FREEZING RAIN WILL DEVELOP BETWEEN 15Z AND 18Z OVER THE HIGHER
TERRAIN OF WRN NC/VA AND DEVELOP NORTHWARD THROUGH THE DAY. FREEZING
RAIN RATES WILL BEGIN AROUND 0.02 IN/HR WITH THE POTENTIAL TO
INCREASE RAPIDLY AFTER 18Z.
AN UPPER LEVEL LOW NOTED ON WV IMAGERY OVER ERN OK AT 9Z WILL MOVE
EWD THROUGH THE DAY. OBSERVED 00Z AND FORECAST SOUNDINGS SHOWED LOW
LEVEL MOISTURE ALREADY IN PLACE WITH DEEPER MID LEVEL MOISTURE
STREAMING NEWD INTO THE MID ATLANTIC STATES. AN INCREASING LOW LEVEL
JET ALONG WITH UPPER LEVEL DIFFLUENCE WILL ENHANCE LIFT ACROSS THE
AREA AS THE UPPER LEVEL RIDGE SHIFTS EWD. BASED ON CURRENT SURFACE
OBSERVATIONS...COLD AIR DAMMING WAS BEGINNING TO DEVELOP AND WILL
STRENGTHEN DURING THE DAY WITH NELY/ELY SURFACE WINDS KEEPING
SUBFREEZING SURFACE TEMPERATURES OVER THE HIGHER TERRAIN AND E OF
THE APPALACHIANS THROUGH THE DAY. AROUND 18Z...GREATER QPF AMOUNTS
WILL SHIFT NWD AND FREEZING RAIN RATES HAVE THE POTENTIAL TO
