SITUATION OVERVIEW
------------------

TROPICAL STORM CINDY REMAINS IN THE NORTH CENTRAL GULF OF MEXICO AT
4 AM CDT. CINDY IS MOVING TOWARD THE NORTHWEST NEAR 8 MPH, AND THIS
MOTION IS EXPECTED TO CONTINUE TODAY. IMPACTS WILL CONTINUE TO BE FELT
WELL AWAY FROM THE STORM'S CENTER. THROUGH THURSDAY, WIDESPREAD,
POTENTIALLY LIFE THREATENING FLOODING WILL BE POSSIBLE ACROSS COASTAL
AREAS. IN ADDITION, TORNADOES WILL BE POSSIBLE ACROSS THE ENTIRE AREA.

SUSTAINED SOUTHEASTERLY WINDS BETWEEN 25 AND 30 MILES PER HOUR, WITH
FREQUENT GUSTS IN EXCESS OF TROPICAL STORM FORCE, WILL BE SEEN ALONG
THE IMMEDIATE COASTAL AREAS. THIS WILL LIKELY RESULT IN 2 TO 3 FEET OF
INUNDATION IN LOW LYING AREAS OF THE ALABAMA COAST, ESPECIALLY AROUND
TIMES OF HIGH TIDE. THIS INCLUDES THE WEST END OF DAUPHIN ISLAND, AND
SHELL BELT ROAD BETWEEN BAYOU LA BATRE AND CODEN.

POTENTIAL IMPACTS
-----------------

* FLOODING RAIN:
PROTECT AGAINST LIFE-THREATENING RAINFALL FLOODING HAVING POSSIBLE
DEVASTATING IMPACTS ACROSS SOUTHEASTERN MISSISSIPPI, SOUTH OF A NEW
AUGUSTA TO LEAKESVILLE LINE, EXTREME SOUTHWEST ALABAMA AND THE WESTERN
FLORIDA PANHANDLE, ESPECIALLY SOUTH OF INTERSTATE 10.

POTENTIAL IMPACTS INCLUDE:
    - EXTREME RAINFALL FLOODING MAY PROMPT NUMEROUS EVACUATIONS AND
      RESCUES.
    - RIVERS AND TRIBUTARIES MAY OVERWHELMINGLY OVERFLOW THEIR BANKS
IN MANY PLACES WITH DEEP MOVING WATER. SMALL STREAMS, CREEKS,
CANALS, AND DITCHES MAY BECOME RAGING RIVERS. IN MOUNTAIN
AREAS, DEADLY RUNOFF MAY RAGE DOWN VALLEYS WHILE INCREASING
SUSCEPTIBILITY TO ROCKSLIDES AND MUDSLIDES. FLOOD CONTROL
SYSTEMS AND BARRIERS MAY BECOME STRESSED.
    - FLOOD WATERS CAN ENTER NUMEROUS STRUCTURES WITHIN MULTIPLE
COMMUNITIES, SOME STRUCTURES BECOMING UNINHABITABLE OR WASHED
AWAY. NUMEROUS PLACES WHERE FLOOD WATERS MAY COVER ESCAPE
ROUTES. STREETS AND PARKING LOTS BECOME RIVERS OF RAGING WATER
WITH UNDERPASSES SUBMERGED. DRIVING CONDITIONS BECOME VERY
DANGEROUS. NUMEROUS ROAD AND BRIDGE CLOSURES WITH SOME WEAKENED
      OR WASHED OUT.

PROTECT AGAINST LIFE-THREATENING RAINFALL FLOODING HAVING POSSIBLE
LIMITED TO EXTENSIVE IMPACTS ACROSS ACROSS THE REMAINDER OF SOUTHEAST
MISSISSIPPI AND SOUTHWEST ALABAMA.

PROTECT AGAINST A TORNADO EVENT HAVING POSSIBLE LIMITED IMPACTS
ACROSS PORTIONS OF SOUTHWEST ALABAMA...NORTHWEST FLORIDA...SOUTH

      AND COMMUNICATIONS DISRUPTIONS.
    - LOCATIONS COULD REALIZE ROOFS PEELED OFF BUILDINGS, CHIMNEYS

UPROOTED, BUT WITH GREATER NUMBERS IN PLACES WHERE TREES ARE
SHALLOW ROOTED. SOME FENCES AND ROADWAY SIGNS BLOWN OVER.
    - A FEW ROADS IMPASSABLE FROM DEBRIS, PARTICULARLY WITHIN URBAN
OR HEAVILY WOODED PLACES. HAZARDOUS DRIVING CONDITIONS ON
      BRIDGES AND OTHER ELEVATED ROADWAYS.
    - SCATTERED POWER AND COMMUNICATIONS OUTAGES.
