**CENTER OF HARVEY MOVING SLOWLY SOUTHEASTWARD NEAR THE TEXAS COAST**

NEW INFORMATION
---------------

* CHANGES TO WATCHES AND WARNINGS:
    - None

* CURRENT WATCHES AND WARNINGS:
    - A Tropical Storm Warning is in effect for Aransas, Calhoun,
      Refugio, and Victoria

* STORM INFORMATION:
    - About 80 miles northeast of Port Aransas TX or about 20 miles
      east of Port Oconnor TX
    - 28.5N 96.0W
    - Storm Intensity 40 mph
    - Movement Southeast or 125 degrees at 5 mph

SITUATION OVERVIEW
------------------

Tropical Storm Harvey continues on a very slow southeastward track and
is nearly back into the open gulf waters. Harvey is expected to
continue on its slow southeastward track today, then shift more
northeastward away from South Texas and the Middle Texas coastal waters
on Tuesday. Harvey will continue to impact South Texas and adjacent
coastal waters through Monday night or Tuesday morning.

Although most of the heavier showers and squalls are north and east of
the center of circulation and the flooding rain threat is slowly
decreasing, there is still a potential for another 2 to 4 inches of
rain north and east of a Seadrift to Cuero line. South and west of
that line, rainfall amounts of less than 2 inches are expected.

POTENTIAL IMPACTS
-----------------

* WIND:
Prepare for hazardous wind having possible limited impacts across the
Victoria Crossroads area. Potential impacts in this area include:
    - Damage to porches, awnings, carports, sheds, and unanchored
      mobile homes. Unsecured lightweight objects blown about.
    - Many large tree limbs broken off. A few trees snapped or
      uprooted, but with greater numbers in places where trees are
      shallow rooted. Some fences and roadway signs blown over.
    - A few roads impassable from debris, particularly within urban
      or heavily wooded places. Hazardous driving conditions on
      bridges and other elevated roadways.
    - Scattered power and communications outages.

Elsewhere across SOUTH TEXAS, little to no impact is anticipated.

* FLOODING RAIN:
Prepare for locally hazardous rainfall flooding having possible limited
impacts across the Victoria Crossroads area. Potential impacts
include:
    - Localized rainfall flooding may prompt a few evacuations.
    - Rivers and tributaries may quickly rise with swifter currents.
      Small streams, creeks, canals, and ditches may become swollen
      and overflow in spots.
    - Flood waters can enter a few structures, especially in usually
      vulnerable spots. A few places where rapid ponding of water
      occurs at underpasses, low-lying spots, and poor drainage
      areas. Several storm drains and retention ponds become
      near-full and begin to overflow. Some brief road and bridge
      closures.

Elsewhere across SOUTH TEXAS, little to no impact is anticipated.

* TORNADOES:
Little to no impacts are anticipated at this time across SOUTH TEXAS.

PRECAUTIONARY/PREPAREDNESS ACTIONS
----------------------------------

Do not return to evacuated areas until hazardous winds diminish and
flood waters abate.

Do not return to evacuated areas until it is safe. Listen for the all-
clear signal from local authorities.

* OTHER PREPAREDNESS INFORMATION:
If you live in a place particularly vulnerable to flooding, such as
near the ocean or a large inland lake, in a low lying or poor drainage
area, in a valley or canyon, or near an already swollen river, plan to
move to safe shelter on higher ground

Always heed the advice of local officials and comply with any orders
that are issued. Do not needlessly jeopardize your life or the lives
of others.

If using a generator, avoid carbon monoxide poisoning by following
instructions by the manufacturer. Make sure that the generator is run
in a well ventilated space.

Problems with sewer backups can further contaminate standing flood
waters. Keep children away. Also, listen for boil water alerts
relative to communities whose tap water may have become non-potable.

Closely monitor NOAA Weather Radio or other local news outlets for
official storm information. Listen for possible changes to the
forecast.
