADE COUNTIES INCLUDING WEST PALM BEACH...FORT LAUDERDALE...AND
MIAMI.

...STORM SURGE FLOOD AND STORM TIDE IMPACTS...
TIDES WILL BEGIN TO INCREASE EARLY THIS MORNING ALONG THE
GULF OF MEXICO COAST AND ITS TIDAL ESTUARIES. HURRICANE CHARLEY IS
FORECAST TO PASS BY THE SOUTHWEST FLORIDA COAST AROUND THE TIME OF
HIGH TIDE...AROUND MIDDAY TODAY. HOWEVER...THE MAXIMUM STORM TIDE IS
NOW EXPECTED SEVERAL HOURS AFTER THE TIME OF HIGH TIDE...WHICH MEANS
THE TIDES ALONG THE COLLIER AND MAINLAND MONROE COUNTY COASTLINES
WILL BE GOING UP STEADILY ALL DAY...REACHING THE MAXIMUM LATE THIS
AFTERNOON.

FOR CHOKOLOSKEE AND EVERGLADES CITY WEST TO MARCO ISLAND...THE
MAXIMUM STORM TIDE...WHICH IS A COMBINATION OF THE NORMAL TIDE LEVEL
PLUS STORM SURGE...WILL BE BETWEEN 5 AND 6 PM EDT AT ABOUT 6 TO 7
FEET ABOVE MEAN SEA LEVEL. THIS MEANS STATE ROADS 29...92...AND 951
AS WELL AS PART OF U.S. HIGHWAY 41 TAMIAMI TRAIL WILL LIKELY BE
UNDERWATER FOR SEVERAL HOURS THIS AFTERNOON AND EVENING CUTTING OFF
ACCESS.

IN THE NAPLES AREA...THE MAXIMUM STORM TIDE WILL BE AROUND 5 PM EDT
AT ABOUT 8 TO 9 FEET ABOVE MEAN SEA LEVEL. THIS WILL LIKELY INUNDATE
SEVERAL STREETS SOUTH OF NAPLES IN THE PORT ROYAL AREA AND NEAR
NAPLES BAY.

THE WORST STORM TIDE WILL BE NORTH OF NAPLES FROM VANDERBILT BEACH TO
THE LEE COUNTY LINE INCLUDING THE MOUTH OF THE COCOHATCHEE RIVER AND
LELY BAREFOOT BEACH. IN THIS AREA THE MAXIMUM STORM TIDE WILL BE
BETWEEN 4 AND 5 PM EDT AT ABOUT 9 TO 10 FEET ABOVE MEAN SEA LEVEL.
THIS WILL CAUSE EXTENSIVE FLOODING IN THE BONITA SHORES AREA AS WELL
AS VANDERBILT BEACH AND PELICAN BAY.

TROPICAL STORM FORCE WINDS WILL BLOW THE WATER IN LAKE OKEECHOBEE
TOWARD THE NORTH AND WEST SHORES...RESULTING IN WATER LEVELS AS MUCH
AS 3 FEET HIGHER ALONG THESE SHORES. THE LAKE LEVEL THURSDAY MORNING
WAS ABOUT 12.6 FEET ABOVE MEAN SEA LEVEL...SO LAKE ELEVATIONS ALONG
THE NORTH AND WEST SHORE COULD REACH AS HIGH AS 16 FEET THIS
AFTERNOON AS CHARLEY MOVES NORTH. ALTHOUGH THE HOOVER DIKE EXTENDS
ALMOST ALL THE WAY AROUND LAKE OKEECHOBEE...BACKWATER MAY BE PUSHED
WEST INTO THE FISHEATING CREEK BASIN RESULTING IN SOME MINOR FLOODING
ALONG THE MOUTH OF THE CREEK.

...WIND IMPACTS...
AT 5 AM...TROPICAL STORM FORCE WINDS WERE MOVING NORTH INTO THE GULF
COASTAL WATERS OF SOUTHWEST FLORIDA. WINDS WILL BE INCREASING
STEADILY THIS MORNING WITH GUSTS AS HIGH AS HURRICANE FORCE IN
SQUALLS. SHORTLY AFTER NOON TODAY...WINDS SHOULD BE SUSTAINED ABOVE
40 MPH IN THE NAPLES AREA WITH GUSTS ABOVE HURRICANE FORCE LASTING
INTO THE LATE AFTERNOON. THE WINDS WILL CAUSE EXTENSIVE TREE
DAMAGE RESULTING IN WIDESPREAD POWER OUTAGES WHICH COULD LAST FOR
A WEEK OR MORE.

WINDS FROM 30 TO 40 MPH WITH GUSTS TO 50 MPH WILL SPREAD INLAND
ACROSS INLAND COLLIER AND ACROSS HENDRY AND GLADES COUNTIES AND
WESTERN PALM BEACH...BROWARD...AND DADE DURING THE DAY TODAY.

...LOCAL MARINE IMPACTS...
HURRICANE FORCE WINDS WILL SPREAD NORTH THROUGH THE COASTAL WATERS
THROUGH EARLY AFTERNOON...AND THEN SLOWLY SUBSIDE LATE THIS AFTERNOON
AND INTO TONIGHT. TROPICAL STORM FORCE WINDS WILL AFFECT LAKE
OKEECHOBEE THIS AFTERNOON INTO THIS EVENING. MARINERS SHOULD ALREADY
HAVE COMPLETED PREPARATIONS AND BE SAFELY SECURED IN PORT.

RIP CURRENTS AND DANGEROUS SURF CONDITIONS WILL MAKE SWIMMING OR
SURFING IN THE GULF OF MEXICO AND ATLANTIC OCEAN DANGEROUS.

...LOCAL FLOOD IMPACTS...
MOST OF SOUTH FLORIDA RECEIVED 1 TO 2 INCHES OF RAIN OVERNIGHT AS THE
FIRST RAINBANDS FROM CHARLEY MOVED THROUGH. HEAVY RAINFALL WILL
CONTINUE TODAY...WITH BURSTS OF TORRENTIAL RAIN IN SQUALLS ESPECIALLY
ALONG THE GULF COAST. SPIRAL BANDS WILL PRODUCE BRIEF HEAVY RAINS
ALONG THE ATLANTIC COAST AS WELL. STORM TOTAL RAINFALL AMOUNTS WILL
BE FROM 4 TO 8 INCHES OVER SOUTHWEST FLORIDA WITH 3 TO 5 INCHES OVER
THE INTERIOR AND SOUTHEAST COAST OF FLORIDA. THIS HEAVY RAIN MAY
CAUSE FLOODING...ESPECIALLY IN POORLY DRAINED AREAS INCLUDING
UNDERPASSES AND DRAINAGE DITCHES. MANY ROADWAYS WILL BE UNDER WATER
AND ACCESS COULD BE CUT OFF TO LOW LYING AREAS ALONG THE SOUTHWEST
FLORIDA COAST. A FLOOD WATCH REMAINS IN EFFECT.

...LOCAL TORNADO IMPACTS..
THE THREAT OF TORNADOES WILL BE SIGNIFICANT AS SOUTH FLORIDA WILL BE
IN A FAVORED LOCATION AS CHARLEY MOVES NORTH. TORNADOES ARE MOST
LIKELY WITH THE SPIRAL BANDS AS THEY ROTATE AROUND THE CENTER OF THE
HURRICANE. TORNADO WATCHES WILL BE IN EFFECT MOST OF TODAY.

THE NEXT REGULARLY SCHEDULED LOCAL STATEMENT CONCERNING HURRICANE
CHARLEY WILL BE ISSUED AROUND 10 AM EDT.
