BULLETIN - IMMEDIATE BROADCAST REQUESTED
HURRICANE LOCAL STATEMENT...CORRECTED FOR TIME
NATIONAL WEATHER SERVICE MIAMI FL
605 AM EDT THU AUG 12 2004
...A HURRICANE WARNING IS IN EFFECT FOR THE SOUTHWEST FLORIDA COAST
FROM EAST CAPE SABLE TO BONITA BEACH...
...AREAS AFFECTED...
A HURRICANE WARNING IS IN EFFECT FOR THE SOUTHWEST FLORIDA COAST FROM
EAST CAPE SABLE TO BONITA BEACH WHICH INCLUDES THE COASTAL SECTIONS
OF COLLIER AND MAINLAND MONROE COUNTIES. A TROPICAL STORM WARNING IS
IN EFFECT ALONG THE NORTH COAST OF FLORIDA BAY FROM EAST CAPE SABLE
TO OCEAN REEF. A HURRICANE WARNING MEANS THAT HURRICANE CONDITIONS
ARE EXPECTED WITHIN THE WARNING AREA WITHIN THE NEXT 24 HOURS.
...STORM INFORMATION...
AT 5 AM EDT...THE CENTER OF HURRICANE CHARLEY WAS LOCATED NEAR
LATITUDE 18.6 NORTH...LONGITUDE 79.9 WEST OR ABOUT 540 MILES
SOUTH-SOUTHEAST OF NAPLES. CHARLEY IS MOVING TOWARD THE
NORTHWEST NEAR 16 MPH AND A GRADUAL TURN TO THE NORTH-NORTHWEST IS
EXPECTED WITHIN THE NEXT 24 HOURS. MAXIMUM SUSTAINED WINDS ARE NEAR
85 MPH WITH HIGHER GUSTS MAKING CHARLEY A CATEGORY ONE HURRICANE ON
THE SAFFIR-SIMPSON HURRICANE SCALE. ADDITIONAL STRENGTHENING IS
FORECAST DURING THE NEXT 24 HOURS.
...PRECAUTIONARY/PREPAREDNESS ACTIONS...
COLLIER COUNTY OFFICE OF EMERGENCY MANAGEMENT HAS ISSUED A VOLUNTARY
EVACUATION FROM MARCO ISLAND SOUTH TO EVERGLADES CITY AND
CHOKOLOSKEE. DECISIONS ON OPENING OF SHELTERS IN COLLIER COUNTY WILL
BE MADE THIS MORNING.
EVERGLADES NATIONAL PARK WILL CLOSE AT NOON TODAY FOR ALL VISITORS.
EVACUATION OF THE TOWN OF FLAMINGO WITHIN EVERGLADES NATIONAL PARK
WILL BE COMPLETED TODAY.
A HURRICANE WARNING MEANS THAT HURRICANE CONDITIONS ARE EXPECTED
WITHIN THE NEXT 24 HOURS. ALL PREPAREDNESS ACTIONS SHOULD BE RUSHED
TO COMPLETION WITHIN THE HURRICANE WARNING AREA.
RESIDENTS OF THE SOUTHWEST FLORIDA COAST ARE URGED TO STAY TUNED TO
LOCAL RADIO AND TELEVISION FOR NOTICES FROM LOCAL AUTHORITIES.
...STORM SURGE FLOOD AND STORM TIDE IMPACTS...
TIDES ARE EXPECTED TO REMAIN NEAR NORMAL TODAY BUT BEGIN TO INCREASE
THIS EVENING AND TONIGHT. THE FORECAST TIMING OF THE PASSAGE OF
CHARLEY TO THE WEST OF THE SOUTHWEST FLORIDA COASTLINE COINCIDES WITH
THE TIME OF THE HIGH TIDE AROUND NOON FRIDAY. THIS MEANS THAT THE
HIGHEST STORM SURGE WILL BE AFFECTING THE COASTLINE FRIDAY MORNING
AND LASTING UNTIL EARLY AFTERNOON AND COULD REACH AS HIGH AS 10 FEET
FROM MARCO ISLAND TO EVERGLADES CITY AND CHOKOLOSKEE. A SURGE OF 10
FEET MEANS THAT MANY ROADWAYS WILL GO UNDERWATER...INCLUDING PARTS OF
THE TAMIAMI TRAIL U.S. HIGHWAY 41...STATE ROADS 951 AND 92 WHICH LINK
MARCO ISLAND TO THE MAINLAND...AND STATE ROAD 29 WHICH LINKS
CHOKOLOSKEE AND EVERGLADES CITY TO THE TAMIAMI TRAIL. COLLIER
SEMINOLE STATE PARK WILL ALSO HAVE SIGNIFICANT STORM SURGE FLOODING.
STORM SURGE AS HIGH AS 8 FEET CAN BE EXPECTED FROM MARCO ISLAND TO
THE SOUTH SIDE OF NAPLES AND IN THE BONITA SHORES AREA.
...WIND IMPACTS...
TROPICAL STORM FORCE WINDS...40 MPH AND HIGHER...WILL BEGIN TO AFFECT
THE SOUTHWEST FLORIDA COASTAL WATERS BEFORE DAWN FRIDAY AND INCREASE
AS THE CENTER OF CHARLEY MOVES NORTH. WINDS IN THE MARCO ISLAND AND
NAPLES AREA WILL REACH 40 MPH EARLY FRIDAY MORNING AND CLOSE TO 60
MPH WITH GUSTS TO HURRICANE FORCE BY NOON FRIDAY. THE CENTER OF THE
HURRICANE SHOULD MAKE ITS CLOSEST PASSAGE TO THE SOUTHWEST FLORIDA
COAST SHORTLY AFTER NOON FRIDAY. ANY DEVIATION IN THE PATH OF CHARLEY
CLOSER TO THE COASTLINE WOULD BRING HIGHER WINDS...POSSIBLY SUSTAINED
HURRICANE FORCE WINDS...INLAND ALONG THE MAINLAND MONROE AND COLLIER
COASTS. THESE WINDS WILL CAUSE EXTENSIVE TREE DAMAGE RESULTING IN
WIDESPREAD POWER OUTAGES WHICH COULD LAST FOR SEVERAL DAYS.
...LOCAL MARINE IMPACTS...
TROPICAL STORM FORCE WINDS WILL BEGIN AROUND MIDNIGHT THURSDAY NIGHT
OFF CAPE SABLE AND WILL SPREAD NORTH TO THE COASTAL WATERS OFF NAPLES
BEFORE DAWN FRIDAY. HURRICANE FORCE WINDS WILL AFFECT THE COASTAL
WATERS EARLY FRIDAY MORNING LASTING THROUGH MOST OF THE DAY. RIP
CURRENTS AND DANGEROUS SURF CONDITIONS WILL MAKE SWIMMING OR SURFING
IN THE GULF DANGEROUS. MARINERS IN THE HURRICANE WARNING AREA SHOULD
RUSH PREPARATIONS TO SECURE BOATS AND MARINE CRAFT IN PORT
REMEMBERING TO ALLOW FOR THE STORM SURGE.
...LOCAL FLOOD IMPACTS...
HEAVY RAINFALL WILL BEGIN LATE THURSDAY WITH TOTAL AMOUNTS OF 4 TO 8
INCHES POSSIBLE AND ISOLATED AMOUNTS UP TO 10 INCHES. THIS WILL
CAUSE EXTENSIVE FLOODING OF POORLY DRAINED AREAS INCLUDING
UNDERPASSES AND DRAINAGE DITCHES. MANY ROADWAYS WILL BE UNDER WATER
AND ACCESS COULD BE CUT OFF TO LOW LYING AREAS. A FLOOD WATCH WILL BE
ISSUED LATER TODAY.
...LOCAL TORNADO IMPACTS...
SOUTHWEST FLORIDA WILL BE IN THE RIGHT FRONT QUADRANT OF
CHARLEY...WHICH IS HIGHLY FAVORED FOR TROPICAL CYCLONE TORNADOES.
THEREFORE THERE IS A SUBSTANTIAL RISK OF TORNADOES IN THE OUTER
RAINBANDS OF CHARLEY WHICH SHOULD BEGIN AFFECTING THE SOUTHWEST
FLORIDA COAST AND INTERIOR SOUTH FLORIDA THIS EVENING AND TONIGHT.
THE RISK OF TORNADOES WILL INCREASE THROUGH FRIDAY MORNING AND LAST
THROUGH THE DAY FRIDAY AS CHARLEY MOVES NORTH.
...NEXT UPDATE...
THE NEXT LOCAL STATEMENT CONCERNING THE IMPACT OF HURRICANE CHARLEY
WILL BE ISSUED AROUND 12 NOON EDT.
