* CHANGES TO WATCHES AND WARNINGS:
    - THE TROPICAL STORM WARNING FOR TYRRELL...MAINLAND HYDE HAS BEEN
      CANCELLED

* CURRENT WATCHES AND WARNINGS:
    - A TROPICAL STORM WARNING REMAINS IN EFFECT FOR MAINLAND
      DARE...OUTER BANKS DARE AND OUTER BANKS HYDE

* STORM INFORMATION:
    - ABOUT 130 MILES EAST OF NAGS HEAD NC
    - 36.2N 73.3W
    - STORM INTENSITY 70 MPH
    - MOVEMENT EAST-NORTHEAST OR 75 DEGREES AT 12 MPH

SITUATION OVERVIEW
------------------

TROPICAL STORM HERMINE...LOCATED EAST OF THE NORTHERN OUTER
BANKS, IS CONTINUING TO MOVE EAST NORTHEAST AWAY FROM THE COAST.
HERMINE WILL STALL OFF THE MID ATLANTIC COAST INTO NEXT WEEK.

TROPICAL STORM FORCE WIND GUSTS WILL CONTINUE FOR THE OUTER BANKS
AREA THROUGH EARLY EVENING. WINDS OF 30 TO 40 MPH WITH GUSTS TO
50 MPH REMAIN LIKELY FOR THE OUTER BANKS THROUGH EARLY EVENING
BEFORE DECREASING BELOW TROPICAL STORM FORCE TONIGHT.

MINOR TO LOCALLY MODERATE STORM SURGE INUNDATION WILL CONTINUE
ACROSS THE OCEAN SIDE OF THE OUTER BANKS NORTH OF CAPE HATTERAS
DURING HIGH TIDE, WHICH OCCURS AT AROUND 930 PM. LARGE BATTERING
WAVES AND BEACH EROSION AND SOME OVERWASH WILL BE THE MAIN THREAT.
STORM SURGE ON THE SOUND SIDE OF THE OUTER BANKS AND OCRACOKE HAS
PEAKED AND INUNDATION WILL CONTINUE TO RECEDE THIS AFTERNOON INTO
THIS EVENING.

POTENTIAL IMPACTS
-----------------

* SURGE:
POTENTIAL IMPACTS FROM THE MAIN SURGE EVENT ARE STILL UNFOLDING ACROSS
THE OCEAN SIDE OF THE OUTER BANKS NORTH OF CAPE HATTERAS. REMAIN WELL
AWAY FROM LOCALLY HAZARDOUS SURGE. IMPACTS INCLUDE:
    - LOCALIZED INUNDATION WITH STORM SURGE FLOODING MAINLY ALONG
      IMMEDIATE SHORELINES AND IN LOW-LYING SPOTS, OR IN AREAS
      FARTHER INLAND NEAR WHERE HIGHER SURGE WATERS MOVE ASHORE.
    - SECTIONS OF NEAR-SHORE ROADS AND PARKING LOTS BECOME OVERSPREAD
      WITH SURGE WATER. DRIVING CONDITIONS DANGEROUS IN PLACES WHERE
      SURGE WATER COVERS THE ROAD.
    - MODERATE BEACH EROSION. HEAVY SURF ALSO BREACHING DUNES, MAINLY
      IN USUALLY VULNERABLE LOCATIONS. STRONG RIP CURRENTS.
    - MINOR TO LOCALLY MODERATE DAMAGE TO MARINAS, DOCKS, BOARDWALKS,
      AND PIERS. A FEW SMALL CRAFT BROKEN AWAY FROM MOORINGS.

ELSEWHERE ACROSS EASTERN NORTH CAROLINA, LITTLE TO NO IMPACT IS
ANTICIPATED.

* WIND:
POTENTIAL IMPACTS FROM THE MAIN WIND EVENT ARE SLOWLY IMPROVING ACROSS
THE OUTER BANKS. WINDS HAVE PEAKED EARLY THIS AFTERNOON AND ARE
CONTINUING TO SLOWLY DIMINISH. REMAIN WELL SHELTERED FROM HAZARDOUS
WIND HAVING ADDITIONAL LIMITED IMPACTS. IF REALIZED, THESE IMPACTS
INCLUDE:
    - DAMAGE TO PORCHES, AWNINGS, CARPORTS, SHEDS, AND UNANCHORED
      MOBILE HOMES. UNSECURED LIGHTWEIGHT OBJECTS BLOWN ABOUT.
    - MANY LARGE TREE LIMBS BROKEN OFF. A FEW TREES SNAPPED OR
      UPROOTED, BUT WITH GREATER NUMBERS IN PLACES WHERE TREES ARE
      SHALLOW ROOTED. SOME FENCES AND ROADWAY SIGNS BLOWN OVER.
    - A FEW ROADS IMPASSABLE FROM DEBRIS, PARTICULARLY WITHIN URBAN
      OR HEAVILY WOODED PLACES. HAZARDOUS DRIVING CONDITIONS ON
      BRIDGES AND OTHER ELEVATED ROADWAYS.
    - SCATTERED POWER AND COMMUNICATIONS OUTAGES.

ELSEWHERE ACROSS EASTERN NORTH CAROLINA, LITTLE TO NO IMPACT IS
ANTICIPATED.
