**ELSA FORECAST TO AFFECT SOUTHERN NEW ENGLAND FRIDAY**

NEW INFORMATION

* CHANGES TO WATCHES AND WARNINGS:
    - The Tropical Storm Watch has been upgraded to a Tropical Storm
      Warning for Barnstable MA, Block Island RI, Bristol RI, Dukes
      MA, Nantucket MA, Newport RI, Southern Bristol MA, Southern
      Plymouth MA, and Washington RI
    - A Tropical Storm Warning has been issued for Eastern Essex MA,
      Eastern Kent RI, Eastern Norfolk MA, Eastern Plymouth MA,
      Northern Bristol MA, Northwest Providence RI, Southeast
      Middlesex MA, Southeast Providence RI, Suffolk MA, Western Kent
      RI, Western Norfolk MA, and Western Plymouth MA

* CURRENT WATCHES AND WARNINGS:
    - A Tropical Storm Warning is in effect for Barnstable MA, Block
      Island RI, Bristol RI, Dukes MA, Eastern Essex MA, Eastern Kent
      RI, Eastern Norfolk MA, Eastern Plymouth MA, Nantucket MA,
      Newport RI, Northern Bristol MA, Northwest Providence RI,

* STORM INFORMATION:
    - About 820 miles southwest of Nantucket MA
    - 33.4N 81.3W
    - Storm Intensity 40 mph
    - Movement Northeast or 35 degrees at 18 mph

SITUATION OVERVIEW
------------------

Tropical Storm Elsa is forecast to track near Block Island and the
south coast Friday. The strongest winds should arrive Friday morning
and will be focused on areas near the coast, especially on Cape Cod
and the Islands. The threat for flooding rain should be greatest across
interior southern New England where the heaviest rain is expected to
fall. Elsa will rapidly exit the region by Friday night.

POTENTIAL IMPACTS
-----------------

* FLOODING RAIN:
Prepare for life-threatening rainfall flooding having possible
extensive impacts across interior southern New England. Potential
impacts include:
    - Major rainfall flooding may prompt many evacuations and rescues,
      especially in urban areas.
    - Rivers and tributaries may rapidly overflow their banks in
      multiple places. Small streams, creeks, and ditches may become
      dangerous rivers.
    - Streets and parking lots become rivers of moving water with
      underpasses submerged. Driving conditions become dangerous. Many
      road and bridge closures could occur.

* WIND:
Prepare for dangerous wind having possible significant impacts near the
South Coast, Cape Cod, and the Islands. Potential impacts in this area
include:
    - Some damage to roofing and siding materials, along with damage to
      porches, awnings, carports, and sheds.
    - Several large trees snapped or uprooted, but with greater numbers
      in places where trees are shallow rooted.
    - Some roads impassable from large debris, and more within urban
      or heavily wooded places. A few bridges, causeways, and access
      routes impassable.
    - Power and communications outages possible, but more prevalent in
      areas with above ground lines.

Also, prepare for hazardous wind having possible limited impacts
across the remainder of Rhode Island and eastern Massachusetts.

* TORNADOES:
Prepare for a tornado event having possible limited impacts across
Southern New England. Potential impacts include:
    - The occurrence of isolated tornadoes can hinder the execution
      of emergency plans during tropical events.
    - A few places may experience tornado damage, along with power
      and communications disruptions.
    - Locations could realize roof damage, large tree tops and branches
      snapped off, shallow-rooted trees knocked over, and small boats
      pulled from moorings.

PRECAUTIONARY/PREPAREDNESS ACTIONS
----------------------------------

* EVACUATIONS:
Listen to local official for recommended preparedness actions,
including possible evacuation. If ordered to evacuate, do so
immediately.

* OTHER PREPAREDNESS INFORMATION:
Now is the time to check your emergency plan and emergency supplies
kit and take necessary actions to protect your family and secure your
home or business.

If you live in a place particularly vulnerable to flooding, such as
a low-lying or poor drainage area, in a valley, or near a river, plan
to move to safe shelter on higher ground.

If you are a visitor, know the name of the county in which you are
located and where it is relative to current watches and warnings. If
staying at a hotel, ask the management staff about their onsite
disaster plan. Listen for evacuation orders, especially pertaining to
area visitors.

Closely monitor weather.gov, NOAA Weather Radio and local news
outlets for official storm information. Listen for possible changes
to the forecast.

There is a threat from tornadoes with this storm. Have multiple ways
to receive Tornado Warnings. Be ready to shelter quickly.
