.AREAS AFFECTED...
This Local Statement provides information and recommended actions
for people in Koror and Kayangel in the Republic of Palau, and Ngulu
and Yap in Yap State.

.WATCHES/WARNINGS...
Tropical Storm Warning now in effect for Ngulu in Yap State.

Typhoon Watch now in effect for Koror and Kayangel in the
Republic of Palau.

Tropical Storm Watch now in effect for Yap in Yap State.

.STORM INFORMATION...
At 100 PM CHST...0300 UTC...the center of Tropical Depression
28W was located near Latitude 5.3 degrees North and Longitude
141.2 degrees East. 28W is moving west at 12 mph. Maximum
sustained winds are 30 mph.

.SITUATION OVERVIEW...
Winds will likely increase as Tropical Depression 28W approaches
and slowly intensifies. Tropical Depression 28W is in a favorable
environment, with little wind shear and warm sea surface
temperatures.

.NEXT UPDATE...
The next local statement will be issued by the National Weather
Service in Tiyan shortly. It will provide important details
regarding the evolving tropical cyclone threats and their
potential impacts upon the area.

.PRECAUTIONARY/PREPAREDNESS ACTIONS...
Final preparations to protect life and property should be completed
before conditions deteriorate. The onset of gusty winds and heavy
rains can cause outside activities to become dangerous. Secure loose
outdoor objects which can be blown around. Canopies should be
removed and/or well secured.

...WINDS...
As Tropical Depression 28W continues west towards Ngulu, sustained
tropical storm force winds are expected to begin Tuesday morning.
Northeast winds tonight, will become north to northeast winds
Tuesday morning, becoming southeast by Wednesday. Winds of 35 to 45
mph, with gusts to 55 mph are expected, with maximum winds in the 40
to 50 mph range, with gusts to 60 mph are possible. Poorly
constructed homes may sustain minor wall damage and partial roof
damage. Some loose outdoor items will be tossed around and may cause
additional damage. A few power lines may be knocked down resulting in
isolated power outages. Some large branches of healthy trees may be
snapped.

...SEAS...
As TD 28W strengthens, seas of 9 to 12 feet tonight are expected to
build to between 11 and 14 feet by Tuesday. Seas will begin to
subside Wednesday afternoon into Thursday morning, as 28W continues
to move west-northwestward.

...OTHER STORM EFFECTS...
There is also the possibility for coastal inundation of 2 to 3 feet,
extensive coastal erosion due to the combination of higher seas due
to the ongoing La Nina pattern, long period swell out of the north-
northeast, and developing storm surge. Inundation will be most
pronounced around times of high tide.

...WIND INFORMATION...
As Tropical Depression 28W continues west towards Ngulu, sustained
tropical storm force winds are expected to begin early Tuesday
afternoon, and last for a few hours. Northeast winds tonight will
become east to northeast Tuesday, becoming east to southeast
Wednesday. Winds of 25 to 35 mph, with gusts to 45 mph are expected,
with maximum winds in the 30 to 40 mph range, with gusts to 50 mph
possible. Minor damage is possible to canopies, awnings, or
carports.

...SEAS...
As TD 28W strengthens, seas of 10 to 14 feet are expected through
Tuesday, slowly dropping through Thursday, as 28W continues to move
west-northwestward.

...OTHER STORM EFFECTS...
There is also the possibility for coastal inundation up to 2 feet,
extensive coastal erosion due to the combination of higher seas due
to the ongoing La Nina pattern, long period swell out of the north-
northeast, and developing storm surge. Inundation will be most

As Tropical Depression 28W continues west-northwest towards Koror
and Kayangel, northeast winds tonight will become north to northeast
Tuesday morning, becoming south Tuesday evening, then south to
southeast by Wednesday. Sustained tropical storm force winds are
expected to begin Tuesday afternoon, increasing to strong tropical
storm force winds by Tuesday night, approaching typhoon force winds
early Wednesday morning. Winds of 45 to 55 mph, with gusts to 70 mph
are expected, with maximum winds in the 50 to 60 mph range, with
gusts to 75 mph are possible. Moderate damage is possible to
canopies, awnings, or carports. Poorly constructed homes may sustain
minor to moderate wall damage and partial roof damage. Some loose
outdoor items will be tossed around and may cause additional damage.
