**TROPICAL STORM HARVEY MOVING BACK TOWARD COAST**


NEW INFORMATION
---------------

* CHANGES TO WATCHES AND WARNINGS:
    - None

* CURRENT WATCHES AND WARNINGS:
    - A Tropical Storm Warning is in effect for Aransas, Calhoun,
      Goliad, Refugio, and Victoria

* STORM INFORMATION:
    - About 70 miles northeast of Port Aransas TX or about 20 miles
      north of Port Oconnor TX
    - 28.7N 96.4W
    - Storm Intensity 40 mph
    - Movement East-southeast or 120 degrees at 3 mph

SITUATION OVERVIEW
------------------

Tropical Storm Harvey will continue to drift slowly toward the
southeast through Tuesday into the coastal waters of the Upper Texas
coast, then move toward the north to northeast into Southeast Texas
Wednesday. Thus, Harvey will continue to impact South Texas and
adjacent coastal waters through Wednesday.

Given the slow movement of Harvey, the primary concern will be the
possibility of catastrophic life-threatening flooding. Additional storm
total rainfall amounts 3 to 6 inches with isolated higher amounts will
be possible generally east of a line from Rockport to Goliad. West of
that region, generally less than 3 inches of rainfall is expected.

Storm surge flooding as high as 1 to 3 feet above ground level will
continue in Matagorda, Lavaca, and San Antonio Bays.

POTENTIAL IMPACTS
-----------------

* FLOODING RAIN:
Potential impacts from the flooding rain are still unfolding east of a
line from Rockport to Goliad.
If realized, these impacts include:
    - Moderate rainfall flooding may prompt several evacuations and
      rescues.
    - Rivers and tributaries may quickly become swollen with swifter
      currents and overspill their banks in a few places, especially
      in usually vulnerable spots. Small streams, creeks, canals, and
      ditches overflow.
    - Flood waters can enter some structures or weaken foundations.
      Several places may experience expanded areas of rapid
      inundation at underpasses, low-lying spots, and poor drainage
      areas. Some streets and parking lots take on moving water as
      storm drains and retention ponds overflow. Driving conditions
      become hazardous. Some road and bridge closures.

Elsewhere across SOUTH TEXAS, little to no impact is anticipated.

* WIND:
Potential impacts from the main wind event continue across the Aransas,
Goliad, Victoria, Refugio, and Calhoun counties.
If realized, these impacts include:
    - Damage to porches, awnings, carports, sheds, and unanchored
      mobile homes. Unsecured lightweight objects blown about.
    - Many large tree limbs broken off. A few trees snapped or
      uprooted, but with greater numbers in places where trees are
      shallow rooted. Some fences and roadway signs blown over.
    - A few roads impassable from debris, particularly within urban
      or heavily wooded places. Hazardous driving conditions on
      bridges and other elevated roadways.
    - Scattered power and communications outages.

Elsewhere across SOUTH TEXAS, little to no impact is anticipated.

PRECAUTIONARY/PREPAREDNESS ACTIONS
----------------------------------

* EVACUATIONS:

RECOVERY PHASE - Do not return to evacuated areas until it is safe.
Listen for the all-clear signal from local authorities.

* OTHER PREPAREDNESS INFORMATION:

When clearing out fallen trees, be careful with chain saws and axes.
Always wear protective gear and keep others at a safe distance. Use
these tools according to operating manuals and safety instruction.
Leaning trees and those which have fallen on roof tops can be
especially challenging. If you are not in good health or unsure about
what you are doing, have someone else with tree cutting experience do
the job. Never cut trees without a partner.

If using a generator, avoid carbon monoxide poisoning by following
instructions by the manufacturer. Make sure that the generator is run
in a well ventilated space.

Problems with sewer backups can further contaminate standing flood
waters. Keep children away. Also, listen for boil water alerts
relative to communities whose tap water may have become non-potable.
