**HARVEY NOW OVER THE GULF WATERS NEAR THE TEXAS COAST**


NEW INFORMATION
---------------

* CHANGES TO WATCHES AND WARNINGS:
    - The Tropical Storm Warning has been cancelled for Aransas,
      Refugio, and Victoria

* CURRENT WATCHES AND WARNINGS:
    - A Tropical Storm Warning is in effect for Calhoun

* STORM INFORMATION:
    - About 100 miles east-northeast of Port Aransas TX or about 40
      miles east of Port Oconnor TX
    - 28.5N 95.7W
    - Storm Intensity 45 mph
    - Movement East-southeast or 110 degrees at 3 mph

SITUATION OVERVIEW
------------------

Tropical Storm Harvey is on a slow east-southeast track just off
the Texas coast. The track of Harvey is expected shift more
northeastward away from South Texas and the Middle Texas coastal
waters on Tuesday. Harvey will continue to impact South Texas and
adjacent coastal waters through Tuesday morning. The primary concern
now with Harvey will be tropical storm force winds and wind gusts,
mainly over the bays and gulf waters.

The flooding rain threat is slowly decreasing. Although there is still
a possibility for an additional 1/2 to 1 1/2 inches of rainfall due to
Harvey through Tuesday, the flooding concerns have greatly diminished
and isolated and nuisance flooding is now only expected.

POTENTIAL IMPACTS
-----------------

* WIND:
Potential impacts from the main wind event are now unfolding across
Northern Middle Texas Coastal Waters and Calhoun County. Remain well
sheltered from hazardous wind having possible impacts. If realized,
these impacts include:
    - Damage to porches, awnings, carports, sheds, and unanchored
      mobile homes. Unsecured lightweight objects blown about.
    - Many large tree limbs broken off. A few trees snapped or
      uprooted, but with greater numbers in places where trees are
      shallow rooted. Some fences and roadway signs blown over.
    - A few roads impassable from debris, particularly within urban
      or heavily wooded places. Hazardous driving conditions on
      bridges and other elevated roadways.
    - Scattered power and communications outages.

Elsewhere across SOUTH TEXAS, little to no impact is anticipated.

* FLOODING RAIN:
Potential impacts from the flooding rain are limited across the
Victoria Crossroads area. Remain guarded against locally hazardous
flood waters having limited impacts. If realized, these limited impacts
include:
    - Localized rainfall flooding may prompt a few evacuations.
    - Rivers and tributaries may quickly rise with swifter currents.
      Small streams, creeks, canals, and ditches may become swollen
      and overflow in spots.
    - Flood waters can enter a few structures, especially in usually
      vulnerable spots. A few places where rapid ponding of water
      occurs at underpasses, low-lying spots, and poor drainage
      areas. Several storm drains and retention ponds become
      near-full and begin to overflow. Some brief road and bridge
      closures.

Elsewhere across SOUTH TEXAS, little to no impact is anticipated.

* TORNADOES:
Little to no impacts are anticipated at this time across SOUTH TEXAS.

PRECAUTIONARY/PREPAREDNESS ACTIONS
----------------------------------

* EVACUATIONS:
If you are exceptionally vulnerable to wind or water hazards from
tropical systems, consider voluntary evacuation, especially if being
officially recommended. Relocate to a predetermined shelter or safe
destination.

Do not return to evacuated areas until hazardous winds diminish and
flood waters abate.

Do not return to evacuated areas until it is safe. Listen for the all-
clear signal from local authorities.

* OTHER PREPAREDNESS INFORMATION:
Continue to keep your cell phone well charged for as long as possible.
If you lose power, use it more sparingly and mainly for personal
emergencies and check-ins. Do not overload communications systems with
idle chatter.

Do not be a thrill seeker or risk your life for senseless photos or
videos. Be wise and avoid becoming another statistic.
